About this file

This file is a Questions and Answers (Q&A) document for a Request for Information (RFI) related to Investment Due Diligence Reporting Services for Small Business Investment Company (SBIC) Applicants. The RFI, issued by the General Services Administration (GSA) on behalf of the Small Business Administration (SBA), seeks market research to potentially award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with both Time & Materials (T&M) and Firm Fixed Price (FFP) contract line items. The solicitation covers due diligence services for SBIC applicants, with work previously performed under contract 73351023D0002, and aims to determine if a small business set-aside is feasible.

Key details include quarterly filing windows (3/31, 6/30, 9/30, 12/31), an anticipated workload of no more than two concurrent assignments, and a 4-8 week timeline for completing due diligence reports beginning upon file receipt. The government will require full diligence reports with risk assessments and ratings, presentation briefings for all cases, and direct reference interviews with applicants. Potential contractors must provide their own report format, pass a background check, and be U.S. citizens. The NAICS codes considered are 523940 (Portfolio Management) and 541611 (Management Consulting), with small business size standards of $47 million and $24.5 million respectively. Responses were due by July 11, 2025, with the ultimate acquisition approach to be determined based on market research.

2Are there seasonal or cyclical peaks in submission volume that we should plan for?Quarterly filings windows: 3/31, 6/30, 9/30, and 12/31.
3Should we expect to handle simultaneous reviews, and if so, how many concurrent assignments can we support? The SBA anticipates no more than two at a time, but this may vary.
4Will SBA provide any initial tiering or risk profile for applicants to help differentiate review depth or complexity? No. The review is independent to the firm. Interested Parties can review SBA Standard Operating Procedures (SOPs) by following this link https://www.sba.gov/sites/default/files/2025-05/SBIC%20SOP%2010%2010%201%20%2801.10.25%29%20%282%29.pdf
5Are all review areas outlined in the PWS expected for each assignment, or will task orders specify a subset of evaluation areas based on SBA priorities?Same review areas will be assigned for each case.
6Will presentation briefings be required for each completed report, or only in select cases?Yes. All cases.
7What is the expected format and audience for these briefings (e.g., virtual slide decks, in-person briefings with the Licensing Committee)?Presentation deck or report. In-person or virtual presentations, based on Licensing Committees need.

11Lastly, is an estimated value available for this potential requirement? No
12Is this new or existing work?Work has been previously performed.
13If existing work, who is the incumbent contractor and what is their contract number? The work was previously performed via IDIQ 73351023D0002 Task Order 73351023F0214 and completed on March 2025.
