Sacramento Exterior Window Washing Solicitation Questions and Answers

Solicitation: 47PK1523Q0001

Job Walk: June 29th, 2023

Contracting Officer: David White

Project Manager: Rob Rudd

Q1: Robert T Matsui Federal Courthouse requires a sealer. Could you please be more specific on the type of sealer required? (ie: stucco, concrete, name brand)

A1: The GSA PBS P100 manual states that the Indiana Limestone Institute guidance will dictate the means and methods by which the limestone is treated. However, the Indiana Limestone Institute does not make recommendations on types or brands of sealant, so the contractor must propose the sealant they deem most appropriate for the application. Prosoco Limestone Restorer was used on the test section documented in the solicitation and shown on the site walk. Products must also comply with the Federal Acquisition Regulation clauses 52.223-1 – Biobased Product Certification and 52.223-2 - Affirmative Procurement of Biobased Products Under Service and Construction

Contractors that were included in the solicitation.

Q2: During the building pressure washing are there special coverings for the motors so they do not get wet which could cause damage?

A2: We have no coverings for the motors to be used during the washing session. If this is something you think should be covered during the operation then you must provide it.

Q3: Who is responsible for paying for the certification with Sky Rider Equipment Co.?

A3: The GSA will be responsible for procuring the 30 day use permit for the project. The contractor will be responsible for obtaining training certificates from Sky Rider for the use of the system at the

Robert T. Matsui Federal Courthouse located at 501 I St., Sacramento CA, 95814.

Q4: Can you confirm if the wage determination occupation code for limestone sealing would be the same as window cleaning?

A4: The current wage determination that was included with the solicitation, Service Contract Act WD

#2015-5631 dated 12/26/2022, contains many occupation codes. It is the contractor’s responsibility to ensure that they are adhering to the rates and benefits identified for the different occupations listed in the wage determination.

Q5: What is the current or previous contract amount?

A5: There is no current contract and it has been a number of years since there was a window cleaning contract in place, so we do not have information to provide on previous contracts.

Q6: Is the detailed price breakout to be included/added on the form SF1449 or will we be required to submit pricing separately from the SF1449 listing all items under Work Summary?

A6: The detailed price breakout can be included/added on the form SF1449 or provided separately. As long as it clearly demonstrates the costs associated with the work to be done.

Q7: Can you provide us with the product that was used to seal the building in the sample picture on exhibit 1?

A7: Prosoco Limestone Restorer.

Q8: Will there be an amendment reflecting the changes discussed during the site walk?

A8: Yes. The information provided here along with the revised Scope of Work dated 7/6/2023 and additional attachments are all part of the amendment to the solicitation 47PK1523Q0001.

Contractors are required to sign and return a copy of the SF30 amendment form with their proposal to acknowledge receipt of the additional information.

Limestone Restorer is safer and easier to use than conventional acidic or abrasive cleaning systems.

Contains no hydrofluoric acid. Use in combination with pressure water rinsing.

ADVANTAGES

• Easy-to-use, one step cleaner.

• Water rinsable. No substrate neutralization required.

• When properly used, safer for surfaces than conventional cleaning systems.

• Will not damage window glass.

Limitations

• Not for use on polished granite, limestone, marble or travertine.

• May etch smooth, acid-sensitive surfaces.

• On fired clay brick and pavers that are prone to metallic staining, Sure Klean® Restoration Cleaner or Light Duty Restoration Cleaner may be more suitable.

• Not for removal of heavy carbon staining. Use Sure Klean® 766 Limestone & Masonry Prewash.

• Not for use on treated low-E glass; acrylic and polycarbonate sheet glazing; and glazing with surface-applied reflective, metallic or other synthetic coatings and films.

Limestone Restorer

PREPARATION

Protect people, vehicles, property, plants, and all non masonry and acid-sensitive surfaces from cleaner, rinse, residue, fumes and wind drift.

Protect and/or divert auto and pedestrian traffic.

Finish cleaning before installing windows, doors, hardware, light fixtures, roofing materials and other non masonry items. If already installed, protect before cleaning. Caulking and sealant materials should be in place and thoroughly cured before cleaning begins.

Surface and Air Temperatures Best air and masonry surface temperatures for cleaning are 40° F (4° C) or above. Cleaning when temperatures are below freezing or will be overnight may harm masonry. If freezing conditions have existed, let masonry thaw before cleaning.

Equipment Apply using a densely-filled masonry washing (tampico) brush, roller or low pressure (50 psi max) spray. Do not apply with high pressure spray equipment. This drives the cleaner deep into the surface, making complete rinse difficult.

Discoloration may result.

Rinse with enough water and pressure to flush spent cleaner and dissolved soiling from the masonry surface and surface pores without damage. Inadequate rinsing leaves residues which may stain the cleaned surface.

Masonry-washing equipment generating 400–1000 psi with a water flow rate of 6–8 gallons per minute is the best water/pressure combination for rinsing porous masonry. Use a 15–45° fan spray tip. Heated water (150–180° F; 65–82° C) may improve cleaning efficiency. Use adjustable equipment for reducing water flow-rates and rinsing pressure as needed for sensitive surfaces.

Rinsing pressures greater than 1000 psi and fan spray tips smaller than 15° may permanently damage sensitive masonry. Water flow-rates less than 6 gallons per minute may reduce cleaning productivity and contribute to uneven cleaning results.

Storage and Handling Store in a cool, dry place with adequate ventilation.

Always seal container after dispensing. Do not alter or mix with other chemicals. Published shelf life assumes upright storage of factory-sealed containers in a dry place. Maintain temperature of 45–100° F (7–38° C). Do not double stack pallets.

Dispose of unused product and container in accordance with local, state and federal regulations.

APPLICATION

Read “Preparation” and the Safety Data Sheet before use.

ALWAYS TEST a small area of each surface to confirm suitability and desired results before beginning overall application. Test each type of masonry and each type of stain. Test with the same equipment, recommended surface preparation and application procedures planned for general application. Let test

area dry 3–7 days before inspection and approval.

Make the test panel available for comparison throughout the cleaning project.

Dilution Dilute with a minimum 2 parts and up to 6 parts water to 1 part Limestone Restorer concentrate.

Conduct test panels to determine the mildest dilution ratio which produces the most effective cleaning solution. ALWAYS TEST the final dilution rate producing the desired level of cleanliness.

When diluting, pour cold water into empty polypropylene or polyethylene bucket, then carefully add cleaner. Acidic liquids and fumes attack metal.

Application Instructions On some surfaces, repeated applications may etch surfaces. Always use the mildest cleaning solution possible. Always test before overall application.

1. Working from bottom to the top, prewet the surface with clean water.

2. Apply the diluted cleaner liberally to the masonry surface.

3. Let the cleaning solution dwell 3–5 minutes.

Reapply. Light agitation improves cleaning results.

4. Working from bottom to the top, rinse the treated area thoroughly. If pressure water equipment is not available, use a garden hose with nozzle adjusted to a tight stream.

Cleanup Clean tools and equipment using fresh water.
