About this file

This document contains an amendment to a federal solicitation and the responses to questions from potential offerors. The General Services Administration is seeking proposals for budget analyst professional support services to be performed at its headquarters in Washington, D.C. The services include budget analysis support for the Office of the Chief Financial Officer. Offerors must submit pricing and technical proposals by January 29, 2024. The solicitation is set aside for 8(a) small businesses and will result in a fixed-price contract award. The amendment removes technical evaluation criteria and extends the response deadline. It also provides answers to vendor questions on remote work policies, labor categories, past performance submissions, and pricing requirements.

Will this opportunity necessitate surge support or overtime?

Does the government define a month as four business weeks.

Response Answer: Maximum flexibility to work remotely from home. Contractor employees must live in the DMV area. Must have internet services to be able to connect remotely. Tour of Duty Hours:

Technical Evaluation Removed out of Solicitation. No submission needed http://sam.gov/ separately identified. All hourly rates will be accepted as fixed rates."

Question No. 7: Past Performance qualifications will include prior CPARs ratings of each company, questionnaires, or references. If CPARS are not available (due to active opportunities used as Past Performance), is the Offeror providing a phone number and email for reference contact considered an acceptable substitution?

Past Performance requires CPARs, some of our contracts do not have CPARs will the government consider the PPQ’s as sufficient?

The candidate for the position doesn’t currently work for our company and therefore we would need to provide past performance based on that candidate’s personal past performance and would not have CPARs available, again is PPQs sufficient?

Past Performance requires CPARs, some of our contracts do not have CPARs will the government consider the PPQ’s as sufficient?

The acceptable criteria in the past performance referenced on page 2 of the Technical Evaluation Factors, would not address all the questions if the candidates don’t currently work for our company. Therefore, the past performance is based on the individual performance of the candidate and not on the offeror.

For Past Performances, is there a range for how old the contract maybe?
