About this file
This document is a Limited Sources Justification (LSJ) for a Blanket Purchase Agreement (BPA) under FAR Part 8 - Federal Supply Schedules. The LSJ is being requested to increase the single award Advisory and Assistance Services (A&AS) III BPA by $30,000,000.00 from $199,666,296.00 to $229,666,296.00. The BPA was procured under FAR 8.405-3 procedures and the services are on a Firm-Fixed Price basis with Travel and Order Level Material.
The justification cites the increasing need for technical subject matter expertise in modeling and simulation, data standards, policy, processes, and procedures, as well as the growth of intelligence data across multiple mission areas. The A&AS support provided by the incumbent contractor, Riverside Research Institute, has proven invaluable in areas such as technical intelligence data program management, C4 analysis, CAD modeling, and foreign language linguist support. This LSJ is a mandatory posting due to Modification 0009 to the 47QFLA22A0001 contract, which raised the estimated value of the BPA.

2. Nature of Description of Action:
A Limited Sources Justification is being requested to increase the single award Advisory and Assistance Services (A&AS) III
Blanket Purchase Agreement (BPA) by $30,000,000.00 from $199,666,296.00 to $229,666,296.00. The BPA was procured under FAR 8.405-3 procedures. The services are procured on a Firm-Fixed Price (FFP) basis with Travel and Order Level Material
5. Justification Rationale:
The high-fidelity modeling and simulation of adversary capabilities is increasingly required to ensure the warfighting and acquisition communities have the insights needed to develop the operational plans and source materiel solutions under development at
. This translates to the increase in need for technical subject matter expertise in modeling and simulation standards, applications, source data, end customer requirements development, software prototyping, artificial intelligence algorithm creation & implementation, as well as foreign material exploitation.
Demand for A&AS support has steadily grown within by providing technical Intelligence Data (ID) program management office support in the solicitation, validating and submission of production requirements for needs to the joint community. Additional growth and expansion of
A&AS support has been realized within where Riverside Research Institute (RRI) provides invaluable integrated Command, Control, Computer and Communication (C4) analysis expertise to the integrated analysis flight , provides Computer- Aided Design (CAD) modeling expertise, foreign language linguist support to the as well as providing A&AS expertise in the validation/verification of models and refinement of model production quality assurance (QA)/quality control (QC) processes.
Additionally, the explosion of intelligence data across all mission areas at has driven the need for technical research in data standards, policy establishment, processes, and procedures to ensure access to needed information at the right time, right place, and by the right units. Much of these efforts have demonstrated a reliance on A&AS support to assist the government in establishing requirements for the much-needed expanded, modernized, and flexible data architectures that seamlessly connect across mission partners. and are collectively using A&AS support for the
Center-wide Information Technology (IT) strategy development, IT management processes, architecture requirements definition, and proxy product owner services. Growth has been steady for this effort and the demand signal for more specialized Software Application Team (SWAT) support for have been expressed by the respective Government Task Managers (GTM). has traditionally been a leader in the Science and Technical Intelligence (S&TI) domains within the DoD. IC and partnering S&TI centers look to as thought leaders and designers of capabilities for the IC/DoD Intel Production Centers
RRI is poised to continue to be a force multiplier in the development and communication of ideas for the modernization and transformation of analysis at and abroad.
Aside from sustained growth of on-going A&AS efforts, new efforts have surged.
Recently, the requested support to ( ),
11. Contracting Officer Certification:
The undersigned has determined that the anticipated cost to the Government for this acquisition will be fair and reasonable. The requiring agency has concluded that the order represents the best value (as defined in FAR 2.101) and will result in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs in accordance with FAR 8.404(d). Further, I certify that this justification is accurate and complete to the best of my knowledge and belief.
