This solicitation is seeking proposals for waste removal and recycling services at various federal office buildings in the National Capital Region. The solicitation was posted on beta.sam.gov on September 18, 2020 and inquiries must be emailed to the point of contact by the question deadline. The work will be performed in the Washington D.C. metropolitan area and no travel costs will be reimbursed.

1. Please confirm the buildings that the government have listed in the RFP that have compactors really have compactors and can they confirm the sizes of compactors? Some of the sizes don’t seem to add up.
1a. The Compactors listed in Exhibit C are accurate look under the heading "#s of container and Size" to see the number of compactor(s) and the size in Cubic Yards.
2. Please confirm what compactors are self-contained and what ones are break away “meaning stationary compactor and breakaway box”?
2a All compactors are "Self Contained" NO breakaways.
3. What size are the compost containers?
3a. 95 Gallon Totes on wheels, The same as the average residential can.
4. Does the contractor has to weigh the compost cans individually upon each pickup?
4a. No, we will establish a baseline weight. Ie. 90 pounds, if the container is half full the weight would be 45 pounds.
5. In Section C – SOW – There is a section on Special Notes. Can the government further clarify what it means?
5a. "SPECIAL NOTES
Materials designated as recyclable are not included in this contract. The Government will pay dumping and equipment rental fees separately from removal fees."
Materials "Recyclables" that are on-site are normally handled on another contract. So if you see anything labeled
"Recyclable" on any site you are NOT responsible nor should you access those materials.
6.In Section C – SOW – There is a section on Contracting Activity (CA). How is AbilityOne Program related to this acquisition?
6a. They would be our housekeeping contractors. They would actually bring the trash down to the trash containers and/or compost toters.
7. In Section H – Is GSA Clearance required for our truck drivers who will not access the GSA buildings? If so, what level for exterior access?
7a. If the truck comes onto the property and past security yes, in some cases they must be cleared 1st. In some case the level is as if entering the building.
8.Under Instructions for Submission for Proposal – h – Is the 40 page limit includes the 16 pages of excel pricing sheets? Or 40 pages is allowed for the technical proposal submission only?
8a. 16 Pages used for Pricing proposal, this leaves you 24 additional pages for your technical proposal.
9.Under Proposal Submission – Technical Proposal, Can GSA review the past performance requirements of a prime/company submitting an offeror? This solicitation is set-aside for SBA 8(a) firms that have limited capabilities to perform a contract of this magnitude and size. Most of the current certified 8(A) firms will subcontract the refuse collection portion of this contract requirement to firm that is other than 8(a) firm. Can the prime just provide key personnel requirements and use subcontractor past performance for the remaining portion of the contract requirements?
9a. Please provide your past performance information as requested within the Solicitation.
10. Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 47PM0820R0008 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?
10a. This work is currently being provided under contract.
11.If possible, can you please provide the most recent contract or task order number?
11a. The Government cannot provide this information.
12, For this 8(A) competitive bid, is there already an incumbent 8(A) on site, working and is this being competitively bid out a: because of size or b: because of present quality issues? Can you shed light on this?
12a. Yes, the work is currently being performed by an 8a vendor. The current contract is in its last option year therefor we need to establish a new contract.
13. Based on the Freedom Of Information Act, we were wondering if you could please provide us with the previous bid result for this contract.
13a. The Government cannot provide this information.
14. What is the typical payment term experienced over the past year. We would like to determine the actual timeframe from invoice submittal to payment, irrespective of late payment penalties and the contractually stipulated payment terms.
14a. Typically the vendor would send in their payment packages to the assigned Service Center's COR. This is normally before the 10th-day the month after the service was performed. The COR will normally process the request into our accounting software within one week of receiving it. From that point, someone from Accounts
Payable will process for payment.
15. Has the government identified a recycling facility in the service area that will accept waste and recyclables together for sorting and recovery.
15a. No the government has not.
16. Has the government identified more than one recycling facility in the service area that accepts waste and recyclables together for sorting and recovery.
16a. No the government has not.
17. If only one facility in the service area is willing and permitted to accept waste and recyclables commingled in the same load, will the government contract directly for the receipt and processing of the material with that facility, so as not to create an uncompetitive situation where affiliates or customers of the one facility do not maintain an unfair advantage in competing for this contract.
17a. No the government will not.
18. Is waste incineration with energy recovery considered an acceptable outlet for the commingled waste and recyclables
18a. No, it is not.
