About this file
This document contains questions and responses related to a federal solicitation for upgrades to the James Corman Federal Building. The solicitation is a two-phase design-build procurement issued by the General Services Administration Public Buildings Service Region 9. Phase 1 is a request for qualifications seeking technical plans and bonding information from offerors. Responses to questions clarify that a general conceptual technical plan and letter confirming bonding limits are sufficient for Phase 1. Phase 2 will involve a request for proposals where offerors will submit detailed technical proposals and pricing information. Only women-owned small businesses, service-disabled veteran-owned small businesses, and Historically Underutilized Business Zone firms are eligible to submit proposals.

RESPONSE 02 to Pre-Proposal Questions
James Corman R&A – Design Build Phase 1 - RFQ
No. Question Response
RFP section II.D.(2) asks for, “Proof of bonding to $5M.” Please confirm that a letter from our surety stating single and aggregate bonding limits will be sufficient
Yes, a letter from surety confirming bonding limit(s) is sufficient.
RFP section II.C.(3).5 requires Offeror’s to submit a technical plan that includes “the offeror’s approach to managing the project to meet or exceed performance criteria.” The
RFP document provided does not include any plans or specifications, nor any specific
“performance criteria.” Will the Government provide the project performance criteria, or consider striking the requirement for a technical plan during the Phase 1 response?
Phase I Technical Plan is based on SOW.
Therefore, a general or conceptual Technical
Plan is the expectation.
RFP section II.C.(3).2 asks for offerors to provide a phasing plan. However, the RFP only includes a one-page summary scope of work (I.A., “The Project”). An effective phasing plan considers access points, ingress/egress, paths of travel, and access to amenities like restrooms. The documents provided do not outline this basic information about the building, which means that any phasing plan developed based on these documents will not be viable. Will the
Government provide specifications, plans, or additional information to assist Offerors in the preparation of the phasing plan, or consider striking the requirement for a technical plan during the Phase 1 response?
Phase I Technical Plan is based on SOW.
Therefore, a general or conceptual Technical
Plan is the expectation.
RFP section VI.B outlines the evaluation of
Phase 2 proposals, stating, “the following
Phase 2 non-price factor shall be used to evaluate offers: (1) Technical Proposal.” Is this different from the technical plan/technical proposal required in Phase 1? Or, would the
Government consider moving the requirement for a technical plan from Phase 1 to Phase 2 in line with this clause?
Yes, the Phase 1 (RFQ - Request for
Qualifications) Technical Plan is different than
Phase 2 (RFP - Request for Proposal) Technical
Proposal.
Can a more detailed SOW and/or floor plans be provided outlining the project requirements? This will enable the teams to provide a complete/competent Technical Plan for design and construction.
Phase I Technical Plan is based on SOW.
Therefore, a general or conceptual Technical
Plan is the expectation.
