Justification and Approval for Other Than Full and Open Competition

This is a Justification and Approval (J&A) document for a sole-source contract award under Federal Acquisition Regulation 6.104. The General Services Administration (GSA) Assisted Acquisition Services (AAS) is issuing a bridge contract on behalf of the Department of Defense (DoD) Defense Information Systems Agency (DISA) for Building Automation System (BAS) installation and maintenance services at DISA Computing Services data centers.

The contract is a 15-month bridge award with a Firm-Fixed Price (FFP) and Time and Materials (T&M) pricing structure, including Direct Reimbursable Travel Cost-No-Fee (CNF) line items. The base period runs from April 1, 2026 through December 31, 2026 (nine months), with an optional six-month extension from January 1, 2027 through June 30, 2027. Services cover eight data center locations: Montgomery, AL; Columbus, OH; San Antonio, TX; Salt Lake City, UT; Mechanicsburg, PA; Oklahoma City, OK; Honolulu, HI; and Yokota, JP. The estimated total contract value is redacted. This bridge contract is necessary to ensure continuity of mission-critical operations at DISA data centers, which operate 24 hours daily, seven days per week, as the current contract expires March 31, 2026 and no technically acceptable offers were received from the prior recompete effort. The incumbent contractor, SPEC, LLC, is identified as the only responsible source capable of meeting requirements within the compressed timeline due to technical complexity and necessary knowledge transition. Market research included RFIs issued on May 9, 2025 and May 15, 2025, GSA schedule scope reviews, and other competitive assessments. The contracting officer determined the proposed price fair and reasonable based on market research findings.
