About this file

This document is Amendment 0003 to Solicitation 47QACA26R0274 for Loan File Review for Risk Oversight Support Services, issued by the U.S. Small Business Administration (SBA) on June 17, 2026. The amendment extends the proposal due date to June 26, 2026 at 10:00 AM Eastern Time, updates the Quality Assurance Surveillance Plan (QASP), incorporates the Organizational Conflict of Interest Form (Attachment 4), clarifies a 10-business-day review period for deliverables, and adds FAR 52.248-1 Value Engineering to applicable clauses. Key amendments include correcting CLIN 0002 to reference PWS Section 5.1.2(i) for 504 Origination reviews, adjusting the QASP to require 95% (not 5%) of final reports meet the 5-business-day requirement, and establishing file size limits of 50MB for proposal submissions (with optional split submissions if larger).

This is a total small-business set-aside Blanket Purchase Agreement (BPA) for performance-based loan file review services supporting the SBA's 7(a) and 504 loan programs. The contract covers origination, servicing, liquidation, and partial file reviews; special-scope/forensic reviews; ad hoc analytics; system configuration/customization; on-site support; and transition services. Estimated base-year volumes total approximately 2,000 standard file reviews across multiple contract line items (CLINs), priced on a firm-fixed per-file or per-month basis. The contractor must establish a web-based virtual data warehouse, customer relationship management (CRM) system, and management work station (MWS) supporting 50–75 SBA users, with 24-hour accessibility and 99% availability during business hours. Award is anticipated for approximately the end of July 2026, with the base period and multiple option years. The solicitation emphasizes independent and objective risk oversight, includes requirements for Section 508 accessibility compliance, Spanish-language file review capability, and compliance with federal security and contracting regulations, including limitations on subcontracting and organizational conflict of interest mitigation strategies.

1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: This is a new requirement; however, there were similar services that were procured for the 7(a) and 504 programs:

The 7(a) information is: 73351020A0006 Deval LLC The 504 information is: 73351019D0013 Kingstonville-Mercadien JV, LLC

2. Are you accepting capability statements or willing to conduct capability briefings with interested firms?

Answer: Please submit only what is requested in the RFP. We will not hold capability briefings with offerors on this solicitation. Negotiations/discussions may take place after the receipt of proposals, but at this time the government intends to award without discussions/negotiations.

3. Can a CPARS be substitute for agency POC who is no longer employed due to retirement/resignation in 2025?

Answer: Yes, per M.1.3 Past Performance: “the Contracting Officer may identify and analyze the relevant past performance of the offeror on any other contract or BPA on which they have performed within the past five years from the RFP closing date of which the Contracting Officer has knowledge or obtains knowledge, including but not limited to projects listed in the Contractors Performance Assessment Reporting System (CPARS).”

Please ensure you still provide the relevant contract information on the reference form.

4. Can due date be extended to June 8, 2026?

Answer: Amendment 0003 has extended the due date for proposals to 10:00 AM Eastern Time June 26, 2026.

5. Would SBA expect the selected contractor to deliver all capabilities directly, or is there openness to incorporating specialized technology providers as part of a broader solution (e.g., via subcontracting or integration)?

Answer: This is a performance-based acquisition, as such the means and methods to achieving the final result is up to each contractor as long as the requirements in the solicitation are met.

6. Would the Government consider extending the proposal deadline to at least five business days following the publication of answers to offeror questions?

Answer: Reference response from question 4

7. Regarding disclosure requirements for Organizational Conflicts of Interest, are there any specific instructions on the format, level of detail, and proposal location for this response?

Answer: See Attachment 4 Organizational Conflict of Interest form for additional details.

8. Given the small business prime must be responsible for the full execution of the contract and compliance with contract terms, is it correct to assume that the small business prime cannot have any potential or actual organizational conflicts of interest related to core deliverables?

Answer: See SBA209-70 Organizational Conflict of Interest (OCT 2022). OCI concerns will be addressed on a case-by-case basis.

9. Is the Project Manager the only key personnel resume required? (Solicitation, PWS 23, Page 24) Answer: Yes

10. Are the Table of Contents and Cover Letter outside the 30 page limit for the Technical Volume? (Solicitation, L.1.3 Submission of Proposal Package, P 72) Answer: Reference L.1.3 which was updated to read: The entire offer package submission, not including cover letters, table of contents, charts, resumes, letters of commitment, past performance and Quality Control Plan (QCP), Charts, tables, graphics, and figures, may use 9pt font however it must be legible and shall not exceed 30 pages.

11. Is the Quality Control Plan outside the 30 page limit for the Technical Volume?

(Solicitation, L.1.3 Submission of Proposal Package, P 72) Answer: The QCP is excluded from the 30 page limit: Reference Question 10

12. Are the Past Performance references to be attached as an Exhibit to the Technical Volume (and outside the 30 page limit), or does the Government prefer that the Past Performance spreadsheet be submitted as a separate document (and not an Exhibit to the Technical Volume). (Solicitation, L.1.3 Submission of Proposal Package, P 72) Answer: This is up to the discretion of the offeror, as long as the required information is submitted the Government has no preference.

13. May the file size limit for the Proposal submission be increased from 5MB to 10MB?

(Solicitation, L.1.3 Submission of Proposal Package, P 72) Answer: Correction, the size limit is 50MB, however please note that the size limit takes into account the size of the submission email. I.E. If your attachments are 50MB it is likely the email will put you over our server’s size limits. If for some reason your attachments are larger than 50 MB, please submit your response in two separate emails.

The subject lines of the emails should Clearly identify the solicitation number, firm name, and the sequence and number of emails. I.E. “47QACA26R0274, FirmCorp Proposal, Email 1 of 2”

14. The solicitation indicates that Past Performance references will also serve for the Corporate Experience evaluation (Section M.1.3), and that Offerors must submit a minimum of three (3) references (Attachment 3). However, during the pre-proposal conference, the Government stated that the same examples may not be used for both Corporate Experience and Past Performance. Does the Government require that the projects used to demonstrate Corporate Experience be completely different from those projects used for Past Performance, or may the same projects be referenced if evaluated from different perspectives (capability vs. performance outcomes)?

Answer: The references and projects on Attachment 3 will be used for both Corporate Experience and Past Performance. However, when filling out Attachment 3 please note that “Offerors cannot use the same reference (i.e., same project and same contact person) more than once.”

15. May Offerors propose a file review team that includes a mix of staff who meet the five (5) year 7(a)/504 experience requirement and additional staff with relevant lending, underwriting, or audit experience? (Solicitation 4.3 File Review Staff Qualifications, P11).

Answer: This is a contractor’s decision

16. Are the technology costs pass-through/fixed cost to SBA, or are technology costs to be incurred and paid by the Contractor (from unit revenue)?

Answer: This is a firm-fixed price contract, as such all costs must be accounted for in the proposed prices for each service requested on the Pricing Sheet.

17. Reference Section C.1.5. - In order to ensure all prospective offerors have all available information, will the Government publish the attendees list to the Pre-Proposal Conference to ensure fair access to information, and so that attendees do not have an unfair advantage in knowing the potential bidders?

Answer: The agenda, which will contain the list of attendees will be published with the answers to questions received.

18. Reference Section C.1.6 - Since it is known that Large Businesses can leverage resources quickly and respond to proposals with templates and canned technical descriptions, will the Government please extend the proposal due date to June 12, 2026, at 4:30 PM EST, so that small businesses have enough time to develop and submit a competitive proposal?

Answer: This is a total small-business set aside, as such other than small AKA large businesses can only participate as subcontractors to a Small Business. Please reference question 4 above regarding your request for an extension.

19. Reference Topic "Subcontracting" - Will the Government consider a total small business subcontracting team as an advantageous factor for the Government's best value determination, instead of a team composed of a small business prime and Large Business subcontractor?

Answer: No

20. Reference Topic - Value Engineering - Will the Government evaluate value-engineering proposals and innovative solutions as advantageous for the Government in the areas of data warehousing, knowledge management, and advanced analytics to support the loan file risk review support services?

Answer: The Contracting Officer has determined that a mandatory value engineering program is not required for this acquisition. However, an incentive is being provided through the inclusion of clause 52.248-1 Value Engineering.

As such, Value Engineering Change Proposals (VECPs) will be considered from the awardee after contract award as part of this incentive. VECPs will not be evaluated as a pre-award factor, as this requirement does not involve a mandatory value engineering program.

21. Please clarify whether there are any intended minimum or initial task orders planned under this BPA. The solicitation requires offerors to price loan reviews, but it does not provide the expected duration or number of reviews per task order. This makes it more difficult for non-incumbent offerors to accurately price management, staffing, and other overhead required to support performance. Please clarify the expected workload by task order, as this would enable more efficient pricing and support broader competition.

Answer: There is no required minimum, however the estimated quantities in the pricing sheet will be awarded as a not to exceed amount. Adjustments may be made via modification after award.

22. To encourage maximum small business participation, will the Government consider a two-week extension following the release of answers to offeror questions?

23. Will the Government conduct an independent OCI [Organizational Conflict of Interest] review at the Contracting Officer level prior to BPA award, in addition to any technical evaluation performed by SBA program personnel?

Answer: Reference response from question 8

24. How will the Government evaluate impaired objectivity where an offeror, affiliate, or subcontractor has ongoing advisory, operational, legal, or representative relationships with SBA lenders or CDCs that may be subject to review or oversight under this BPA?

25. Will the Government require prime offerors to disclose all actual and potential OCI issues involving affiliates, subcontractors, and key personnel at the time of proposal submission?

26. If the Government identifies a material OCI involving a prime, affiliate, or subcontractor, will the offer be rejected as submitted, or will restructuring and/or mitigation be permitted prior to award?

27. How will the Government address a situation that compromises the ability to provide independent and objective oversight, such as when an offeror and/or its subcontractor(s) currently perform work under SBA 7(a) or 504 contracts that involve direct interaction with lenders or CDCs that will be reviewed under this requirement?

28. How will the Government address a situation that compromises the ability to provide independent and objective oversight in either of the following scenarios:

a. when an offeror and/or its subcontractor(s) are being paid by lenders or CDCs, or vice versa, such as in connection with Central Servicing Agent and/or Fiscal Transfer Agent functions; or

b. when legal or advisory providers for lenders or CDCs are being paid by those same lenders or CDCs that they would then be responsible for reviewing under this contract?

Best practice is for the Government to prohibit a contractor from performing both the transaction payments/operations for the Lenders/CDCs on behalf of SBA and then also performing the Lender / CDC oversight responsibilities. (Note FAR Subpart 9.5 recognizes that OCI risk may be imputed to the entire contractor team where subcontractors perform substantial technical or evaluative functions)

29. Can the Government confirm whether there is an incumbent contractor or predecessor vehicle currently performing these services? If so, please provide the incumbent contractor name, predecessor contract number, and current period of performance.

Answer: Reference response from question 1

30. Will the successful contractor be expected to migrate any historical review data, Work Papers, dashboards, or lender communications from an existing platform or repository during transition-in? If so, can the Government provide the approximate volume and format of that data?

Answer: No

31. Can the Government clarify how task orders are expected to be structured in practice, for example, by lender, by review type, by cohort, or by another approach?

Answer: The pricing sheet contains the anticipated breakdown of requests. A not to exceed award will be made for the Standard Services. The review will be broken down by the descriptions in each CLIN. I.E. A Review per CLIN 0001 would constitute an origination loan file review for the 7(a) program. Orders may be structured by lender, by review type, by cohort, by special assignment, or by another operational approach determined by the Government. Specific ordering structures will be based on Agency needs at the time of issuance.

32. Are the estimated base-year quantities in Section B intended to reflect expected annual workload, or are they provided solely for pricing and evaluation purposes?

Answer: They are the expected annual workload, and are being used for pricing and evaluation purposes. The estimated quantities are provided for pricing and planning purposes and do not constitute a guarantee. They are intended to represent anticipated annual workload for evaluation purposes.

33. Can the Government provide estimated quantities for the option periods comparable to those provided for the base period, or should offerors assume the same annual volumes for pricing purposes?

Answer: The different tabs on the pricing sheet show the estimated quantities for the option periods.

34. For the 25-business-day draft report requirement, does the performance clock begin only after the Government and contractor agree that a file is complete, or does it begin upon initial lender submission regardless of completeness?

Answer: The performance clock begins upon receipt of a complete loan file. For purposes of proposal preparation, offerors should assume that completeness is established when the required documents for the applicable scope have been received and validated for review.

35. For CLIN 0009, Special-Scope / Forensic Loan File Review, can the Government provide representative examples of the types of assignments anticipated under this

CLIN?

Answer: Representative examples include targeted forensic reviews, fraud/waste/abuse-related examinations, special-scope lender file reviews, or other non-routine review assignments requiring a narrower or more specialized scope than standard file review work. The precise scope will be defined at the order level.

36. For CLIN 0010, Ad Hoc Analytics and Ancillary Reports, can the Government provide representative examples of the anticipated scope, format, and complexity of those reports?

Answer: Representative examples include lender-specific trend analysis, cohort analysis, issue-specific analytical memoranda, briefing materials, and other non-routine reports beyond the standard weekly and monthly reports required by the PWS. Specific requirements will be defined at the order level.

37. For CLIN 0011, System Configuration / Customization Package, can the Government provide examples of the types of configuration or customization work anticipated beyond baseline implementation?

Answer: Representative examples include substantial workflow modifications, new dashboard packages, custom lender communication templates, added data fields, or other discrete enhancements beyond baseline system setup and operations. Specific customization requirements will be defined at the order level.

38. Can the Government clarify the anticipated risk designation for contractor personnel under the SBA background investigation process?

Answer: Contractor personnel requiring access to SBA facilities, systems, or sensitive information will be subject to the background investigation and credentialing requirements set forth in SBA204-71. Offerors should plan for Low Risk and/or Moderate Risk processing as appropriate to the duties assigned.

39. Please reconcile the deliverable review/acceptance period. Section C.2.7 states the Government will have 10 business days to review deliverables, while Section E.1.1 states the Government will have 5 business days to review and provide comments on all deliverables. Which review period governs for draft reports, final reports, status reports, transition deliverables, and other deliverables?

Answer: Changing to 10 days

40. Please confirm the correct attachment numbering for the QASP. Section G.2.1 refers to the QASP as Attachment 3, while Sections C.2.1 and J.4 identify the QASP as Attachment 2 and the Past Performance and Corporate Experience Reference Form as Attachment 3.

Answer:

● Attachment 1: Offer For Standard Services/Section B Pricing Sheet

● Attachment 2: Quality Assurance Surveillance Plan (QASP)

● Attachment 3: Past Performance and Corporate Experience Reference Form

41. The QASP states that 5% of final reports must meet the 5-business-day requirement per quarter. Should this AQL be 95%, consistent with the draft report AQL and the apparent intent of the performance standard?

Answer: This has been corrected to read 95%

42. Please clarify report due dates. PWS Section 8.1 requires draft reports within 25 business days after receipt of the complete loan file, while PWS Section 8.2 states Increased Supervision loan-by-loan reviews are due within 30 days of receipt of a complete loan file. Is the 30-day requirement calendar days or business days, and does it supersede the 25-business-day standard for Increased Supervision reviews?

Answer: Business days. For Increased Supervision loan-by-loan reviews under PWS Section 8.2, offerors should assume the 30-day requirement applies to that special review type. For standard compliance reviews under PWS Section 8.1, the 25-business-day requirement applies.

43. PWS Section 5.1.1 states there will be a base price plus additional charges for circumstances such as delegated authority, collateral requirements, agent involvement, debt refinance, franchise, special transaction structure, CAPLines, Export Trade Finance, MARC, and pilot programs. Where should offerors price these adders in the pricing sheet, and how will these adders be evaluated in Total Evaluated Price?

Answer: Offerors should include the expected mix of those circumstances in the single all-inclusive per-file unit prices provided in the pricing sheet for the applicable CLINs.

Separate add-on pricing is not requested for evaluation.

44. RFP Sec. C.2.7, p. 8; Sec. E.1.1, p. 31.

Answer: Reference response from question 39.

45. RFP Sec. G.2.1, p. 33; Sec. C.2.1, p. 7; Sec. J.4, p. 69.

Answer: Attachment 1 or 2

46. QASP Performance Standards table, p. 2 The QASP states that 5% of final reports must meet the 5-business-day requirement per quarter. Should this AQL be 95%, consistent with the draft report AQL and the apparent intent of the performance standard?

Answer: Reference response from question 41

47. PWS Sec. 8.1-8.2, pp. 15-16; Sec. 15, p. 21.

Answer: Reference response from question 42

48. PWS Sec. 5.1.1, p. 11; Sec. B CLINs, pp. 26-29; Attachment 1 Pricing Sheet.

Answer: Reference response from question 43

49. Sec. B, CLIN 0002, p. 26; PWS Sec. 5.1.2, pp. 11-12. CLIN 0002 is titled 504 Origination Loan File Review, but its description references PWS Section 5.1.2(ii), which appears to be the Servicing scope rather than Origination. Should CLIN 0002 instead reference PWS Section 5.1.2(i)?

Answer: Yes, corrected.

50. Sec. B.5, p. 29; Sec. B, CLIN 0014, p. 29. Section B.5 states option-period CLINs will repeat as CLINs 1001-1013, 2001-2013, etc., but the base period includes CLIN 0014 Transition-Out. Should each option period include a transition-out CLIN, and should the option-period numbering run through 1014, 2014, etc.?

Answer: There will only be one transition in and one transition out. Reference page 29, CLIN 0013 and 0014 states One-Time.

51. PWS Sec. 5.1.2, pp. 11-12; Sec. 8.1, p. 16. The PWS provides estimated volumes and states that OCRM typically assigns between 1 and 30 loans per SBA Lender at weekly meetings while reserving the right to assign more than 30. Can the Government provide historical monthly volumes, number of concurrent lender reviews, average files per lender, and expected surge volumes for pricing and staffing purposes?

Answer: The Government is not providing additional historical volume data at this time.

Offerors should rely on the estimated quantities in the solicitation and propose a scalable staffing approach capable of accommodating fluctuations in workload.

52. PWS Sec. 8.1, pp. 15-16; Sec. 15, p. 21. Please define “receipt of complete loan file.”

Does the 25-business-day clock begin when the lender uploads all requested documents, when the contractor completes inventory validation, or when the COR confirms completeness? Does the clock pause for missing documents, lender non-responsiveness, SBA data-access issues, or COR-directed scope changes?

Answer: For proposal purposes, “receipt of complete loan file” means the point at which the required documentation for the applicable review scope has been provided and is sufficient for the contractor to begin substantive review. Order-level procedures may further define the validation process.

53. PWS Sec. 5.1.3, pp. 12-13; Sec. 9.2, p. 17; Sec. 15.2, p. 22. Please clarify the lender response process for preliminary exceptions. How many business days will lenders have to respond to preliminary exceptions, and does that response period affect the due date for draft reports or final reports?

Answer: The timing and mechanics of lender responses to preliminary exceptions may be further defined at the order level. Offerors should assume they will work with lenders to confirm or resolve concerns consistent with PWS Section 5.1.3 and under COR direction.

54. PWS Sec. 10.4, p. 18; QASP system availability metric, p. 3. PWS Section 10.4 requires the virtual data warehouse to be accessible to authorized SBA users 24 hours a day, while the QASP measures 99% availability during SBA business hours. Should offerors design and price the solution for 24/7 availability, business-hours availability, or both?

Answer: Offerors should design and price the platform to be accessible 24 hours a day, consistent with PWS Section 10.4, while recognizing that the QASP availability metric is measured during SBA business hours.

55. PWS Sec. 10.6, p. 18; Sec. 11, pp. 18-19. PWS Section 10.6 requires access for 50-75 SBA users. Please provide the estimated number of SBA Lender users, contractor users, and concurrent users that must be supported, and confirm whether lender-user licensing costs should be included in CLIN 0008.

Answer: The 50–75 user estimate in the PWS applies to SBA users. Offerors should propose a solution that can also support contractor and lender users as necessary to meet the requirements, and should include associated licensing and operational costs in CLIN 0008 pricing.

56. PWS Sec. 10.2, pp. 17-18; Sec. 11, pp. 18-19; Sec. 24, p. 25; Sec. M.1.2, pp. 92-94.

Please identify the required security authorization baseline for the virtual data warehouse, CRM, MWS, and DMS. Is FedRAMP authorization required? If so, at what impact level? Is an SBA Authority to Operate (ATO) required before production use, and what security artifacts must be submitted with the proposal versus post-award?

Answer: Offerors must comply with applicable federal information security requirements and SBA policies identified in the solicitation. The technical proposal should describe the offeror’s security approach, current authorization posture, and path to any required security approvals necessary for production use.

57. Sec. H.1.1, p. 35; SBA204-71, pp. 40-42. Section H.1.1 states personnel clearances are reserved, while SBA204-71 discusses PIV credentials and background investigations with risk level options. Please confirm the required position risk designation, background investigation level, and whether contractor personnel may begin work before PIV/background investigation completion.

Answer: H.1.1 has been updated to reference SBA204-71 and related security procedures. Contractor personnel may not access SBA facilities, systems, or sensitive information until authorized in accordance with SBA security requirements.

58. Sec. C.2.5, pp. 7-8; PWS Sec. 6.6-6.7, pp. 14-15; Sec. 10-11, pp. 17-19 The RFP states the Government will have Unlimited Rights to deliverables, source code, and work products, while the PWS prefers an existing COTS virtual data warehouse, CRM, and MWS solution. Please clarify whether Unlimited Rights applies only to Government data, deliverables, configurations, reports, and customizations, and not to pre-existing COTS platform source code or contractor proprietary IP.

Answer: Offerors should assume Unlimited Rights applies to deliverables, source code developed under the BPA, and work products produced under the BPA. Pre-existing contractor intellectual property must be identified and marked in writing prior to incorporation, consistent with Section C.2.5.2.

59. PWS Sec. 4.4, p. 11 The PWS requires the ability to review loan files that include information in Spanish. Please provide the estimated percentage or volume of files expected to contain Spanish-language content and clarify whether certified translation, bilingual review staff, or machine translation is acceptable.

Answer: The Government does not provide a specific estimated percentage at this time.

Offerors must demonstrate the ability to review files containing Spanish-language content, consistent with PWS Section 4.4. The contractor remains responsible for the accuracy and adequacy of any translation approach used.

60. PWS Sec. 10.5, p. 18; Sec. 12.1-12.3, pp. 19-20; QASP Work Papers metric, p. 3 Please confirm the required Work Paper retention period after BPA/order expiration and whether SBA requires continued system access, exported files only, or both. Please also identify required export formats, metadata, audit logs, folder structures, and chain-of-custody requirements.

Answer: The contractor must ensure SBA has access to all Work Papers after BPA expiration and must transfer SBA-owned data in a usable electronic format within 60 calendar days of BPA or order expiration or termination, consistent with PWS Sections 10.3, 10.5, and 21. Additional retention or access details may be addressed at the order level.

61. PWS Sec. 19, p. 23 The Government will provide access to SBA data warehouses and relevant loan program data after award. Please identify the specific SBA systems/data warehouses, access methods, data formats, and expected timeline for provisioning access.

Answer: Access to SBA data warehouses and relevant data will be provided after award, as stated in PWS Section 19. Specific systems, methods of access, and timelines will be addressed post-award as appropriate for performance.

62. PWS Sec. 5.1.3, pp. 12-13; Sec. 9.3, p. 17 The contractor is responsible for communications with SBA Lenders using approved templates. Please clarify whether communications must be sent from a Government email address, contractor email address, or system-generated address, and what escalation process applies when lenders are nonresponsive.

Answer: The contractor will be responsible for transmitting approved communications in a manner acceptable to the Government and consistent with the approved process established by the COR. Escalation procedures for nonresponsive lenders will be addressed during performance.

63. PWS Sec. 15.1-15.2, p. 22 Please provide the required templates, data dictionary, and reporting format for weekly, monthly, and daily status reports, or confirm that offerors should propose their own templates.

Answer: Offerors should propose their own templates and reporting approach consistent with the content requirements identified in the PWS. Final report formats may be refined after award in coordination with the COR.

64. PWS Sec. 15.2, p. 22; Sec. B, CLIN 0010, p. 28 Daily status reports may be requested for high-risk lenders, while CLIN 0010 covers ad hoc analytics and ancillary reports. Are daily status reports included in the base file-review CLINs/CLIN 0008, or should they be priced under CLIN 0010 when requested?

Answer: Daily status reports requested under PWS Section 15.2 are part of the core performance requirements and should be included in the applicable base pricing. CLIN 0010 is intended for additional ad hoc analytics and ancillary reporting beyond standard recurring reports.

65. Sec. B, CLIN 0010, p. 28 Please define what constitutes an “ad hoc analytics and ancillary report” versus a standard monthly report or dashboard. Can the Government provide examples of expected ad hoc reports, complexity levels, and typical turnaround times?

Answer: Ad hoc analytics and ancillary reports are non-routine products requested by the Government beyond the standard weekly, monthly, and daily reporting requirements in the PWS. Examples may include special studies, tailored analyses, executive briefings, or issue-specific reporting.

66. Sec. B, CLIN 0008, p. 27; CLIN 0011, p. 28; PWS Sec. 6.7, p. 15; Sec. 10-11, pp. 17-19 Please define what configuration/customization work is included in the baseline CLIN 0008 monthly platform price versus separately orderable under CLIN 0011. For example, are workflow changes, new fields, dashboard changes, lender templates, user roles, and report automation included in baseline operations?

Answer: CLIN 0008 should include baseline platform capability, routine operations, and standard configuration necessary to meet the solicitation requirements. CLIN 0011 is for discrete, ordered configuration or customization efforts beyond that baseline capability.

67. Sec. B, CLIN 0012, pp. 28-29; PWS Sec. 18, p. 23; Sec. 22, p. 24 CLIN 0012 requires a fixed daily rate for on-site support inclusive of labor, travel, and related costs, but site locations are not known. Please provide assumptions for pricing on-site support, including expected locations, number of travelers, duration, travel distance, and whether OCONUS travel is possible.

Answer: Offerors should price CLIN 0012 as an all-inclusive firm-fixed-price per on-site day that includes labor, travel, and related costs, consistent with Section B and PWS Section 22. On-site support is expected to be infrequent and within the United States unless otherwise specified. Historically, there have been almost no circumstances where a contractor was required to travel.

68. Sec. J.1, p. 68; FAR 52.222-49, p. 59. Because place of performance is unknown and offerors must provide an SCLS labor-category crosswalk, please clarify which place(s) of performance should be used for wage determination purposes when work is performed remotely across multiple states.

Answer: The area where the bulk amount of the work is performed should be used. We anticipate most work will be performed at the contractor’s designated location.

69. Sec. L.1.3, p. 72. The RFP states the proposal package must be two separate files and that email attachment size is limited to 5MB. Is the 5MB limit per file or total email size?

Are multiple emails, compressed files, or file-transfer links permitted if the proposal exceeds 5MB?

Answer: Please reference response from question 13.

70. Sec. L.1.3, pp. 72-73 Please confirm whether the 30-page limit applies to the Quality Control Plan, technical/security plan, data warehouse screenshots, compliance matrix, and transition plan, or whether any of those items may be submitted as attachments excluded from the page count.

Answer: Please reference response from question 10.

71. Sec. M.1.2, pp. 92-94; Sec. L.1.3, pp. 72-73. Section M weights Technical Understanding/Approach at 40%, Corporate Experience at 30%, Staffing/Key Personnel at 20%, and Systems/Security at 10%. Should offerors structure Volume 1 in the same order as these Section M subfactors, and may offerors include a compliance matrix?

Answer: Offerors are allowed to structure their response in the way they believe best answers the requirements of the RFP.

72. Sec. M.1.3, pp. 95-96; Attachment 3. Past performance references also serve as corporate experience references. If a single contract includes multiple relevant task orders or workstreams, may the offeror use that one contract to demonstrate multiple aspects of corporate experience, provided it is submitted only once as a reference?

Answer: We would like to clarify that multiple orders under a single contract (BPA, IDIQ, IDV etc.) will count as one reference. There is no issue if the reference is used to cover multiple aspects of the Corporate Experience factor. However please note that a minimum of 3 references is still required. For example, listing three task orders from the same parent contract will only count as one reference, and two additional contracts/references are needed.

73. Sec. M.1.3, pp. 95-96; Sec. L.1.1, p. 71. For teaming arrangements or joint ventures, Section M indicates each firm will be evaluated and the composite score will be averaged. Please clarify whether subcontractor past performance/corporate experience will be weighted equally with the prime contractor’s experience or based on each entity’s proposed workshare.

Answer: Teaming Arrangement and Joint Ventures are different from Prime and Subcontractor relationships. A subcontractor’s past performance/corporate experience will be considered when it will be performing major or critical aspects of the requirements in accordance with FAR 15.202(c)(3)(iii).

74. Sec. H.3, p. 35. Please confirm whether a VPAT/Accessibility Conformance Report is required with the proposal or only after award, and identify the applicable VPAT version and WCAG/Section 508 conformance standard.

Answer: Offerors should describe their approach to Section 508 compliance in the technical proposal. Supporting accessibility documentation, such as a VPAT or equivalent Accessibility Conformance Report, may be required during implementation for applicable software or web-based deliverables.

75. PWS Sec. 11, pp. 18-19. The DMS must support “all forms of documents, e.g., all versions of Microsoft Office, that OCRM is willing to accept.” Please identify required file types, maximum file sizes, OCR/search expectations, virus scanning requirements, and whether legacy/password-protected files must be supported.

Answer: The DMS and virtual data warehouse solution must support the document management functions described in PWS Sections 10 and 11, including storage, upload, download, and search capability for the forms of documents OCRM is willing to accept.

Offerors should propose a solution that reflects standard industry practices for secure document handling and searchability.

76. PWS Sec. 13, p. 20; Sec. B, CLIN 0011, p. 28; QASP process updates metric, p. 4 The contractor must update software/tools within 30 calendar days of general SBA Loan Program changes and quarterly for OCRM-specific changes. Please clarify whether changes to SOPs, forms, workflows, templates, scoring logic, and review checklists are included in baseline pricing or separately orderable under CLIN 0011.

Answer: Offerors should include in baseline pricing the routine updates required by PWS Section 13 to maintain compliance with general SBA Loan Program changes and OCRM process updates. CLIN 0011 is intended for discrete customization efforts beyond baseline maintenance and updates.

77. Sec. H.2, p. 35; SBA209-70, pp. 42-43 Please provide examples of actual or potential organizational conflicts of interest for this requirement, including whether prior or current work for SBA Lenders, CDCs, LSPs, or SBA program offices creates an OCI that must be mitigated or may be disqualifying.

78. Sec. C.1.1, p. 5 The RFP states that FAR references are “Revolutionary FAR Overhaul (RFO)” references and that RFO takes precedence in the event of conflict. Please identify the specific RFO clauses/provisions applicable to this solicitation and where offerors should access the controlling RFO text.

Answer: As stated in the RFP all FAR references are RFO references, as such any clause or provision in the RFP are RFO references. The RFO is available here:

https://www.acquisition.gov/far-overhaul

79. Can you indicate who the incumbent is and their contract number?

Answer: Reference response from question 1

80. Can you indicate when you plan to award?

Answer: The time to award will vary based on the number of proposals received in response to the solicitation. An award is expected on our around the end of July.

81. PWS Sec. 19, p. 23. Please describe Warehouse, File Review, CRM, Case Management ,Workflow tools currently being used and will these products be available to the awardee? Also please provide an assessment of the quality and performance of the current technology being used and if SBA has any preferences for the products currently used or to be proposed.

Answer: There are no preferences, contractors are encouraged to propose systems that best meet the requirements of the RFP. An assessment of the quality and performance of the current technology being used is not available as this is proprietary information of the contractor’s performing similar services in the contracts mentioned in question 1.

82. PWS Sec. 19, p.23. Please provide examples of what documents and information is currently being utilized to complete loan file reviews and what is anticipated to be uploaded to the data warehouse?

Answer: This information is not available

83. PWS Sec. 19, p.23. Please clarify requirements for the transition/migration of existing active loan files and documents, CRM information, etc. to the awardee’s proposed systems. Also what will be required to support transition out?

Answer: The contractor should anticipate cooperating with SBA regarding transition-in and transition-out of SBA-owned data and work products, as described in PWS Section

21. Specific migration requirements will be addressed during transition planning.

84. Sec. B, CLIN 0010, p. 28. Please describe the types of data analytics and analysis used today to establish the sampling parameters and is SBA interested in additional, new approaches to utilize data analytics in the process?

Answer: OCRM will provide the data and parameters used for sampling recommendations, consistent with PWS Section 5.1.3. Offerors are encouraged to describe efficient and effective approaches within their technical proposals, consistent with the performance-based nature of the requirement.

85. Sec 5.1.3.1 P 12. Please describe the types and basis of the data and parameters used today for the selection of loan samples to be selected for loan file reviews.

Answer: The Government will provide the data and parameters relevant to sampling at the task-order level or during performance. The solicitation does not prescribe a single public sampling model beyond the PWS requirement that OCRM will provide the governing data and parameters.

86. CLINs 0009–0014 (Special-Scope/Forensic Loan File Review, Ad Hoc Analytics and Ancillary Reports, System Configuration/Customization, On-Site Review Support, Transition-In, and Transition-Out) each show an estimated quantity of 1 for the Base Period and Option Years. Will the Government provide historical usage or expected annual frequency for these CLINs, including the typical number of special-scope/forensic reviews, ad hoc reports, configuration/customization packages, on-site support days, and transition activities ordered per year, so offerors can develop realistic unit pricing?

Answer: Firms should price this on an individual basis and not rely on an estimated quantity for the Above Standard Service.

87. Section L.1.3(a)(i) identifies six required elements for the Technical Proposal. Items 3 and 5 appear to overlap, as both address the offeror’s understanding of loan file…
