Paragraph II.D. Technical Proposal shows “Factor 2: Experience on Comparable Projects and Key Personnel” in the table on page 8 of 33.
However, on page 9 of 33, the description for Factor 1 calls out for key personnel and the description for Factor 2-Experience on the following page does not mention key personnel.
Please confirm resumes are to be included in Factor 1.

Exhibit 3-Key Personnel Resume Form states a resume shall only be provided for positions identified on the list of key personnel identified in the Proposal Response. I do not find a list of key personnel in the RFP. Does this statement mean that we shall only provide resumes for the individuals that we are naming as key personnel and that it is up to the offeror is to determine what positions are “key”?
5/15/2024 Please only provide resumes for personnel you have designated as key personnel. CO

In the RFP, Section II. Proposals, under the Factor 4 Past Performance, on page 11 of 33, the RFP states to provide a minimum of two references who can verify that OUR company provided recent devices and required attachments of similar scope. However, the RFP documents included Exhibit 4-Past Performance Questionnaire. The proposal instructions do not mention providing PPQs.
Please clarify the requirements of Factor 4.
Provide 2 references per project listed in Factor 2 Provide completed PPQs for each project listed in Factor 2 Provide completed PPQs and provide 2 references per project listed in Factor 2
5/29/2024
The offeror can use Exhibit 4 - Past Performance Questionnaire (PPQ) to (a) provide two (2) references for each project listed in Factor 2. This means (b) completing a PPQ for each project in Factor 2. Therefore, the process for (c) would involve following the steps mentioned above.
CO
0001 06 5/29/2024 Admin If PPQs are required, can PPQs completed for prior proposals be submitted? 5/29/2024
The offeror must submit the completed Past Performance Questionnaire (PPQ) with their proposal to enable a comprehensive evaluation of the offeror's past performance in relation to the solicitation.

Re: Page 12 of 33 in the RFP, II.E Other Information to Submit with Proposal
This section states we are to submit an executed Proprietary Information Agreement from Turner & Townsend Heery, LLC with our proposal.
This is something I’ve never come across before. I have reached out to Turner & Townsend Heery, LLC twice and will keep attempting to get an agreement executed. However, if we are unable to provide an executed agreement, will our proposal be considered “UNACCEPTABLE?”
5/29/2024
You are only required to sign the Proprietary Information Agreement with Turner & Townsend Heery, LLC (TTH) if you have confidential information that you need to protect regarding this project. Your proposal will not be deemed "UNACCEPTABLE" if you do not have any information that requires protection under the Proprietary Information Agreement.
