Overview:

This Sources Sought Notice is for market research ONLY and shall not be construed as a solicitation or as a commitment by the General Services Administration to issue a follow-on solicitation. The purpose of this notice is to seek the availability, qualifications, and feedback of current business concerns that are interested and capable of performing the requirements as described below.

The anticipated NAICS Code is 541330 (Engineering Services) which has a $25.5 Million size standard.

Other potential NAICS Codes include:

- 541611: Administrative Management and General Management Consulting Services - $21.5 Million size standard

- 541690: Other Scientific and Technical Consulting Services - $16.5 Million size standard

- 541990: All Other Professional, Scientific, and Technical Services - $17.0 Million size standard

- 541715: Research and Development in the Physical, Engineering and Life Sciences (except

Nanotechnology and Biotechnology) - 1000 Employees size standard

Based on responses to this notice, the requirement may be set-aside for small businesses or procured through full and open competition. All Small Business Set-Aside categories will be considered.

Project Objective/Overview:

The General Services Administration, Federal Acquisition Service, Assisted Acquisition Services Directorate (GSA/FAS/AAS), Region 6 in Kansas City, MO is seeking interest and feedback from Contractors that can support the Office of the Undersecretary of Defense for Personnel & Readiness (OUSD (P&R)), it’s directorates, and DoD strategic partners with integrated training, program business operations and consulting, engineering, logistics, and ancillary information technology (IT) products and services to enable OUSD P&R to provide efficient and dynamic support and increase readiness for the Warfighter.

Background:

The organization requesting the work is the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD(P&R)). Organizational mission includes developing policies and plans, conduct analyses, provide advice, make recommendations, and issue guidance on P&R-related plans and programs. P&R ensures the readiness of the Total Force as well as the efficient and effective support of peacetime operations and contingency planning and preparedness. Also, P&R maintains policies, plans, and programs that enhance the quality of life for active-duty service members, reservists, Guardsmen, and their families.

Scope:

The objective of this contract is to provide the OUSD P&R and its Directorates with innovative and cost-effective services that incorporate industry best practices to meet the demands associated with a dynamic global threat and security environment. This contract will provide enterprise solutions to enhance P&R capabilities that will enable soldiers and strategic partners to increase readiness and meet mission requirements through more efficient collaboration and integration.

Does your company have experience providing Agile Product Owners, and representatives to support Integrated Product Teams (IPTs) including but not limited to Functional Subject Matter Experts, Requirements Development and Management, Test Management, Compliance Management, Deployment and Training, Reporting Management, and Operations and Support for DEAMS or a similar system? If so, please provide two examples that include project name, contract numbers, POP, contract award amount, and brief description?

4. Does your company have the capability to perform all required services in the draft PWS with in-house staff?

5. What specific technical skills does your company possess which ensure capability to perform the PWS tasks? Provide a general overview of the team structure and skill mix/labor categories required to execute the PWS.

6. The contract and CLIN type of this contract is predicted to be hybrid in nature. What contract and CLIN type or combination of contract and CLIN types does your company believe would be most appropriate for the nature of this requirement? If a hybrid contract is not compatible, what single contract and CLIN type is most appropriate? Please explain.

7. Does your company possess the expertise to ensure a successful contract transition within 60 days of award? Describe your high-level strategy to ensure transition-in activities are successful, offering a smooth transition from the incumbent contractor without major gaps in essential services for the DRRS-S program?

8. Does your company have a current approved DCAA accounting system necessary for performing cost type contracts?

9. Is your company able to perform the services as stated in the draft PWS in CONUS and OCONUS sites?

10. If you have a GSA contract and any required services are not currently listed on your contract, are you willing to modify your contract to add those services?

11.
