1 Is the GSA planning on having a pre-proposal conference? Held on 2/8/24

2 Can the GSA share any upcoming projects you may have coming up that would fall under this term contract?

Not at the moment

3 Will the GSA accept CPAR evaluations in lieu of the Past Performance Questionnaires? Yes

4 The NAICS code identified is for “architectural services.” However, the solicitation notes that either architecture or engineering firms can propose. Will firms with the engineering services NAICS code 541330 be permitted to submit as prime contractors as long as they are small business

Yes

5 The solicitation notes various required disciplines; however, proposers are limited to the number of resumes allowed. Should we include our proposed sub-consultant team members in our organization chart without including their personnel’s resumes?

Resumes are required for key personnel to include sub-consultants.

The solicitation notes that no “more than 8 key personnel” should be included in Section E; it later states under Section F, “Do not provide more than ten key personnel.” Please clarify.

Limit of 10 key personnel resumes for both Sections E a 7 The solicitation requests resumes in Section E and Section F. Please confirm that resumes are only to be included in Section E.

Resumes in Section E, as Section F refers to projects.

# Question Answer

8 Are Section F projects limited to one page, or can they be two pages like the resumes in Section E? Okay to have two pages if needed to better explain qualifications.

9 Confirm that “key personnel” are only those from the prime contractor proposed and not inclusive of subcontractors.

Key Personnel should also include key subconsultants on the team.

10 What is the current contract’s average task order size (construction amount and fee)? The majority of projects will have an Estimated Cost of Construction at Award (ECCA) between $50k-3.6M.

11 On average, how many task orders has GSA awarded to each contract holder per year under the existing contract?

Varies 3-5

12 The solicitation notes the geographic region as “Chicagoland.” Please clarify. Corrected to read Washington Metropolotain area

13 Instructions for Section E and Section F both contain information related to resumes. Section E says to limit key personnel resumes to 8 and Section F says to limit key personnel resumes to 10. Would you please clarify what the number of key personnel resumes we can include in Section E? Also, do we need to submit additional/supplementary resumes with Section F, and if so, how many?

Limit of 10 key personnel resumes for both Sections E and F for consistency.

14 Is it acceptable for respondents to submit a copy of a CPARS evaluation with their proposal in lieu of a PPQ form?

Yes

15 If not, is it acceptable to submit a PPQ form with our proposal that shows the project and client reference information completed. Also, including a notation informing the government of when the PPQ was requested from the client, in case it is not completed by the client by submission date?

See response above

16 Should completed PPQs be sent to you, Robert Jackson, Nicole Dent, or someone else.

Send to Robert Jackson & Nicole Dent

17 Instructions for Section F state, "Teams shall provide a written statement approximately 3-5 pages in length..." Given the amount of information the government has requested in this section, could the page-limit be increased appropriately? Limit to 5 pages.

18 Is there a RFI deadline?

2/15/24

It is noted that there is a “Evaluation Factors” attachment, yet I do not see it included in the solicitation. Provided with amendment 20 We submitted our qualifications last year for the “sources sought” listing for the NCR IDIQ when the

NAICS code referenced was for only an engineering firm, with a $25.5M size standard. The released IDIQ solicitation lists both NAICS codes for architectural firm led teams ($12.5M size standard) and engineering firm led teams ($25.5M size standard). We are an architecture firm and are over the $12.5M size standard (but under the $25.5M size standard) and I am assuming we are not able to submit as prime.

Please confirm

You can not submit as a prime for as an Architecural Firm the $25M size standard is for Engineering Firms

21 We would like to request a clarification on SAM Notice ID 47PM0424R0003 GSA NCR Region 11 A/E IDIQ. We understand that the opportunity is 100% set aside for Small Businesses and that Joint-Ventures will be considered. We are a NYC-based Architecture firm planning to form a JV with a DC Metro Area-based MEP Engineering firm to pursue this solicitation. If both members of the JV qualify independently as Small Business Enterprises, can our combined annual receipts exceed that of the small business thresholds? Would the JV team described above be eligible for this pursuit?

Firm can not exceed the SB Size Standard

The description on Sam.Gov states “Teams shall compile at least 5 but no more than 9 total example projects…” for Section F. However, the document titled QA AE IDIQ Agenda .pdf, issued January 31, 2024 states “Two out of the ten examples must be directly attributable to the Primary Point of Contact/Team Lead. Please clarify if the limit for projects submitted under SF 330 Section is 9 or 10. Limit to 10 total example projects.

The description on Sam.Gov states the team should submit “example projects illustrating repair and alterations at a minimum of $2,000,000.00 dollar range.” However, the document titled QA AE IDIQ Agenda .pdf, issued January 31, 2024 states “Majority of projects will have an ECCA between $50k-1M.”

Please clarify the dollar range that projects shown under Section F should illustrate.

The majority of projects will have an Estimated Cost of Construction at Award (ECCA) between $50k-3.6M.

Please confirm an active production office within or near the District of Columbia and not Chicagoland is required for this solicitation. The 2018 Solicitation Number 47PF0018R0051 previously stated: “Each firm/team must have an existing active production office within or near the metropolitan area within 30 days of award so as to minimize direct travel costs on resulting task orders. The metropolitan area is defined as, the District of Columbia, the City of Baltimore, the Counties of Montgomery, Prince Georges, Howard, Anne Arundel and Baltimore in Maryland; the Cities of Alexandria, Falls Church, Fairfax and Manassas, and the Counties of Arlington, Fairfax, Prince William and Loudoun in Virginia.”

It is the DC area and not "Chicagoland"

Section E requests 8 resumes to be provided while Section F allows 10 resumes to be provided.

Please confirm the required number of resumes to be provided. The 2018 Solicitation Number 47PF0018R0051 allowed 10 resumes to be provided. Given the extensive listing of disciplines in the current solicitation, we recommend allowing 12 resumes for key personnel. Please confirm number of resumes permitted 10 key personnel resumes.

Is a resume required for the primary point of contact that will be responsible for managing the contract and assigning task orders?

Yes.

Section E notes the Lead Architectural / Engineering Designer. Given the limited resumes and wide range of projects anticipated, the architect, mechanical engineer and electrical engineer will likely be “Lead Designers” depending on the focus of a particular project. Please clarify if this understanding on who the lead designer is correct

Lead designer for key architect and engineers for a typical project that is currently with the firm.

The 2018 Solicitation Number 47PF0018R0051 allowed 10 projects. In lieu of the 9 projects referenced, we recommend GSA increase the projects that may be submitted to the full 10 projects that the SF330 allows Limit to 10 total example projects.

A significant amount of the work resulting from the 2018 Solicitation Number 47PF0018R0051 is performing studies. Please confirm studies are permitted to be submitted as a project in Section F, regardless if there was or was not a resulting construction project. Studies are allowed.

The requirement that Section F projects must be construction substantially complete AND meet the project size of $2,000,000 in construction cost, greatly restricts a firm’s ability to demonstrate any work completed under the current 11 GSA NCR contracts awarded under the 2018 Solicitation Number 47PF0018R0051, in part due to the impact of COVID. Solicitation Number 47PF0018R0051 required the majority of projects shall include those that have reached substantial completion within the last 5 years or projects where the construction phase has been substantially complete in the last five years as long as the design was completed within the last 7 years. We recommend the government reduce this requirement of requiring construction substantially complete to four projects to allow for a greater demonstration of sample projects, allow submission of design-bid-build designs and studies may not have construction substantially complete. Changed to 4

Section F notes a 2 page limit per resume. Should the 2 page limit noted in Section F be for the projects? If not, what is the page limit for the projects. Will GSA be modifying the Section F requirements to remove resume requirements and provide project requirements?

Section F is for projects.

We have seen GSA and other agencies identify criterion and the submission requirements to provide transparency on what features meet standards and what features receive additional consideration. Please identify which features provide additional consideration to include:

• Projects as prime consultant

• Projects demonstrating knowledge of the locality

• Projects demonstrating continued normal operation of facilities housing sensitive tenants. There a lot of projects in courthouse and other sensitive clients in the National Capital Region

• Project demonstrating experience with P100

• Projects for repairs and alterations in federal facilities

• Projects in occupied and/or historic facilities

• Projects addressing hazardous materials such as asbestos and lead

• Projects demonstrating sustainable design and energy efficiency in facilities

• Projects demonstration cost control and compliance with schedules

Refer to information requested in the solicitation.

Section H: 2018 Solicitation Number 47PF0018R0051 allowed 10 pages to address management plan, team structure and quality control. The current solicitation appears to ask offerors to address more elements in five pages. Please confirm the page limit, excluding any CPARS/PPQ, in Section H.

Section H should be 5 written pages for the management plan.

We perceive that firms with past performance as the prime contractor with the Government represent a lower risk to the Government. To reduce the burden on Government project managers and the offeror having certainty that the past performance rating has been submitted, we request that GSA require the use of CPARS evaluations in lieu of PPQs for a representative project in Section F, if CPARS evaluations have been issued. We recommend PPQs only be used if CPARS evaluations are not available. We recommend only CPARS or PPQs be provided to demonstrate past performance. CPARS or PPQ'S CAN BE Submitted

The solicitation notes a capacity of $25M, a duration of five years; and any combination of task orders will not exceed $5,000,000 per year. GSA Region 3 only provides a total capacity limit and does not limit the amount of capacity per year, providing flexibility when design requirements are greater in some years. We recommend GSA remove the dollar limitation per year to provide NCR the flexibility to execute their program. This will not be removed

15. What is the weighting of the various sections such as: specialized experience and technical competence; organization, management and quality control; professional qualifications and past performance?

Factor 1-Specialized Experience and Technical Competence 40%) Factor 2 -Organization, Management and Quality Control (25%) Factor 3- Past Performance (15%)

Section E states not to provide more than 8 key personnel.

Section F also describes the requirement for key personnel and goes on to state do not provide more than 10 key personnel.

Please clarify the conflict between GSA's description of Section E and Section F in the solicitation.

Limit to 10 key personnel.

Limit to 10 projects.

SAM.gov description for Selection Process, Stage I, #3 states “The qualifications of each firm will be evaluated in accordance with the evaluation factors listed in the attachment titled ‘Evaluation Factors.’” Attachment was not provided in the SAM.gov listing. Please provide.

Provided SAM.gov description for Standard form 330 Supplemental Information/Instructions SF330 Section E states “Do not provide more than 8 key personnel.” The following requirements for SF330 Section F states “Do not provide more than 10 key personnel.” Should we include 8 key personnel, or 10? Did you want personnel resumes in both locations – Section E and Section F, or only in Section E? Please revise/clarify Section E vs Section F.

Limit to 10 key personnel.

Please define the “Environmental Services” scope of services. Is this HAZMAT testing/abatement, industrial hygiene, NEPA documentation, geology, hydrology, soils, Geotech, etc.?

Yes.

I understand that example projects are to have been substantially complete 2016-2023. Does this also apply to the projects shown on resumes?

Yes, they should be aligned.

Part 1 Section C: Are the Firm Names limited only to those of the Key Personnel identified in Section E?

Yes, they should be aligned.

Part 1 Section E: Are we limited to 8 or 10 key personnel? The description of Section F refers to 10.

Limit is 10 key personnel.

Part 1 Section F: Do all example projects need to be a minimum ECCA of $2M per the solicitation or can they be in the $50k-1M range per the Q&A session document? The majority of projects will have an Estimated Cost of

Construction at Award (ECCA) between $50k-3.6M.

Part 1 Section F: Can example projects be relevant studies, reports, or investigations in lieu of built projects?

Yes.

Part 1 Section F: What is the maximum number of example projects that can be included? The Solicitation says 9 but the Q&A session document says 10.

Limit to 10 projects.

Part 1 Section F: Please confirm, is the limit of pages for each example project 5 total- 1 for the standard SF330 Section F project info page and 2 additional double-sided pages of supporting graphics, drawings, etc indicated in the Q&A session document? Can the additional double-sided pages each be 11x17 format?

Limit 11x17 for non-written and graphics or diagrams to communicate your project examples.

Part 1 Section F: Can past Contractor Performance Assessment Reports (CPARS) be provided for example government projects in lieu of completing PPQ forms?

Yes

Part 1 Section F: do all completed PPQ’s need to be received by the Contracting Officer by the Offers Due Date of 3/5/24 at 11am?

extended to 4/02/24

Part 1 Section H: Solicitation indicates this section should be “approximately 3-5 pages”. Does that mean it can be a bit longer if needed or is 5 pages the limit?

Limit to 5 pages.

The solicitation and the Q&A session document both refer to an “attachment title EVALUATION FACTORS”. Is there a separate document for this or is it just the listing of factors identified on the Q&A session document? There does not appear to be an “EVALUATION FACTORS” document in the attachments folder on the solicitation’s webpage on SAM.gov.

Provided with amendment

Is the entire Section H response limited to 3-5 pages.

Yes

Can CPARs or previously completed Past Performance Questionnaires be submitted in lieu of the PPQ that was provided with this solicitation? Yes

Is the deadline for the IDIQ getting pushed back?

Yes 04/02/24

Do we need to establish a team that meets both Architectural and Engineering requirements or are we putting in our request to join the team you are establishing?

Each AE firm is responsible for their own architectural-engineering (AE) team. GSA is not creating or establishing a team for you.

I notice the solicitation requires PPQs on the GSA Form. Will GSA accept CPARS issued by other government agencies (ie DoD).

Yes

For PPQs submitted direct to GSA, will you accept PPQs that arrive after deadline of the SF330 submission (presently, 05 March)?

NO, CPARS/PPQ must be received by due date

Please confirm if a large business may be included on a small business prime consultant’s team as a subcontractor?

Yes

There are 18 areas of specialized expertise listed in the solicitation, but the SF330 Section E RFP section calls for 8 key personnel to be submitted at the discretion of the offeror. Can GSA provide the primary expected task order types within the specialized expertise on this contract so that the key personnel may be more accurately selected for Section E? This would allow offeror’s proposals to be more comparable between firms Limit is 10 key personnel.

The SF330 Section F RFP section indicates “Teams shall compile at least 5 but no more than 9 total example projects illustrating repair and alterations at a minimum of $2,000,000.00 dollar range.” Is the $2,000,000.00 referring to construction cost? Also is this a minimum value or is there a tolerable lower range as the statement suggests? Yes, this is referring to the construction cost.

Please confirm the number of key personnel required. The SF330 Section F RFP section indicates a maximum of 10 key personnel. The SF330 Section E RFP section indicates to provide no more than 8.

Limit is 10 key personnel.

Please confirm if an example entire IDIQ contract for Section F may be submitted as an example project in Section F, which includes repair and alterations, studies, assessments, field investigation, etc. but with task orders all below $2,000,000 value? The total IDIQ task order values would be above $2,000,000 amongst all task orders on the IDIQ. Yes

Please confirm if a CPARS rating on a Federal contract may be submitted for the example projects in lieu of a PPQ and if so, may it be attached with the proposal?

yes

Can you verify the maximum number of key personnel resumes we can submit for this submission?

Limit is 10 key personnel.

Will you accept CPARS in place of PPQs for this submission?

Yes

Can you verify the maximum total number of projects we can submit for this submission?

Limit to 10 total example projects.

Standard form 330 Supplemental Information/Instructions for Section F states that Teams must be able to provide services ranging from pre-design studies through post-occupancy.

The following are stated services potentially requested under this IDIQ contract:

Are feasibility, pre-design, or project developement studies permitted to be included as part of the 5-9 example projects submitted as part of Section F?

Are Concept Designs permitted to be included as part of the 5-9 examples submitted as part of Section F?

Are design studies including Design Development permitted to be included as part of the 5-9 examples submitted as part of Section F?

Studies, concepts, design developments, etc. can be included.

The Q&A A/E IDIQ Agenda dated February 8th states that the majority of projects shall include those that have reached substantial completion within the last 5 years or projects where the construction phase has been substantially complete within the last 5 years as long as the design was completed within the last 7 years as amended. Are pre-design studies, projects that are not substantially complete, or projects completed outside of the timeline indicated permitted, assuming they do not make up the majority of the 5- 9 example projects included in Section F? Yes

If studies (feasibility, pre-design, and project development studies) are permitted, can it be assumed that if the projected construction value for the study is over $2,000,000, then that study can be submitted as part of Section F? Studies can be included.

Section F states that Teams shall compile at least 5 but no more than 9 total example projects illustrating repair and alterations at a minimum of $2,000,000.00 dollar range. Can you please clarify what is meant by range in this case? If a project budget is generally in the range of $2,000,000.00 is it permitted to be included? (HM) Yes

Section F states no more than ten key personnel, while Section E notes no more than eight key personnel.

Please clarify. Limit is 10 key personnel.

73 Is there a Page limitation for the entire submission, or any page limitation for Section F? See instructions in the solicitation sections.

Would the government be willing to share any representative task orders or project briefs from past contracts to help us gauge the expected deliverables and workload? Yes, provided

Could the government clarify if it would be acceptable to cite the IDIQ or BPA contracts to demonstrate our firm's experience, or is the reference requirement limited to specific Task Orders?

Okay to cite IDIQ or BPA but must also provide key personnel and project qualifications

Can the government specify if there is a page limit for the past performance documentation, similar to the 2-page limit set for resumes? See instructions in the solicitation sections.

Can the government confirm the extension of the proposal deadline as indicated during the Q&A session?

yes 3/19/24

The solicitation contains conflicting details regarding the number of resumes and project references required. Could the government please clarify the exact numbers needed for submission? Be specific on which section you are referring. See other RFI answers.

Could the government share insights into the expected percentage distribution of work across the services and disciplines mentioned for task orders?

For example, Vertical Transportation type of work will consist of 10% of the anticipated Task Orders. Can not provide at this time

Could the government clarify if post-award adjustments to our team composition, specifically adding or substituting members, are allowed?

If that is the case, what would be involved in the process?

Any changes to key personnel must be addressed to GSA with resume of alternate for GSA approval.

Regarding the Formatting Requirements and Limitations on Submitted Materials, it is noted that an 11”x17” page size may be utilized for presentation materials. Could you specify whether this 11”x17” page size is applicable to Section D – Organizational Chart, Section F – Example Projects, and Section H

– Additional Information? If not, could you clarify in which sections the 11”x17” format is allowed?

All proposals should be in a .pdf format and be in an 8.5” x 11” or 11”x17”. 8.5x11 may be used for other documents (i.e. resumes and cover letters) in a similar fashion. A maximum page size of 11x17 may be used for presentation material (i.e. work examples to illustrate past performance).

Regarding the Formatting Requirements & Limitations on Submitted Materials, when using an 11”x17” page size, will it be considered as one single page or as two pages towards the total page count? Can be counted as one if the 11x17 is one continous illustration, diagram, or graphic.

For Section F, could you please confirm that the mentioned $2,000,000.00 range refers to the construction value of the example projects, rather than the value of the A/E services provided?

Yes, this is referring to the construction cost.

In Section F, could you clarify if the referenced $2,000,000.00 dollar range encompasses the total value of IDIQ tasks associated with a comprehensive project? For instance, does it include renovations to an office complex completed through multiple IDIQ task orders by the A/E firm?

$2M is referring to the construction cost.

Section F mentions that 'Teams must be able to provide services ranging from pre-design studies through post-occupancy.' Additionally, during the oral Q&A session, there were several mentions of strategic occupancy planning, space optimization, and workspace design, yet these services are not highlighted in the solicitation's listed range of services or A/E disciplines. Given the emphasis on post-occupancy services for Region 11, particularly in the post-Covid context, will occupancy planning and/or workplace design be incorporated into the list of potential services and/or A/E disciplines?

Yes, Program of Requirements (POR) for consolidation, renovations, workplace strategy, etc. is to be included.

In Section F under Example Projects, there are several mentions of 'key personnel' throughout the paragraph. Could this be a typographical error, with the intended reference actually being 'example projects' instead of 'key personnel' throughout Section F? Section F is about the Team, not Projects.

Regarding SBA Certification vs. Self: Considering that this is a Brooks Act solicitation, would the agency be open to considering evaluation factors for A/E firms that hold SBA certifications, such as 8(a), HUBZone, or WOSB, compared to self-certified small businesses without SBA certifications during Stage no

Could the Government kindly provide a summary, including contract numbers, task descriptions, award values, and periods of performance for all task orders issued since 2019 under the incumbent contracts identified by the numbers 47PF0019D0055, 47PF0019D0048, 47PF0019D0052, 47PF0019D0054, 47PF0019D0049 47PF0019D0050 47PF0019D0057 47PF0019D0051 47PF0019D0058

Will provide an brief overview of some projects that was issued off the current contract vechicle

Could the Government indicate when the responses to submitted questions will be made available?

3/8/24

Page 7 Section E says "Do not provide more than 8 key personnel" and Page 8 Section F says "Do not provide more than 10 key personnel" What is the overall limit on the number of key personnel resumes we can submit? Limit is 10 key personnel.

91 Is there an overall page count limit? If so, does that limit include the SF330 Part IIs Limit to 5 pages

Will GSA anticipate Building Energy Performance Modeling Services to accomplish the task orders outlined or anticipated?

It is anticipated that Building Energy Performance Modeling could be a task order.

Are there any security clearances required to perform any tasks or access any project locations? Is there a requirement for work to be performed only by US Citizens? Yes, performed by U.S. Citizens.

Does GSA anticipate the need for climate risk and resilience consultancy services on any of the task orders? Yes, it is possible depending on project program type.

95 Is there an official date for when we can expect RFI responses? 3/8/24

For completion of SF330, is it recommended to use 8.5x11 format, or is an alternate format of 8.5x11 or 11x17 acceptable? Primarily 8.5 x11 format.

97 For additional pages, is either format acceptable? Primarily 8.5 x11 format.

98 Are there any pages where 11x17 format is not acceptable? Primarily 8.5 x11 format.
