Attachment 1 ‐

Pricing Template

Do you require pricing under GSA schedule only?

This a Open Market total small business set‐aside acquistion in accordance with FAR part 15. Pricing is at the discretion of the offeror.

On the price sheet Clin1002 do we price it as per day cost or the full class cost?

Pricing for CLINs x002, x003, & x004 shall reflect the price day cost.

On our price sheet do we leave the $700k and $400k in our totals?

Yes. The Not‐to‐Exceed amounts for CLINs x005 and x006 shall be included in the total.

On the price sheet under the directions tab, it says this “The Government estimates the annual Full Time Equivalent (FTE) to be 1,920 direct hours per year.” Does that mean we use the estimate of 1,920 hours in Clin1001 for the Quantity to give you our per hour charge x 1920? Or how do we figure out the quantity to put in Clin1001?

1,920 FTE hours per year is a Government estimate but not the only solution. The number of FTEs and hours allocated to each proposed labor catergory is at the discretion of the offeror.

5 C.1.5.2

The Contractor shall provide a certified Program Manager, Alternate Program Manager, and Learning Management System (LMS) Administrator. Note that it says these roles need to be onsite in Germany. Do we really need someone onsite in Germany even though most of the training is being delivered remotely?

Please see "RFP 47QFMA23R0003 AE ITT Training Program 04142023 AMD01" for revised PWS Section C.1.5.2.

6 C.1.5.3

The Contractor shall provide a certified Program Manager, Alternate Program Manager, and Learning Management System (LMS) Administrator.

Must provide on call support after hours with response in 2‐ hours?

Section C.1.5.3.

AE‐ITT III

25‐Apr‐23

7 C.3.6.4

Maintain the Government’s LMS What LMS this is and if it is used for the facilitation of delivery? Or does the contractor deliver their classes on their platform?

Section C.3.6.4.

8 C.4.7 It appears we must provide staffing at all of these locations? Is that correct even though most of the training is being delivered virtually?

Section C.4.7.

9 Overall Procurement Is this a multiple award contract or will it be awarded to one prime contractor?

Program 04142023 AMD01" Section M.3.

10 Overall Procurement Can we respond to only the training portion of the RFP?

The Government requires a complete proposal in accordance with Section L.

11 B.4.1

Outside of the document labeled Attachment 1 ‐ 47QFMA23R0003 Pricing Template, does the Government also require that pricing be listed in CLINS 0001 ‐ 0004 as well as the Option CLINS in the RFP document?

Offerors are not required to update the RFP document to include their pricing.

12 L.3 Are cover pages, Table of Contents and executive summaries included in the page count requirement?

Program 04142023 AMD01" for revised Section L.3.

13 L.3 Would a font size of 10 for all tables be acceptable?

No, Please see "RFP 47QFMA23R0003 AE ITT Training Program 04142023 AMD01" Section L.3.

14 F.5

The table in section F.5 of the RFP defines the Place of Performance of the instructors as Remote within Europe (NATO). To clarify, does this mean that even for virtual classes, the instructor cannot be physically located in the United States?

Section F.5.

15 H.4.3 In the post‐Covid virtual environment, and since most work is done remotely from a central location, how many site coordinators does the government believe are needed?

Staffing is at the discretion of the offeror.

16 H.11

The note in section H.11 mentions the requirement that "All NACI/Tier 1/LNSP positions may only be filled with a US, European Union (EU)/ NATO individual who has lived in Germany for at least 12 consecutive months." To clarify, does this mean that any candidate we put forth for management, LMS, coordinator, helpdesk, content development and mobile training must have been a resident of Germany for 12 consecutive months? We have excellent candidates who live in the US and other European countries (all NATO) and are willing to move to Germany.

Does this statement disqualify them? Also, must the 12 months be current or in previous years?

Section H.11.

17 SAM.GOV

The SAM.gov page for this solicitaion classifies the contract as a total small business set‐aside (FAR 19). But we could not find any mention of this anywhere in the RFP documentation. Please confirm this contract is indeed a small business set‐aside.

Program 04142023 AMD01 " Section I for FAR clause 52.219‐6 Notice of Total Small Business Set‐ Aside Nov 2020.

18 H.1

Based on section H.1 of the RFP, my understanding is that it is not mandatory to incorporate a business in Germany as long as we confirm that we will be respecting all laws and German requirements. Many reports from financial institutions such as Deloitte, indicate that “investors are generally free to use companies incorporated in any EU member state for business purposes in Germany even if such companies exclusively do business in Germany and, therefore, have their effective seat of administration in Germany.” If we are already incorporated in another country within the European Union, is this acceptable?

It is up to the offeror to determine Complicance with the RFP section H.1.

19 B.4.1, H.5

The CLIN 006 sets aside $400,000 for travel and ODCs. Does this cover only instructor travel, or does it also cover key personnel and site coordinator travel between sites and conferences?

Section H.5.

20 C.3.7.15

Will the government supply classrooms for the mobile training, or do we need to account for the cost of classroom rental at commercial facilities and/or shipping of learning material in our mobile training pricing?

Section C.3.7.15.

21 L.3 Will the Government consider extending the deadline to match the time it takes for questions to be answered?

Program 04142023 AMD01" Time and date for offerors remain unchanged.

22 Overall Procurement Is there any GSA requirements for an offeror to bid?

Program 04142023 AMD01" Section L.

23 B.4.1, C.3.6.1

Virtual training services are listed as T&M and priced at 1,360 days for each year, base and each op on.

Will the Government add clarity on the breakout of the 1360 days?
