About this file

This document is a Request for Information (RFI) from the Office of Personnel Management (OPM) regarding USA HIRE Support Services. The RFI details the integration and data exchange processes between USA Hire and USA Staffing systems for managing job applicant assessments and interviews. Key technical details include a Standard Assessment Interconnection Framework that specifies data sharing between systems, such as sending applicant information, scores, and status updates. Video interviews can be conducted synchronously or asynchronously, with data integration primarily supporting pre-certification interviews.

The document reveals OPM is pursuing a multi-vendor approach for assessment services, where vendors are not required to provide all services but can focus on their areas of expertise. The contractor will be responsible for maintaining an Assessment Battery Schema Site continuously available to USA Staffing, which will include detailed information about assessment batteries like battery numbers, included assessments, competencies, covered series and grades, scoring information, and cut score applications. The solicitation is dated 6 OCT 2025 and has the contract number 47QFMA25K0009.

OPM USA HIRE Support Services Sources Sought RFI MAD – Additional Info 6 OCT 2025

47QFMA25K0009

1. Can you provide details of how video interviews are completed today? There is mention of integration with USA Staffing, but it would be helpful to understand what the integration is supporting.

OPM Response: Video interviews can be completed synchronously (applicant and raters participate live in real-time) or asynchronously (applicants record their responses for raters to replay and evaluate at a later time). In both instances, applicants and raters conduct all aspects of the interview within the interview application. For pre-certification interviews (i.e., interviews that are used as part of the process to establish applicant eligibility for hire) data is passed from USA Hire to USA Staffing and used to calculate final scores for eligibility purposes. For post-certification interviews (i.e., final selection interviews by the hiring official), there is no integration. See response to question 2 regarding what the integration supports.

2. What type of data is expected to be passed between the vendor and USA Hire?

USA Hire and USA Staffing® share a common data standard covering all data passed between systems

Standard Assessment Interconnection Framework includes:

§ Send Applicant. USA Staffing sends the following for qualified/eligible applicants:

1. Applicant Order #

2. Applicant First and Last Name

3. Applicant Email

4. USAJOBS® Globally Unique Identifier (GUID)[1]

5. Vacancy Number

6. Announcement Number

7. Vacancy Series(s)

8. Vacancy Grade(s)

9. Assessment open and close dates

10. Applicant Reasonable Accommodation (RA)Status

11. Applicant Series(s)

12. Applicant Grade(s)

13. Additional vacancy information, as needed

14. Assessment battery ID

Test Applicant

1. If the applicant does not have a complete score for the requested battery, USA Hire will send the unique link to that applicant incorporating those assessments that need to be completed

2. USA Staffing delivers the link to the applicant in the USA Staffing applicant interface https://mail.google.com/mail/u/0/?ik=d4724757a3&view=pt&search=all&permmsgid=msg-f:1845244813701697039&simpl=msg-f:1845244813701697039&mb=1#m_-4195953410949432928__ftn1

3. If the applicant has the option to reuse scores or take the assessments anew, USA Hire will present that option to the applicant in the platform § Send Applicant Scores

1. If the applicant has an active score for the battery requested, USA Hire sends the score and associated data immediately to USA Staffing

a. Depending on the battery, the score may be a transmuted composite score or component assessment scores that USA Staffing will standardize, combine, and transmute.

2. When the applicant completes an assessment within the battery (or if a score is already stored from previous vacancies), USA Hire sends the applicant score (and associated information) for each assessment in the battery immediately. USA Hire sends updates as assessments are completed until all assessments in the battery are complete or the battery availability period ends

3. USA Hire sends an applicant status update when the applicant completes all assessments in the battery

4. Where used by an assessment battery (e.g., Executive Assessments), the Contractor shall provide feedback reports to applicants through their original assessment link, after completion of all assessments.

§ Send Status Updates. When the assessment battery closes, USA Hire may send status updates for each applicant in the vacancy. These include, but are not limited to:

1. Applicant completed all assessments (including date/time)

2. Applicant started battery but did not complete all assessments (including date/time)

3. Applicant accessed battery but did not start any assessment

4. Applicant did not access battery

§ Update Assessment

1. USA Staffing will send an update to USA Hire when an assessment’s close date is extended. USA Hire will update the assessment period according to action taken in USA Staffing

§ Assessment Library and Access Management

1. The contractor shall maintain an Assessment Battery Schema Site that is persistently/continuously available for USA Staffing to access for information about all assessment batteries available to USA Staffing customers. This includes, but is not limited to:

a. Battery Number

b. Assessments included in Battery

c. Competencies within each assessment by series and grade

d. Covered Series and Grades

e. Scoring information (means, standard deviations)

f. Whether USA Hire is providing the transmuted score

g. Whether a cut score is applied by USA Hire for the battery

2. USA Staffing will manage how agency customers access batteries within the USA Staffing interface

3. In the multi-vendor approach, are you anticipating all vendors provide all services or that some will focus on where they excel?

OPM response: The multi-vendor approach is designed to allow OPM access to assessment services and content from a range of providers. There is no requirement that each vendor provide all services, rather vendors may provide limited services based on OPM needs.
