The new scope of work under section 2 (Project background) only indicates replacement of the Fire Alarms system in 4 buildings. However, the Section 6 (Project Description) indicates “all manual pull stations, all notification devices, and all smoke / heat / duct detectors as shown on 1995 Alcan Fire Alarm Replacement Drawings”. Referenced drawings encompass the above devices in the buildings mentioned above, plus the modular buildings, trailers and rec center. Which narrative is correct?
No modular buildings or trailers outside of the four specified buildings are included in the base scope of work. As a separate optional line item, GSA would like to include the Recreation Center building as well.

After removal of existing conduits and devices are we to paint and patch the immediate affected areas/locations or are we to patch same and paint floor to ceiling and corner to corner in all or some areas?
Areas in the Station Building seen by the public should be patched and painted to a natural break. Areas within other buildings should be patched and painted in the immediate location. AMD 0002

Are all new conduits to be painted to match walls and ceilings? Per R10 guidance, exposed conduit in public (office, common, and residential) areas must be painted to match background paint. Exposed conduit in other areas (e.g, Service Building, Utilidor, Mechanical or Electrical spaces, and above ceiling grid) must be painted completely red.

GSA believes there are five (5) doors providing separation in the utilidor, but the exact count should be verified by the contractor's design team. AMD 0002

Is it the desire of the government to actually remove these systems and provide only the code minimum sprinkler monitoring with sprinklered and new multi-station smoke alarms? Or are we to provide full NON- Required fire alarm systems with detection to replace what is removed?
GSA FLS Response: I am unable to understand the question as being stated as this project will provide a more code compliance system for the location in question. If the question however is related to the residential locations, as a reminder, the residential areas are to meet the requirements of the fire codes and all smoke detectors required in these locations are to be connected and monitored by the new FACP. In other words, battery operated stand alone type of detectors will not be permitted.

GSA requires a contractor background fitness determination for each individual working inside federal facilities. These investigations require filing an application and fingerprinting, but no monetary costs. No badging will be required for this project.

The electronic permit is for work on the existing fire alarm system. In a parallel installation, work performed on the existing system will not occur until the new system is nearly complete (2_DIV1 Specs 014126 1.1).
• Will this permit be required on a daily basis or only when work affects the existing, operating system?

The scope of work requires replacement of existing waterflow switches except as recently replaced ID by GSA (SOW 6.1). During the site visit non were identified as recently replaced. It’s understood all waterflow switches shall be replaced.

The station building has a second that we viewed on the site visit. They were initially stated to be residence with kitchenettes. Upon viewing, it was noted one space is set up as a training area.
• How will these rooms be classified for this project?
GSA FLS Response: the room in question will be classified per its current usage (i.e. drawing says office, usage is conference room; then, the room is classified as conference room). AMD 0002

During the site visit, contractors were not permitted to view all of the rooms in the service building. Due to limited access please confirm the following.
• Are there any uninterrupted power supplies in the service building?
• Are there any transformer vaults in the service building?
• Are there any telephone exchanges in the service building?
• Are there any information technology rooms in the service building?
No restrictions on viewing areas were enforced during the site visit. Service building has none of these areas. AMD 0002

During the site visit access was not provided to the 3-plex. It was stated the residence rooms were the same as the one residence room we viewed in the 4-plex.
• Please confirm the ceiling/wall/floor construction is the same as the 4-plex.
• Please identify the occupancy of the basement areas below the 3-plex residences.
• Please identify the use of the basement areas below the 3-plex residences.
Construction in 3-plex residences is very similar to what was seen in the 4-plex. Areas in the basement below each 3-plex are included as part of the residence. AMD 0002

The design-build statement of work Section 3 states “Work hours for this project are unrestricted.” The 3-plex and 4-plex are occupied living spaces.
• Will the occupied spaces be vacated based on the 7 day notice and unrestricted work hours?
• Will the contractor need to work around personal belongings in the living spaces
Yes, work hours and work around furnishings and personal belongings in the living spaces will need to be highly coordinated to ensure minimum impact to Border Patrol personnel and mission.

• Will space be made available for up to 2 trailers, a dumpster, temporary toilet and multiple work trucks?

The Design-Build statement of work, section 2, project background states “the rec center to the 4-plex building may require wireless or shallow trenching.” On site it was noted there is communication infrastructure in this facility.
• Are there existing telephone lines to the Rec Center?
• Can a dialer be utilized for the new fire alarm monitoring?
• Are any telephone line pairs available for use by the fire alarm system?
• Are there any fiber optic lines to the rec center?
• Are there any fiber optic strands available for use by the fire alarm system?
• For remote monitoring of Rec Center are there limitations on wireless frequencies for the area?
• Would a frequency between UHF 450-470 MHz with a bandwidth of +/- 5MHz be made available to use?
• Are there limitations of mounting small antennas on the exterior of the Rec Center or the Service and Station buildings?
Post contractor site visit, GSA identified a manhole with 3" buried conduit extending from very near the man door of the rec center through an intermediary manhole to the utilidor under the 3-plex. This route is currently planned for an ongoing fiber optic install from Tok into Canada, but should provide space to run connections for the FA system.

The doors separating each facility entrance to the utilidor require magnetic release closures.
The majority of the existing doors are metal but do not have labels stating they are fire rated.
The GSA stated the metal doors are fire rated during the site visit.

From each facility, raceway installation will be required through the concrete walls in the utilidor. These will require firestopping per code and GSA R10. The GSA R10 states ALL holes shall be firestopped in any wall or floor whether it’s rated or not rated. There are a number of existing penetrations that are not fire blocked.
• Shall existing penetrations be firestopped between facility basements and the utilidor under this project?
Firestopping existing unfilled penetrations leading from the utilidor should be included within the scope of this project. AMD 0002

During the site walk, it was apparent the generator room is not on the plans provided for service building.
• Are as-builts available for the generator room?

The GSA R10 requirements require supervision devices if emergency generators are provided. The ALCAN LPOA is powered by 2 generators and a newer emergency generator.
The contractor is not providing generators.

Record drawings are required per the RFP. During the site visit it was stated CAD is not available. A pre-construction survey will be required to create floor plan drawings for this if CAD is not available. If CAD is available, there would be a significant cost savings for the
GSA.

The design-build statement of work, section 6 state the requirements for the FACP, repeater panel and 4 sub panels.
• Please provide AHJ desired locations for each panel.
GSA FLS Response: the FACP is the only location that the contractor will be required to locate as stated in the RFP. The location of any subpanels or repeaters or others will be determined by the installation contractor based on their needs, easy access/logistics, and/or code compliance.

It is unclear if a voice notification system is required for the project. It is understood that the primary evacuation signal is a "Slow-Whoop" per GSA R10 and the "Slow-Whoop" has been used in the voice system at other GSA projects.
• Is voice notification required?
• If a voice notification system is required do the stairwells between the first floor and basements need a separate zone for the 3-plex, 4-plex and Station building?
• If a voice notification system is required do the stairwells between the first floor, basement and second floor need a separate zone for the Service building?
GSA FLS Response: Bullet 1 - for the audio fire alarm notification, the requirements are to provide fire alarm speakers. Upon alarm, a slow-whoop shall be activated. The capabilities for "live-voice" messaging to all areas within the RFP shall also be provided. Additional detailed requirements and information are located in the SOW and GSA Region 10 Policies for the contractor to reference if needed. Bullet 2 - Yes per PBS P-100 Section 7.6.4 (2018 Ed), "Where emergency communication systems are provided, fire alarm speakers must be installed in elevator cars and exit stairways; however, they must only be activated to broadcast live voice messages (e.g., manual announcements). The automatic voice messages must be broadcast through the fire alarm speakers on the appropriate floors, but not in stairs or elevator cars." Please refer to the RFP and GSA Region 10 Policies for additional requirements if any. 46 7/26/2019 During the site visit it was stated that if ½” conduit exists in the residential areas it can be reused. All existing raceway for the existing fire alarm is wiremold.
• Can the existing wiremold be reused?
GSA FLS Response: GSA will review the usage of the existing 1/2" EMT and permit the usage if this provide the same level of safety and provides benefit to the Building/GOV.
The usage of the existing wiremold however, GSA will review as case-by-case basis and the contractor shall justify its usage and determine that the level of safety of them is higher than required by the RFP.

During the site walk it was stated that no surface mount conduit would be allowed. The GSA R10 states surface mount conduit is allowed and defines color requirements in the installation procedures.
• Can surface mount conduit be installed if it meets the requirements of the GSA R10 requirements?
GSA FLS Response: GSA Region 10 Policy states that "All fire alarm exposed conduits (including flex or greenfield conduits) and junction boxes located in non-public areas (mechanical rooms, electrical rooms, parking garages, etc), within walls/ceilings and drop ceilings, shall be painted completely red unless otherwise directed. All fire alarm exposed conduits (including flex or greenfield conduits) and junction boxes located in public areas must be painted to match existing background unless otherwise directed." If the only option available to install the conduits to meet fire codes is to expose the conduits, this will be permitted, but if the expose conduits are to be installed if other methods are available, then, this will not be permitted.

During the site visit is was stated the contract would be subject to the most recent PBS and GSA publication specifications at the time of award. If the specifications change between the bid date and award date the contractor is subject to potentially new requirements that were not proposed on.
• How does the GSA handle this possible scope increase/decrease?
Any scope changes between bid and award will be negotiated between GSA Contracting Officer and contractors. AMD 0002

On page 8 (Section II.D), it states in the paragraph with instructions for Factor 1 that “The page limit for this factor is ten (10) pages.” On page 24 (in the evaluation factors section), in the subsection on Subfactor 1.a – Work Plan, it says that “The page limit for this factor is ten
(10) pages.” Is that right?
• Is there 10 pages allowed for the work plan?
Factor 1: Technical Approach consists of two subfactors: 1.A Work Plan and 1.B Schedule.
GSA will accept 10 pages for the subfactor 1.A Work Plan; the subfactor 1.B Schedule is separate from the Work Plan page limit.
