Section 1.1:

First paragraph 2

There are already a mix of best practices and strategic enhancements in conducting surveys, such as clear objectives, prioritize data security and confidentiality, design surveys that are concise, focused, and user-friendly, incorporate feedback from both current and former personnel to gain a comprehensive understanding of their experiences and reasons for joining or leaving the organization, etc. Should data analysis and evaluation of data collection methods for recommendations focus on only data collection methods, or survey design as well?

Please see the revised PWS.

Section 1.1 has been updated to include survey design.

13 PWS

Section 2.1:

First paragraph 2

Ultimately, the choice of software package depends on the specific requirements of the analysis, and other practical considerations such as cost. Our team can choose to use one or more software packages depending on the needs and the complexity of the data we are going to analyze. Considering the cost, which one is the preferred database creation of DPAC, OPA for H&R and R&R, SAS or other software packages to handle the correct estimation of variances?

Most projects currently use SAS & delimited text files (e.g., .csv) but will likely transition to R during this PWS. For DEOCS projects, SQL databases are used to create csv text files.
