The procurement is unrestricted with no set-asides, open to both small and large businesses under NAICS Code 333517 (Machine Tool Manufacturing, 500-employee size standard) and PSC/FSC Code 3449 (Miscellaneous Secondary Metal Forming and Cutting Machines).
The requirement specifies four different CNC waterjet models (Part Numbers 55100, 60x, 80x, and 5555) with quantities of three, one, one, and one respectively, to be deployed to six distinct global locations: JBER Alaska, NAS JRB Texas, Yokota Air Base Japan, Davis-Monthan AFB Arizona, Sheppard AFB Texas, and Aviano AB Italy. Quoted pricing must include all freight, containerization, export wrapping, and ocean/air logistics on an FOB Destination basis. Delivery is requested within 365 days After Receipt of Order (ARO), with vendors encouraged to propose staggered delivery terms. The contractor must provide comprehensive commercial product warranty, on-site training at installation locations, technical support for three years, and documentation including manuals and installation drawings. All wood packaging materials must comply with ISPM-15 heat-treatment requirements. Evaluation will use a Lowest Price Technically Acceptable (LPTA) approach, with all quotes ranked by aggregate price. The lowest-priced offeror's technical package will be evaluated first on a pass/fail basis against detailed specifications outlined in the Commercial Item Description (A-A-60029) covering cutting assembly support, machine table, controller, software (2-D and 3-D functionality), pump systems with rebuild kits, garnet storage, chiller systems, water recycling systems, cutting heads, electrical systems, warranties, and safety requirements. 9. Evaluation and Basis for Award
The Government will evaluate Offeror’s Quotes to ensure pricing is provided and is fair and reasonable for all required items identified in attachments 2 & 3 of this RFQ and meet or exceed the requested delivery dates.
The Government will make an award representing the best interest to the Government considering:
Lowest Price Technically Acceptable (LPTA). All quotes received will be ranked by aggregate price with the lowest price first. Vendors must submit a price quote for ALL items listed in this procurement to be eligible for an award. The vendor with the lowest aggregate price will have its technical package evaluated first.
This RFQ does not require an Evaluation Plan, since it will be a lowest price initial selection, then on a Pass/Fail basis. Award will be made to the vendor’s quote that represents the LPTA and results in the lowest overall cost alternative that meets the Government’s needs. The process will work as follows:
1) All quotes received will be ranked by total aggregate price with the lowest price first.
2) The vendor with the lowest total aggregate price will have its technical package evaluated first, with a pass/fail evaluation and able to meet or exceed the 365 days After
Receipt of Order (ARO). Technical evaluation will be conducted as follows:
The vendor is required to fill out the technical matrix and provide supporting literature to illustrate that their products meet all the requirements listed in the Product Description and are able to meet or exceed the 365 days ARO. The vendor’s quote will be evaluated to determine if they meet or exceed the 365 days ARO. If they meet the 365 days ARO, they will have their completed technical matrix along with the supporting documentation reviewed by the CO to determine if they met the performance specifications. The
Government will evaluate the quote to determine whether the proposed item(s) meets the minimum requirements as outlined in the RFQ. Vendors shall provide clear and detailed documentation within their quote demonstrating how their proposed item(s) meet or exceed each of the specified minimum requirements. Mere restatement of the requirement or unsupported declarations of compliance will not be accepted. Failure to provide adequate justification or substantiating documentation may render the quote technically unacceptable and ineligible for award.
If the CO determines that they have met the required ARO time and ALL required specifications, the package will be sent to the client Technical Evaluation Board (TEB) for formal evaluation. The client TEB will make a pass/fail determination. If at any time during the process the vendor is found to be non-compliant the process will stop, the vendor will receive a “Fail” rating. At this point no further evaluation will be conducted.
The process will continue until a technically acceptable quote is found.
3) Once a vendor is determined to be technically acceptable that vendor will become the proposed awardee and will have its price evaluated for fairness and reasonableness.
INFORM 2.0 Procedures: Is NOT required. This procurement is below the current $10M threshold and the Source Selection Procedures are LPTA source selection. This acquisition is exempt from
Section 508 requirement as this requirement is not for IT.
While past performance is not a formal evaluation factor for this procurement, the CO will review the Exclusions and Responsibility/Qualification Reports available within the System for Award
Management (SAM) (https://sam.gov). Additionally, the Government reserves the right to review
Performance and Integrity Records, available within the Contractor Performance Assessment
Reporting System (CPARS) (https://www.cpars.gov/).

COMMERCIAL ITEM DESCRIPTION
AUTOMATED MANUFACTURING MACHINE,
ABRASIVE WATERJET MACHINING CENTER,
COMPUTER NUMERICAL CONTROL (CNC)
The General Services Administration has authorized the use of this commercial item description for all federal agencies.
1. SCOPE. This commercial item description (CID) covers computer numerical control (CNC) abrasive waterjet machines intended to accurately cut shapes from stock material, primarily metal. Abrasive waterjet machining is an industrial cutting process that pumps a mixture of high-speed, high-pressure water and an abrasive media (garnet) through a work piece, imparting little to no additional heat on the item. The cutting jet is approximately 90 percent water and 10 percent garnet by mass flow, has a diameter of approximately 0.03 inches, and ranges in pressure between 40,000 and 90,000 pounds per square inch (psi). CNC refers to a computer-controlled system able to programmatically command and precisely control all machine movements and functions.
The term “waterjet” as used in the remainder of this document refers to the system in its entirety including the cutting table, pump, controller, and any defined peripheral equipment. The waterjets identified herein shall be manufactured within the United States of America and shipped as a complete unit. The waterjets shall be capable of cutting mild steel at least 4 inches thick as well as aluminum, Plexiglas, titanium, copper, granite, wood, glass, and hardened tool steels.
CNC machining is an automated machine process used to manufacture components by selectively and precisely removing material from a workpiece. Parts manufactured via CNC machining are most practical via use of Computer-Aided Design (CAD) and Computer-Aided Manufacturing (CAM) software. CAD enables development and design of a part. CAM programs are used to generate manufacturing tool paths and to automate the manufacturing processes; CAM converts the CAD model into an executable code or program for machine operations.
