RFI 47QFPA21N0002 Questions and Answers

8 PWS D.1.12 The Draft PWS referenced the “Recruit Market Network” file—is this file part of the modern Recruit Market Information System (RMIS)?

The Recruit Market Network and Relocations systems files are not part of RMIS. This task is intended to support the Career Exploration Program.

9 PWS D.1.1.4 Place of Performance - A) Can the government indicate what proportion of staff must work onsite at least 50% of the week? B)Do the place of performance requirements vary for Key Personnel? C) Has the current pandemic altered the government's onsite staffing requirements moving forward, exceptions being for hardware maintenance?

Before the COVID pandemic, about 40% of contracting staff were working onsite at the Government location in Seaside CA. It is currently not a requirement that most key personnel be located onsite, but key personnel must maintain open lines of communication (e.g., teleconferencing) and in some cases travel to government facilities will be required by offsite contracting personnel. Historically, the above statements are the case, but government is open to alternative solutions that would satisfy both mission requirements and facilitate communication between government and contractor. These alternatives may be due to pandemic conditions as well as other environment factors. The Government reserves the right to change location requirements in future versions of the PWS.
