About this file

This document is an Amendment (Amendment 0001) to Solicitation 47PK0525R0031 for an Intrusion Detection System (IDS) Panel Replacement project for the IRS located in Fresno, CA. The amendment extends the proposal due date to June 17th, 2025 at 4:00pm PDT and includes answers to contractor questions regarding the project scope. Key details include specifications for the new Bosch 8512G panel, which will use IP/Telecom communication with no cellular backup, and involves connecting to a network switch in the MDF/telecom room. The project encompasses 48 total zones, including panel tamper, roof hatch contact, duress, glass break, motion, door contacts, and gate contacts, with some zones located on the building exterior, guard shack, and vehicle/pedestrian gates.

The amendment provides clarification on several technical aspects, such as the contractor's responsibilities to program zone types and names at the local panel and test with Mega Center, minimizing system downtime during cutover, and handling of access control power supplies. Contractors will require an escort while working on-site, and the scope includes installing a new panel and power supply. The solicitation is issued by the General Services Administration (GSA) Public Buildings Service Region 9, with the Contracting Officer David White, and is structured as a firm fixed-price contract for replacing the existing IDS control panel and associated system components.

Answers to Questions Received

Q: Please confirm that the system in its existing state is to be cutover, as it sits, meaning no currently faulty zones are to be repaired by the offeror.

A: Existing state. Connect only active zones. Any existing fault to be fixed by our maintenance contract.

Q: Please provide zone list and zone map information, as well as location of any zone expanders locations other than what we were shown in the Security room.

A: Attached is a working copy of which needs perfecting but should give you a good idea of zone locations. However, I do not know the location of the zone expanders other than what was shown in the security room.

Q: Please confirm the location of the network switch we are to be connecting the intrusion panel to.

A: MDF/telecom room. It is marked on the attached zone location map.

Q: Please confirm the current communication tech in use, and what is to be used by the new Bosch 8512G, on the job walk, we were told that panel was to use IP communication, however we need confirmation that IP is going to be the sole method of communication and no cellular backup is required.

A: Yes, just IP/Telecom. No backup communication required.

Q: Please confirm what FARs apply to Bosch components of this solicitation.

A: It is unclear exactly what this question is referring to. Bosch is not a prohibited source and Commercial Off the Shelf (COTS) items below the Simplified Acquisition Threshold are not subject to Buy American restrictions.

Q: Please advise how we are to handle portions of the IDENTIV access control system that are located in the same enclosure as the IDS. Upon initial investigation, it appears that the power source for the request to exit sensors is located within one of the zone expander enclosures.

A: A request has been made to have our contractor confirm and/or relocate the power back to the ACS power supply. If not possible, the IDS contractor can leave the existing IDS power supply in place and demo the IDS wires only. The scope states to install power for the new panel.

Q: Please confirm our programming responsibilities vs what will be handled by Mega Center.

A: Contractor to program every zone type and name at the local panel then test with Mega Center.

Q: Please confirm it is understood that system takeover/replacement will require several days of downtime.

A: Install new panel and power supply first to minimize downtime for cut over only.

Q: Please confirm that if our personnel will be granted unencumbered access or if we will require escort, given that movement throughout the facility will be required for this project.

A: Escort

Q: How do you want us to address the access control power supply inside the zone expander cabinet?

A: A request has been made to have our contractor confirm and/or relocate the power back to the ACS power supply. If not possible, the IDS contractor can leave the existing IDS power supply in place and demo the IDS wires only. The scope states to install power for the new panel.

NOTE:

There are a total of 48 zones:

(1) panel tamper, (1) roof hatch contact, (5) duress, (5) glass break, (11) motions, (15) door contacts, (10) dock rollup gate contacts, pedestrian gate & vehicle slide gate

Attached are the alarm zone locations. Zones 8, 13, 14, 17, 55, & 56 are on the exterior of the building, guard shack, vehicle slide gate and pedestrian gates. 55 & 56 shows on the Northeast side but should be on the Northwest of the parking lot.
