About this file
This is an Organizational Conflict of Interest (OCI) disclosure and certification attachment for a federal contract solicitation.
The attachment requires offerors, including all subcontractors, consultants, and teaming partners, to disclose any actual or potential conflicts of interest that could create an unfair competitive advantage or impair objectivity in performing the required work. Specific examples cited include concurrent performance on 504 loan compliance reviews or other financial consulting roles for the Small Business Administration (SBA). Offerors must address potential OCI concerns in accordance with FAR Subpart 9.5 and, if a real or apparent conflict is identified, must submit an appropriate OCI Avoidance or Mitigation Plan with their proposal. The OCI submission will not count toward any page limitations and will not be part of the overall technical evaluation score. The Contracting Officer will review the OCI submission separately to determine whether the award would be consistent with FAR requirements and whether the offeror is eligible for award if no OCI exists or if the mitigation plan adequately protects government interests.
Each offeror must submit a signed certification statement selecting one of two options: either certifying that no real or perceived OCI will result from an award, or acknowledging that a real or apparent OCI may exist and attaching an appropriate mitigation plan. The certification requires the signature, printed name, title, and date of an authorized company representative.

Attachment F – ORGANIZATIONAL CONFLICT OF INTEREST (OCI)
1. OCI Disclosure and Mitigation
In order to prevent conflicting roles that might create an unfair competitive advantage or impair an Offeror’s objectivity in performing the required work (e.g., concurrent performance on 504 loan compliance reviews or other financial consulting roles for SBA), Offerors shall disclose information concerning any actual or potential conflict of interest relating to this requirement.
Offerors (inclusive of any subcontractors, consultants, or teaming partners) shall address potential OCI concerns in accordance with FAR Subpart 9.5. If a real or apparent OCI is identified, the Offeror shall include an appropriate OCI Avoidance or Mitigation Plan with their submission.
2. Evaluation of OCI Submission
Any response to this OCI requirement will not be counted toward any page limitations and will not be part of the overall technical evaluation score. The Contracting Officer will review the OCI submission separately to determine whether award would be consistent with FAR requirements. If the Contracting Officer determines that no OCI exists, or that the Mitigation Plan adequately protects the interests of the Government, the Offeror will be determined eligible for award.
3. OCI Certification Statement
Each Offeror must submit the following signed certification as part of their proposal package:
**The Offeror hereby certifies to the best of its knowledge its OCI status below:**
(1) No real or perceived OCI, as defined in FAR 2.1 and discussed in FAR 9.5, will result from an award of this task order.
(2) A real or apparent OCI may exist as a result of an award; therefore, an appropriate OCI Avoidance or Mitigation Plan is attached.
