This document is a set of Questions and Answers related to a Sources Sought notice for the Trainer Developer III (TDIII) requirement. The General Services Administration (GSA), Federal Acquisition Services - APEX 2, Sector 3 is conducting market research to determine the availability and capability of qualified business sources to establish a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a $100M ceiling for trainer development services. The draft Performance Work Statement indicates the contractor shall research, analyze, design, develop, fabricate, integrate, test, deliver, and install simulators, simulator systems and associated components, including non-recurring engineering and logistics data development activities. The Government is also evaluating the feasibility of setting this requirement aside for Small Business participation. Interested firms are encouraged to submit a Capability Statement detailing their relevant past experience within 5 years, small business designations, and other information to assist in the acquisition planning.

Questions & Answers #1
As of 4/17/2024
Question 1) I am not familiar with the APEX Accelerators, but it looks like it is mostly tied to Small Businesses. If that is correct, does that limit our participation at all?
Answer 1) GSA recently underwent a reorganization from regional contracting offices to contracting offices that serve specific customers or perform certain roles like Innovation. Specifically, GSA Assisted Acquisition Services (AAS), Federal Acquisition Service (FAS), APEX 2 serves Air Force, Navy, and Space Force with cradle-to-grave contracting solutions. For the TDIII requirement, we are still determining our Acquisition Strategy and have not made any determinations in regard to small business set-asides.
Question 2) Do we have to be a member of the APEX network or consortium – similar to other OTAs…and their contracting organization? Is APEX 2 the name of a contract?
Answer 2) APEX 2 is not the name of a contract. A member network or consortium does not exist for APEX 2. APEX 2 is simply a GSA division that serves Air Force, Navy, and Space Force customers with cradle-to-grave contracting solutions.
Question 3) What contract vehicle will this be competed on? Since it is GSA – will it come out on some type of GWAC contract or be a stand-alone ID/IQ (F&O)?
Answer 3) This requirement is in its market research stage. A particular acquisition strategy has not been selected or approved. APEX 2, Sector 3 intends to gather information from interested firms to establish a single award Indefinite Delivery Indefinite Quantity Contract with a $100M ceiling. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources. This notice is strictly for market research and information purposes only. Your responses will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
