JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY UNDER INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACTS

This document is a Justification for an Exception to Fair Opportunity under FAR 16.507-6 (GSA Class Deviation RFO-2025-16) for a bridge task order under the GSA OASIS+ Government-Wide Acquisition Contract.

Contract Overview and Scope:

The bridge task order is for Air Operations Center - Weapon System (AOC-WS) Integrated Joint Special Technical Operations (IJSTO) Support in support of United States Air Force Central (USAFCENT), controlled by GSA Assisted Acquisition Services (AAS) Contracting Officer Wesley Mason. The contract involves providing Special Access Program (SAP) operational planning support to USAFCENT Headquarters and deployment locations. Required services include high-level analytical services, consulting, program management, operational employment of airpower, joint operations, Special Operations Force integration, intelligence, logistics, AOC operations, deliberate and contingency planning, and operational employment of air combat weapons systems. Personnel must possess Top Secret/Sensitive Compartmented Information (SCI) clearances and experience with Joint Operational Planning and Execution System (JOPES). The incumbent contractor, Great Hill Solutions, LLC, is being awarded the bridge contract for up to nine (9) months (one 6-month base period plus three 1-month option periods).

Pricing and Timeline:

The contract utilizes a Firm Fixed Price (FFP) structure with Direct Reimbursement CLINs (No Fee) and includes a direct reimbursable CLIN for travel costs and OASIS+ Contract Access Fee (0.15%). The base period is six months with three one-month option periods. Fair and reasonable pricing will be determined through price analysis comparing the contractor's quoted rates to previously negotiated rates, Independent Government Estimate (IGE), and market rates for similar services. An official posting will be performed on Sam.gov within 14 days of order placement for a minimum of 30 days. The long-term competitive acquisition is planned for solicitation issuance in May 2026 with award targeted no later than December 2026, allowing time for full and open competition in accordance with Federal Acquisition Regulation requirements.
