Local marshaling services FY20 FAQ’S
Q1: I see that there are some documents that do not have to be initialed, my question is do i have to submit these papers as well?
A1: YES, please do initial and return all documents with your completed offer, even if there is no specific place at the bottom of the pages. You may email your completed offer to me at angie.rogero@gsa.gov. Please identify the solicitation number and location in the subject line of your email(s).
Q2: I am also a bit confused on the Pricing page, will you be able to suggest how the bid work?
A2: PRICING - Vendors are encouraged to read the Statement of Work (SOW) and calculate their best pricing using their standard commercial practices and the wage determination. For assistance using the wage determination, please contact the DOL Wage and Hour Division Office in your area for interpretation of the requirements. Here is the link: https://www.dol.gov/whd/local/index.htm#stateDetails. They have the expertise to guide you with correct application of the wage determination.
Q3: For pricing CLINs, can you please clarify if the pricing desired is per vehicle, or aggregated/totaled?
A3: CLIN pricing is per vehicle unless stated otherwise (ex, “per chip”, “per hour”, “per day”, etc.). Read the solicitation carefully for the required “unit” type when establishing per CLIN pricing.
The estimated number per CLIN is only an estimate. Do not give your CLIN pricing as extended pricing. Do not multiply your “per unit” price by the CLIN’s estimated number and state the calculated total.
Q4: Also, there is no TOTAL for the pricing column; if individual CLINs are aggregated prices, do you want us to add a TOTAL of all CLIN pricing?
A4: Please see answer in Q3. Do not give total/aggregate pricing for individual CLINs or for the overall price of all CLINs. The Government is requesting PRICES PER UNIT according to each CLIN.
Q5: TELEMATICS – Looking at your bid sheet are we to assume that all vehicles going forward on this contract will have these devices?

Local marshaling services FY20 FAQ’S
A5: Correct - Starting in FY20 (and each subsequent year) all new GSA Fleet leased vehicles will/should have this technology installed
Q6: TELEMATICS - Installation needs to be done by a technician and driven by that installer to get the device to sync. (TECH GRADE NEEDS TO BE A MINIMUM
OF A D-TECH)
Q6: No need to drive the vehicle unless it is located in an area without cell coverage (e.g. parking garage). Per installation instructions from Geotab, the ignition only needs to be turned on to power the device for the initial initialization which should only take 30 seconds to 1 minute. There is no need to be a qualified technician to install the devices
- they intended to be self-installable.
Q7: TELEMATICS – During installation we are required to drive vehicle 10-15 minutes. Most of the new vehicles that we are receiving do not have 10-15 minutes of fuel in them. How do we put fuel back in them so your customer can get to the fuel station? Also, class A trucks will have to be driven by technicians with CDL if these units are installed on them.
A7: Again, no need to actually drive the vehicles unless the vehicle needs to be relocated to an area that has cell service from an area that does not have cell service.
The relocation area (with cell service) should be the first available on marshaling contractor’s site.
