About this file

This is Amendment 0004 to Solicitation 47QACA26R0274 for a stand-alone, single-award Blanket Purchase Agreement (BPA) for Loan File Review for Risk Oversight Support Services issued by the General Services Administration (GSA) on behalf of the Small Business Administration (SBA). The amendment was effective June 22, 2026, with a proposal due date of June 26, 2026, at 10:00 AM Eastern Time. The amendment includes responses to four previously unanswered Request for Information (RFI) questions and adds a new section (C.2.10) establishing BPA ordering procedures. Key clarifications confirm this is a stand-alone BPA not procured under a GSA Multiple Award Schedule, with the 541990 NAICS Code used solely for size determination purposes. The Data Rights section was revised to comply with FAR 52.227-14, and the Government declined to reduce the five-year recent experience requirement for loan review staff or extend the proposal due date.

The BPA ordering procedures establish a four-step process: Step 1 requires the SBA program office to provide minimum order information including service descriptions, deliverables, IGE with labor categories and travel, place of performance, and period of performance. Step 2 involves the Contracting Officer submitting a Request for Quote to the contractor via email. Step 3 requires the contractor to provide a quote within five business days (or three for express requirements) including technical approach, proposed labor categories and level of effort, and total price. Step 4 involves the program office reviewing technical acceptability and the Contracting Officer conducting cost/price analysis prior to issuing orders on GSA Form 300 or SF 1449. Basic services are awarded yearly on a BPA Task Order basis, while unit-priced orders such as file reviews are issued on a not-to-exceed basis with bi-lateral modifications to adjust required units as needed. Above Standard Services are ordered on an as-needed basis via separate task orders, and all orders are subject to the base BPA terms and conditions.

Amendment 0004Solicitation 47QACA26R0274 - Loan File Review for Risk Oversight Support Services

Amendment 0004 is being issued to include RFI questions that were not answered in Amendment 0003, it also provides a new section of the RFP C.2.10 BPA Ordering Procedures, attached below. A revised RFP with the new section is not being issued at this time. The due date for proposals remains the same at June 26, 2026 at 10:00 AM Eastern Time.

All other terms and conditions remain unchanged.

117. Question:Will the Government confirm that this procurement is for a stand-alone, single award BPA that is not being procured under an offeror’s GSA Multiple Award Schedule (MAS) and, accordingly, the 541990 NAICS Code is being used solely for size determination purposes?

Answer: This is a stand-alone BPA that is not being procured under a schedule contract.

118. Question:Will the Government clarify the ordering procedures for awarding orders under the BPA since there are no ordering procedures included in the RFP?

Answer: Ordering Procedures have been added in Amendment 0004.

119. Question:Will the Government consider extending the Proposal Due Date two weeks to June 18, 2026, to allow offerors more time to review the Q&A provided by the Government and prepare their RFP response packages?

Answer: The due date for proposals remains unchanged at June 26, 2026.

120. Question:Section 2.5 Data Rights states that all deliverables, source code, and work product produced under the BPA must be provided to the Government with Unlimited Rights. Such a distribution of rights would be contrary to FAR 52.227-14 and may discourage offerors from utilizing proprietary solutions that were independently developed by the offeror or third parties. As such, will the Government revise this Section to clarify that the Government will be provided Unlimited Rights as provided for and subject to FAR 52.227-14?

Answer: The section has been revised in Amendment 0004, Data Rights will be in accordance with FAR 52.227-14.

121. Question:Will the Government consider reducing the 5-year recent experience requirement for all loan review staff? Doing so would give offerors the ability to staff the project with more or less experienced staff, as needed, and provide greater price flexibility for the Government.

● Solicitation Section:4.3 File Review Staff Qualifications

● Page:11

Answer: No.

122. Question:Per Section B.4, CLIN 0012 (Pages 28–29), the fixed daily rate for

On-Site Review Support must include all labor, travel, and related costs. Per Section 18 (Page 23), on-site work may be required at SBA Lender locations, SBA HQ in Washington, D.C., or SBA field offices, but is described as rare and typically limited to five business days. Will the Government provide additional detail on the anticipated geographic distribution of SBA Lenders likely to require on-site review support? For example, are reviews predominantly concentrated in specific regions or states so that offerors can develop more accurate all-inclusive daily rates for CLIN 0012?

● Solicitation Section:18 “Place of Performance”

● Page:23

Answer: The location will be based on where the Lender is located, which could be any of the 50 states.

C.2.10 BPA Ordering Procedures

All orders will be priced in accordance with the pricing submitted on Attachment 1: Offer for Standard Services/Section B Pricing Sheet. Basic services are intended to be awarded on a yearly basis, via BPA Task Order on a GSA 300 or GSA 1449. Orders for unit prices such as file reviews will be issued on a not to exceed basis. At any period during the order’s period of performance the Contracting Officer may issue a bi-lateral modification to adjust the required units as needed. Regular reporting will be required for NTE items to ensure that the allotted funds are not exceeded. Above Standard Services will be ordered on an as needed basis via separate task orders.

All BPA task orders placed against this BPA are subject to the terms and conditions of the BPA and any stated at the BPA Task Order level and respective modifications. In the event of a conflict between an order and this base contract, the base contract must take precedence.

The Contracting Officer and other officials with delegated procurement authority are the only government officials authorized to issue orders on this BPA. The procedures in this clause must be used for solicitation, and award of individual task orders hereunder.

• Description of the required services

• List of deliverables and due dates

• IGE to include anticipated labor categories, level of effort, and travel expenses.

• Place of performance and/or related travel requirements

• Order period of performance

STEP 3

The Contractor must provide a quote via email to the CO within 5 business days (or 3 business days for express requirements) from receipt of request unless specified otherwise in the order

RFQ.

Each quote must include, at a minimum, the following:

• A technical response detailing the contractor’s approach to the order requirements

• Proposed labor categories and level of effort

• Total proposed price

If additional information is required, it will be detailed in the applicable quote request.

The Contractor is not authorized to commence performance prior to issuance of the call order without the CO’s written permission.
