Presolicitation Notice: 47PL0119R0039 ALCAN LPOE Fire Alarm Upgrade

NOTICE: 100% SET-ASIDE SMALL BUSINESS PROCUREMENT PROGRAM IN

ACCORDANCE WITH FEDERAL ACQUISITION REGULATIONS PART 19.

SUBJECT: PRESOLICITATION ANNOUNCEMENT

Presolicitation Notice: 47PL0119R0039 ALCAN LPOE Fire Alarm Upgrade

The U.S. General Services Administration (GSA) intends to solicit proposals from qualified Small Business firms, for a firm-fixed price design/build construction contract, to furnish all labor, materials, equipment, tools, and supervision necessary to perform all operations required for the successful completion of the project in accordance with the statement of work (SOW) and SOW attachments. This project is designated as the ALCAN Land Port of Entry (LPOE) Fire Alarm Upgrade, Tok, Alaska.

Major work items include but are not limited to: Provide all investigation and analysis/calculations to submit a 100% design submittal for GSA approval, followed by complete replacement of the existing fire control alarm system to include panel(s), conduits, conductors, detectors, and associated notification devices at the ALCAN LPOE complex in accordance with current codes, i.e., NFPA, IBC, ABAAS, and Regional GSA Fire Life Safety guidelines.

Basis of award will be a best value / tradeoff selection process considering both price and non-price factors. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

Evaluation Criteria: The Government will evaluate the submitted qualification packages based on the following: (1) Proposed Plan and Management Approach, (2) Experience on Comparable Projects, and (3) Past Performance.

The Government intends to award without discussions but reserves the right to hold discussions if determined necessary.

The applicable NAICS Code for this project is 238210, and the small business size standard is $15 million U.S. dollars in annual receipts.

Contractors must be actively registered in the System for Award Management (SAM) at time of receipt of proposal to be considered for award. Contractors are required to have a unique entity identifier number and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government.

FAR 36.204, the magnitude of this requirement in terms of physical characteristics and estimated price range is between $1,000,000.00 and $2,000,000.00.

Period of performance is 360 calendar days after Notice to Proceed (NTP).

All relevant solicitation documents will be available for download on or about May 31, 2019 at this website: Federal Business Opportunities (www.fbo.gov). Any amendments issued to the solicitation will be posted solely on this website. Responses will be due approximately 30 days following the date of the posting of the solicitation.

A formal site visit will be organized to occur approximately 14 days following the date of the posting of the solicitation. Location: ALCAN LPOE, Milepost 1221.8, Tok, Alaska 99780.

It should be noted that the ALCAN LPOE complex is located in a remote area of Alaska and is approximately 90 miles by road from the nearest lodging facilities.

DOCUMENT, BUT A PRE-NOTICE OF THE UPCOMING SOLICITATION. SPECIFIC

INSTRUCTIONS ON SUBMITTING YOUR PROPOSAL WILL BE CONTAINED IN THE

POSTED SOLICITATION DOCUMENTS.

Registering provides opportunity to receive notifications, which is a tool of convenience only and does not serve as a guarantee of notification.
