About this file
This is an RFQ Response Tracker documenting questions and answers submitted by offerors in response to RFQ 47QACA26Q0428 for National Guard Bureau Weapons of Mass Destruction training services. The tracker contains 14 questions with responses addressing clarifications on personnel clearance requirements, subcontractor licensing, submission methods, period of performance, evaluation factors, volume structure and page limits, past performance relevancy criteria, GSA Schedule requirements, CLIN structure, and course content specifications.
Key clarifications from approved responses include: the period of performance runs from September 28, 2026 through April 30, 2031 with a seven-month base period and four option years (no six-month extension); submissions must be made via email to collette.scott@gsa.gov or timothy.baugh@gsa.gov; this is an open market solicitation not requiring GSA Schedule membership or SIN 611710 coverage; evaluation will be based on Technical and Management Approach (15-page limit), Past Performance (10-page limit), and Price submissions across three volumes, with a Quality Control Plan limited to 20 pages; small business primes must perform a minimum 51% of cost and workshare; all personnel require Top Secret clearance; and the NRC radioactive materials license may be held by a subcontractor with evidence of licensure provided. Several questions remain pending regarding specific courses in the Communications and Computer Architecture requirement and clarifications on the revised PWS content.

| General | The PWS requires a Top Secret facility clearance and Top Secret clearances for the program manager and alternate, while the classified meeting/training location is described at the Secret level. Which personnel or course activities, beyond the program manager and alternate, require Top Secret clearance, and may a current DOE Q clearance satisfy the applicable personnel clearance requirement? | USNG | Pending | Because of the agencies we support, all must have a TS clearance. The NGB will also require TS clearance in certain locations in Arlington Hall and elsewhere. We are also in discussions and establishing new partnerships with agencies that will require TS clearance. A DOE Q will not suffice. |

| For the requirement to have access to, or obtain within three months, a broad-scope NRC radioactive-materials license covering sealed sources (including neutron sources) and contamination, may that access be provided through a subcontractor holding the required license, or must the prime contractor hold the license directly? | The Prime does not need to hold the licence but contactor will need to prove evidence of licence. |

| General | SIN Coverage / CTA Eligibility / Limitations on Subcontracting (Sections 1.2 and 1.6; FAR 52.219-14): Section 1.2 requires a vendor or CTA to collectively cover SIN 611710 on its Schedule contract(s) to be eligible for award. Section 1.6 states CTA participants must abide by the terms of "their respective Federal Supply Schedule contracts," and separately allows subcontractors whose costs are mapped through the Prime contract holder's contract prices. Our firm does not currently hold a GSA Multiple Award Schedule contract under SIN 611710 or any other SIN. We would like to confirm which of the following structures, if any, would be compliant: | USNG | Pending | This is an open market soliction, and a GSA schedule is not required. |
| Could our firm be a formal MAS CTA member alongside a partner holding SIN 611710, or does CTA membership require that every member independently hold its own GSA Schedule contract (under any SIN)? | USNG | Pending |
General If CTA membership is not available to us without our own Schedule, may our firm instead participate solely as a subcontractor beneath a Prime that independently holds SIN 611710, with our costs mapped through that Prime's contract prices per Section 1.6? USNG Pending This is an open market soliction, and a GSA schedule is not required. The SIN does not apply
General In either structure, must the SIN-611710 holder be identified as the offeror/vendor of record submitting the quote, or may our firm remain the lead/point of contact on the submission while teaming with the Schedule holder? USNG Pending This is an open market soliction, and a GSA schedule is not required. The SIN does not apply
General Given that FAR 52.219-14, Limitations on Subcontracting, is incorporated into this solicitation, please confirm how the self-performance requirement would apply if our firm (also a small business under NAICS 611710) performs the substantial majority of the technical work as a subcontractor beneath a Prime that holds the required SIN. USNG Pending This is an open market soliction, and a GSA schedule is not required. The SIN does not apply
General Period of Performance Discrepancy: Section 1.1 of the RFQ Overview states the BPA ordering period runs from 28 Sep 2026 through 30 Apr 2031, with a Base Period of 09/28/2026 - 04/30/2027. The Performance Work Statement (PWS), however, lists a Base Year of 01 May 2026 - 30 Apr 2027. Please confirm which period of performance governs. GSA Approved This is the acutual base PoP Base Period of 09/28/2026 - 04/30/2027
General olume Structure / Page Limits: The RFQ instructions reference "three (3) separate electronic volumes" in one section, but the detailed submission requirements describe only a Volume 1 (Technical Quote, 15-page limit including resumes) and a Volume 2 (Price Quote), with Past Performance described separately with its own 10-page limit (excluding resumes) and the Quality Control Plan described separately with a 20-page limit. Please confirm the correct volume structure and whether Past Performance and the QCP should be submitted as their own separate volumes/attachments or folded into Volume 1. GSA Approved Volume I should be Technical and Management Approach shall not exceed 15 pages, Volume II Past performance Shall not exceed 10 pages, Volume III Price Fill in pricing information for CLINs 0001 through 4007. QCP not to exceed 20 pages.
General Please confirm the period of performance includes a 7 month base period, 4 option years and a possible 6month extension. GSA Pending Yes a 7 month base period,4 option years and no 6 months extension.
| Since this is an open market solicitation, please confirm the language about SIN being required to be awarded on their Schedule is not a requirement. | USNG | Pending | yes confirmend | : | |
| General |
| Teaming arrangement section language: please confirm a schedule/schedule holder is not required | USNG | Pending | yes confirmend | |
| General |
| Teaming section: please confirm SB must prime and have minimum 51% of cost/workshare | GSA | Approved | Yes that is correct the SB must be the prime and have a minimum 51% of the cost/ workshare. | |

| Submission of Quote package: Volume 2 directions repeatedly reference GSA schedule, GSA contract labor category and GSA contract labor rates. Without a GSA schedule, how should the offeror meet the submission requirement of a 'clear cross walk'? | USNG | Pending | This is an open market soliction, and a GSA schedule is not required. The SIN does not apply | |
