About this file
This document is Amendment 0001 to a Request for Quotation (RFQ) issued by GSA's Office of Centralized Acquisition Services for the acquisition of six CNC abrasive waterjet machining systems for the U.S. Air Force. The amendment, effective August 27, 2026, replaces the original RFQ package (47QACA26Q0394) with a revised version (47QACA26Q0394_R1) and incorporates Government responses to vendor questions as Attachment 6. The quotation submission deadline remains September 4, 2026, at 2:00 PM Eastern Time and is not extended. Key changes include corrected section numbering, updated Schedule of Supplies reflecting six CNC waterjet systems with different part numbers and Air Force base destinations, replacement of the pricing spreadsheet (Attachment 3_Rev1), clarified shipping and evaluation instructions, and confirmation that only provisions and clauses marked "[X]" apply to this acquisition.
The six systems will be deployed to Travis AFB (California), NAS JRB (Texas), Davis Monthan AFB (Arizona), Sheppard AFB (Texas), and Dover AFB (Delaware). Vendors must submit completed Technical Matrix (Attachment 2), Pricing Spreadsheet (Attachment 3_Rev1), and supporting product literature demonstrating compliance with commercial item description requirements. Pricing is quoted FOB Destination including all shipping, freight, containerization, and delivery costs to specified "Ship To" addresses, with delivery not to exceed 365 days after receipt of order. Award will be made using Lowest Price Technically Acceptable (LPTA) procedures to the responsible vendor with the lowest total aggregate evaluated price whose quotation is technically acceptable and whose price is determined fair and reasonable. This is an unrestricted, full and open competition acquisition conducted under FAR Part 12 for commercial products with a firm-fixed-price purchase order contract type.

1. General Information
The Government is issuing this combined synopsis/solicitation to acquire Automated Manufacturing Machines, Abrasive Waterjet Machining Center, Computer Numerical Control, or CNC, managed by the Department of the Air Force, Air Force Life Cycle Management Center, or AFLCMC, at Robins AFB, GA.
The six systems will be deployed to the locations identified in Attachment 4.
This acquisition is being conducted using the procedures of FAR Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with FAR Part 13, Simplified Acquisition Procedures.
This RFQ does not commit the Government to pay any costs incurred in the preparation or submission of a quotation. Quotations submitted in response to this RFQ are not offers. The Government may issue a firm-fixed-price purchase order to the responsible vendor whose quotation is technically acceptable, has the lowest total aggregate evaluated price, and whose price is determined fair and reasonable.
The Government may award without discussions. Vendors are encouraged to submit their best terms in their initial quotation.

9. Evaluation and Basis for Award The Government will evaluate quotations using Lowest Price Technically Acceptable, or LPTA, procedures.
Vendors must submit pricing for all required CLINs identified in Attachment 3_Rev1 to be eligible for award. Quotations will be ranked from lowest to highest based on total aggregate evaluated price.
Total aggregate evaluated price will include all required product pricing and all applicable shipping, freight, containerization, export wrapping, rigging, placement, handling, and delivery costs required by this RFQ.
The lowest-priced quotation will be evaluated first for technical acceptability on a pass/fail basis.
Technical acceptability will be evaluated against the requirements of this RFQ, including:
1. Attachment 1 — Commercial Item Description;
2. Attachment 2 — Technical Matrix; and
3. Supporting product literature/specification sheets submitted by the vendor.
Vendors shall provide clear and detailed documentation demonstrating how the proposed items meet or exceed each minimum requirement. Mere restatement of the requirement or unsupported declarations of compliance may be insufficient and may result in the quotation being determined technically unacceptable.
The Government will also evaluate whether the vendor can deliver within 365 days after receipt of order, or ARO.
If the lowest-priced quotation is determined technically unacceptable, the Government may evaluate the next lowest-priced quotation, and so on, until a technically acceptable quotation is identified.
Award will be made to the responsible vendor whose quotation is technically acceptable, has the lowest total aggregate evaluated price, and whose price is determined fair and reasonable.
Past performance is not a formal evaluation factor for this procurement. However, the Contracting Officer will review the Exclusions and Responsibility/Qualification Reports available within the System for Award Management, SAM.gov. The Government also reserves the right to review Performance and Integrity Records available within the Contractor Performance Assessment Reporting System, CPARS, as part of the responsibility review.

Delivery Requirement: Delivery shall not exceed 365 days after receipt of order, or ARO. Vendors shall enter the proposed delivery days ARO for each CLIN.
Proposed delivery greater than 365 days ARO may render the quotation technically unacceptable. Unit prices shall be quoted as FOB Destination prices and shall include all applicable shipping, freight, handling, and delivery costs to the applicable “Ship To” address identified in Attachment 4. Any “Ultimate Ship To” location is for Government logistics use only unless expressly identified as the required delivery address.
Attachment 6 Project Title: CNC Waterjet Solicitation #: 47QACA26Q0394
# RFI Government's Response
We respectfully request that certain physical specifications for the above waterjet requirement for the US Air Force be amended to ensure fairness, transparency and best value to the Government. While the above contract opportunity requires that systems offered “shall meet or exceed” stated characteristics to be considered an “equal” system, specifying physical design elements and dimensions prevents others from offering an “equal” or better system. Clearly, by requiring that any waterjet offered must meet physical characteristics demonstrates preferential treatment for one particular brand as no other brands can duplicate the exact design.
Additionally, brand-only identification (specific part numbers) should be removed since the requirement as stated is essentially a sole source and, we believe, designed to eliminate other vendors capable of providing systems that provide the same or better functionality. ALL waterjet cutting systems perform essentially the same function.
Specifying name-brand products defeats the very essence and purpose of competitive bidding.
In order to provide best overall value to the government, It is requested that the following “Commercial Item Descriptions” be amended to address required performance versus brand preference.
When considering a waterjet, We believe that decisions should be made based on performance capabilities and price and not design elements that provide no inherent value. By compelling vendors to meet every physical characteristic, the Government is essentially sole sourcing the requirement which, in turn, limits the Government’s buying choices and best value cannot be determined.
Remove physical measurements of the following as they correlate to only one particular brand: Max waterjet footprint; max operating weight; pump; chiller; and water recycling system.
Remove specific part numbers that identify one particular brand of waterjet.
Remove requirement for unitized tank design. “Misalignment due to an operator bumping either into the cutting head or table during material loading” is a marketing expression used by competing brand. Any type of impact with a waterjet tank can lead to misalignment.
Remove requirement for controller to be “attached to the waterjet frame.” There is no benefit to this design. We believe an immovable controller limits operator ability to view entire cutting area during waterjet operation.
Remove “cutting envelope” dimensions as they, again, correlate to only one specific brand. “Typical” sheets of material come in standard sizes (e.g., 4 ft. x 4 ft., 5 ft. x 10 ft. or 5 ft. x 12 ft.) and not odd sizes. While “cutting envelope” differs on other brands, each brand manufacturers waterjet systems to accommodate standard material sheet sizes.
Reviewed CID and mentioned specificity toward particular brands was not noted. CID does not mention specific part numbers. The CID was written by the MFTO office and covers 4 different sizes. The physical dimensions are their requirements. Most US Air Force fabrication shops have size limits to maximize efficiency and safety.
