4. Authority:

Citations: 41 U.S.C. 3304(a)(1) FAR Subpart 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Justification Rationale:

The US Air Force Central Command (AFCENT) is responsible for tracking and managing data for the United States Air Force (USAF) and Central Command (CENTCOM). All official tasks sent down from the USAF and CENTCOM are imported into TMT for routing and tracking. The AFCENT is currently utilizing Task Management Tool (TMT) which is a software program that provides an integrated framework for creating, tracking, answering and managing a wide range of tasks. TMT speeds completion of tasks, provides real-time visibility and promotes collaboration, enhancing logistical support for the armed forces. In 2006, the US Air Force collaborated with Accenture to develop the task management tool. The AFCENT obtained TMT in late

2009 and implemented its usage in April 2010. The AFCENT learned of TMT from contracts in USAFE, which research showed that the software was being used in many organizations throughout DoD. It is used to track nearly all of the staff work being done throughout AFCENT.

The Task Management Tool (TMT) support is required to ensure 24/7 support is available to all AFCENT operating locations. TMT, deployed to each location, provides critical task management capability on the unclassified and classified networks directly supporting the USAFCENT HQs, Combined Air Operations Center and operating locations throughout Southwest Asia. Without this software and support AFCENT will lose significant task management and task tracking capabilities. The TMT software and support is cost efficient over purchasing new software. NOSC engineers and training personnel have developed extensive Tactics, Techniques, and Procedures (TTPs) to optimally use and maintain the software. Failure to purchase the maintenance will cause this organization to move back to tracking task manually using Microsoft Outlook and excel spreadsheets.

The Task Management Tool software products are proprietary, licensed products of Accenture Federal Services, LLC and the only source that can meet the requirements for the TMT software products. . Supporting documentation has been obtained from Accenture Federal Services, LLC confirming they are the exclusive developer and distributor of the Task Management Tool software products (maintenance and migration) that there are currently no U.S. distributors.

6. Contracting Officer Determination

The Contracting Officer has determined that the anticipated price to the Government for this acquisition will be fair and reasonable. Actions anticipated to ensure price reasonableness will be in accordance with FAR Subpart 15.404-1(b)(2)(ii) as appropriate, and will utilize cost/price information other than certified cost and price data.

7. Market Research:

In accordance with FAR Subpart 8.002(a)(1) Priorities for Use of Government Supply Sources, and FAR Subpart 8.004(b) Use of other sources all applicable supply source alternatives were given consideration. A review of GSA Advantage on October 19, 2018 determined that there are some Accenture products on GSA Schedule, however the requested Task Management Tool for maintenance software are not available on GSA Schedule. Based on the review of all applicable alternatives, along with market research it was determined that there are no viable contractors that could provide a particular Task Management Tool being used by AFCENT for maintenance. The manufacturer, Accenture Federal Services, LLC, confirmed on October 19, 2019 that the requested maintenance software are not currently available on a GSA Schedule from any of their authorized resellers. The particular Task Management Tool is a proprietary item to Accenture Federal Services, LLC. Market research determined there is only one source to provide the Task Management Tool currently being used by AFCENT, therefor this requirement will be a Sole Source procurement for Accenture Federal Services, LLC.

8. Other Supporting Facts:

TMT support is currently used throughout DOD and based on this familiarity, administrators and users deploying to AFCENT require less training to use the product.

TMT product at this time is the only product available that is able to meet the requirement without the U.S. Air Force experiencing substantial cost that could not be expected to be recovered through competition.

9. Statement of Actions to Overcome Barriers to Competition:

The proprietary nature of the required TMT support currently being utilized by the AFCENT continues to be utilized. The TMT support is currently the only product know to meet the needs of AFCENT.

10. Requiring Agency Certification:

11. Contracting Officer Certification:

The undersigned has determined that the anticipated cost to the Government for this acquisition will be fair and reasonable. Further, I certify that this justification is accurate and complete to the best of my knowledge and belief.
