GSA Solicitation: 47PM0719D008 Switchgear Preventive Maintenance
Response to Questions:
1. On the list of equipment, some have a fractional frequency “1/3”, “1/5”, etc. What does this mean?
Answer: You can ignore the 1/3 and 1/5 frequency, the p/m is only requiring to be completed one time under this contract. The Battery Charger and Batteries requires p/m every 3 months.
2. I would like to request any photos of the gear for this project.
Answer: We have no photos.
3. The MISSION OF THE PRICE QUOTE section under [52.212-1 Instructions to offerors—Commercial Items.] mentions “TABS.” Usually, tabs are associated with a data entry excel spreadsheet that is downloadable, but I do not see any spreadsheet associated with this comment. See highlighted below. Please advise.
Answer: Tabs A. SF1149 B. CLIN Structure Total pricing needed to be reflected on 1449 C. Inventory Sheet D. To be deleted
4. Also the ANNUAL MAN-HOUR PREVENTIVE MAINTENANCE
REQUIREMENTS FORM includes a MAN-HOURS STANDARD/TOTAL
ALLOWED column. Is there a government standard you are referencing or are you referring to the standard for testing 1 of the quantity being tested under our timeline? I am assuming you want this filled out by hand as well since a data entry spreadsheet was not provided?
Answer: Please use the Inventory Sheet in order to provide your prices.
5. May we view the past reports for the maintenance of this equipment in these buildings – providing there were previous testing performed.
Answer: There aren’t any reports
6. HOLC DC0075ZZ and HUD DC0092ZZ were included in the SWITCHGEARINVENTORY. They are not included in the GSA – SWITCH-GEAR PREVENTIVE MAINTENANCE – Version 1.2. Are these parts of the SCOPE? If so, what Buildings do they apply?
Answer: Yes, these are part of the scope. This also include Commerce DC0013ZZ, Interior DC0020ZZ, Justice DC0023ZZ, FOB 9 DC0082ZZ, FBI DC0090ZZ, Forrestal DC0093ZZ and ERDA MD0531AJ.
7. Generally, Medium Voltage Electrical Maintenance is performed outside normal working hours to minimize risk usually, on nights, and weekends. When establishing pricing, is it safe to assume that all work will be in over time excluding Sundays and Holidays? This will obviously drastically affect pricing, but will be a more realistic scope of the project .Also in the FREQUENCY column I assume that 1/3 means – Once every 3 years? But FREQUENCY in some places reads 4? If I use this same guideline that would mean certain equipment would be tested 4 times a year? Please Clarify.
Answer: Yes, it is safe to assume this work will be done in overtime. In frequency the 1/3 does mean p/m is done once every 3 years; frequency 4 means this is done every 3 months.
8. MISSION OF THE PRICE QUOTE: (VOLUME I). The proposals shall contain the following tabs:

9. Solicitation. Offer and Award (SF 1449 ) (Tab A), When completed and signed by the contractor constitutes the contractor's acceptance of the terms and conditions of the proposed Contract. Therefore, the form must be executed by representatives of the contractor authorized to commit the contractor to contractual obligations. Contractors shall sign the SF 1449 in Block #30. The Contractor shall include one (1) Representation and Certifications form from with all entries completed including the tax and DUNS numbers.
Answer: In addition to the pricing sheet, the bidder shall fill in the Schedule B as a total price for each CLINs.
10. Completed Pricing Table provided in the Price Sheet of this RFP (TAB B) The Contractor shall indicate the price to be charged for each line item (CLIN) on the Price Sheet.
Answer: Refer to response #3
11. Price Supporting Documentation (Tab C). The information requested in the quote is required to enable the Government to perform a price analysis and ultimately to enable the Government to determine that the proposed price is fair and reasonable.
The Contractor shall prepare the Price Sheets for the period providing for the anticipated firm-fixed price contract for the estimated labor / work hours in the Price Sheet. The Contractor shall provide full backup documentation for all CLINs to determine price reasonableness.
Answer: The bidder shall use the blank inventory sheet that provides the inventory and the frequency of service. The bidder shall also provide justification for cost of the labor and any other cost that may be associated to provide services per the RFP.
12. Organizational Conflict of Interest Statement (OCI) (Tab D). The contractor shall complete and sign the OCI statement in which the contractor (and any subcontractor, consultant or teaming partner) discloses information concerning the actual or potential conflict with any proposal for any solicitation relating to any work in this SOW. All actual or potential OCI situations shall be handled in accordance with FAR Subpart 9.5.
Answer: Tab D is not a requirement so therefore it has been deleted.
13. In addition to the information provided for the buildings inventory, will there be a site walk-through of the buildings?
Answer: There will be not site visit or walk-through.
14. In addition to the information provided for the buildings inventory, will there be a site walk-through of the buildings?
Answer: This is the first procurement for this requirement for these buildings. There is a current contract that provides the same services to some of these buildings within the RFP. That contract was completed via GSA Schedule. It was not set aside 8(a).
