About this file
This document contains responses to questions from offerors regarding a Request for Qualifications (RFQ) for the James Corman Federal Building Upgrades project. Key details include:
-
The RFQ is a Phase 1 solicitation issued by the General Services Administration for upgrading an unspecified federal building. It is a 100% set-aside for woman-owned small businesses, service-disabled veteran-owned small businesses, or HUBZone businesses. Responses were due by May 8, 2020 but the deadline was extended in an amendment.
-
The responses clarify that financial information and payroll records are not required at this phase. A general technical approach plan and schedule can be provided rather than project-specific details. Relevant experience must include at least $2 million in similar project value. Past performance references should be included for similar projects listed under relevant experience.
-
Phase 2 will involve a Request for Proposal but no other Phase 2 details are provided in this document. Questions seek clarification on proposal requirements and content.

No. Question Response
1 In the "Technical Plan", page 8 of 15 of the
RFQ. The bottom of the paragraph shows:
"1.) Critical Path Schedule (CPM)." It did not elaborate on what it requires. How should we respond to this item?
We are looking for a schedule that shows the critical path as defined in Webster's Dictionary.
2 In "(4) Past Performance of Team..." on page 8 of 15. Can we submit an executed Past
Performance Questionnaire on the relevant project filled-out by its GSA Project Manager
Yes. However, content must include PP submission content requirements.
3 The solicitation was released on 04/24/2020
(SF1442, block 3), and the response is due on
05/08/2020 (SF1442, block 13.a). This provides only 14 calendar days for a response. Per 48
CFR § 5.203(c), except for the acquisition of commercial items, agencies shall allow at least a
30-day response time for receipt of bids or proposals from the date of issuance of a solicitation, if the proposed contract action is expected to exceed the simplified acquisition threshold. We respectfully request that the
Government extend the proposal due date to
May 26, 2020 to allow for a full 30-day response period
Bids or proposals are not requested at this time as defined in Federal Acquisition Regulation Part 2.
This is a Request for Qualifications.
4 RFP II.E. Joint Venture Offerors to submit a copy of the executed Joint Venture agreement.
RFP II.B outlines seven sections for the
Proposal Format: (1) cover letter; (2) signed amendments; (3) relevant experience; (4) technical; (5) past performance; (6) offeror representations & certifications; (7) proof of bonding. Where should the executed Joint
Venture agreement be submitted within the required proposal format?
Any JV agreements shall be identified in the cover letter and added as an attachment or Item 8 of package.
5 RFP II.E.(4) requires that Joint Venture Offerors provide “financial information” for each member of the joint venture. Please clarify what financial information should be submitted and where to include it within the proposal?
There is no "financial information" required in this phase. See amendment 01.
RFP II.E.(4) asks for “past performance information” for each member of the joint venture. Please confirm – if a single member of the Joint Venture has no past performance to submit, would this result in a neutral rating just for that member of the Joint Venture? Then, the
Joint Venture Offeror would be evaluated based on the relevant past performance provided for the other member of the Joint Venture.
No past performance for any area is neutral. The
JV offeror would be evaluated based on relevant past performance provided for the portion of the scope for which it will be responsible as identified in its proposal.
7 Please consider extending the due date for proposals to allow offerors ample time to adequately address RFI responses.
See Amendment 01
8 Please confirm there are no page count limitations associated with Phase I proposal submission, including total proposal page count and pertaining to the Technical Plan section.
See Amendment 01
9 Please consider amending the threshold for the offeror’s experience on similar projects to
$2,000,000 at initial award.
See Amendment 01
10 Section II.C. (2).1. of the RFP requires that relevant project summaries include “percent of design and construction work completed by offeror’s own employees (provide payroll information)…”. Please confirm that this requirement is adequately addressed when the offeror provides percentage of self-performed work associated with design and construction services and “payroll information” does not need to be provided as supporting documentation.
The offeror may submit Qualifications without payroll information; however, the government reserves the right to request payrolls at any time during this acquisition.
11 Section II.C. (3) of the RFP requires that offeror provide a written plan addressing approach and delivery of THIS project, including risks, phases, key disciplines and critical path schedule. Please confirm that this requirement is adequately addressed when the offeror provides a generalized approach in written narrative to project delivery and does not need to identify specific tasks, roles or develop a CPM schedule, as Bridging Documents (plans and specifications) concerning this project have not yet been provided.
Phase I Technical Plan is based on SOW.
Therefore, a general approach Technical Plan is the expectation.
12 Section II.C. (4) of the RFP requires that past performance of the team (including AE) be provided for the same similar projects submitted under the relevant experience factor. Please clarify what additional information should be provided to address “verifiable information and references.” The relevant experience factor requires that project summaries include a detailed description of work, including current point of contact. Is this section intended to address past performance of the team not included in the relevant experience factor?
See section VI.A.(2)
13 Section II.C. (4) of the RFP notes that the
Government may choose to obtain additional information through PPIRS. Can previously completed PPQs or CPARS for projects identified under the relevant experience factor be provided in this section? Does the
Government intend to issue a Past Performance
Questionnaire for customers to complete?
The requirement is for the offeror to provide verifiable information and references for the
"same" Similar Projects submitted under the
Relevant Experience factor.
Questionnaire forms will not be issued.
14 Please provide Concept Plans for area affected by work to inform our ability to prepare
Technical Plan responses.
Phase I Technical Plan is based on SOW.
Therefore, a general approach Technical Plan is the expectation.
Please confirm anticipated deliverables during
Phase 2
See Section VI.B. - Those selected to proceed to
Phase 2 will receive a Request for Proposal.
