About this file

This document is an Amendment 04 to a GSA Construction 2026 Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation for Region 09. The amendment, dated 12/29/2025, includes a revised Agreement, Solicitation, and Standard Form 1442, and establishes a new proposal due date.

The amendment contains detailed Questions and Answers (Q&A) addressing key submission requirements, specifically focusing on Past Performance Questionnaires (PPQs), Contractor Performance Assessment Reporting System (CPARS) evaluations, and GSA Form 527 financial documentation. Key clarifications include: PPQs from other federal agencies are acceptable if substantially similar; CPARS cannot be used in lieu of PPQs; work performed as an employee cannot be submitted as past performance for a new employer; and GSA Form 527 must be submitted through a Google Form with complete financial statements covering three years, including in-house financial statements for the first two quarters of 2025.

Amendment 04 Construction 2026 IDIQs Region 09

Q1. Are contractors able to turn in a PPQ form that was previously provided to a different customer on a different proposal. The questionnaires sometime have slightly different formats and questions but are generally the same. Please advise.

A1. An Offeror may submit PPQs which the Offeror previously submitted in another proposal for a different submission (or may submit new PPQs not previously submitted in any other proposal). However, Offerors may not merely incorporate by reference previously submitted proposals. It is not sufficient to only direct the Government to refer to a previously submitted proposal. Any PPQs submitted for this solicitation must be produced in whole, and not merely reference a previously submitted proposal. The contracting team for this solicitation does not have access to any PPQs submitted in a proposal submitted for any other solicitations.

PPQs from other federal agencies will be accepted to meet the Solicitation requirement for PPQs, if the PPQs from other federal agencies are substantially similar to the GSA PPQ included in the Solicitation.

Q2. I want to clarify that CPARs evaluations are not allowed to be used in lieu of PPQs.

A2. That is correct. CPARS may not be submitted in lieu of PPQs.

Q3. Can work I performed as an employee for my former employer be submitted as past performance on behalf of my new employer?

A3. No.

Q4. GSA Form 527 is required to be submitted through the Google Form, the information disclosed on GSA Form 527 is very sensitive and proprietary by nature. Can the GSA form 527 be submitted directly to the Contracting Officer in lieu of the Google Form. If permitted we can upload a PDF document in place of the GSA form 527 into the google form that reflects this action and fulfills the upload requirement.

A4. No, the GSA Form 527 may not be submitted separately to the Contracting Officer. The GSA Form 527 must be submitted through the Google Form.

Q5. Please clarify the several RFI responses regarding GSA Form 527 SECTION III – FINANCIAL STATEMENTS. Per Form 527, Offeror is allowed to complete Section III and without audited and/or internal financial statements.

a. If Offeror opts to provide three years of audited and/or internal financial statements, is the Offeror required to complete the Blocks 21, 24 and 25 of Form 527?

b. If Offeror elects to complete Section III, are three years of audited and/or internal financial statements still required to be submitted with the Offeror’s proposal?

c. If Offeror elects to complete Section III, please confirm Block 21 BALANCE SHEET AS OF date of 12/31/2024 is acceptable.

A5. a. All sections of the GSA Form 527 must be completed.

b. Yes.

c. Provide three years of audited and/or internal financial statements, which shall include in-house financial statements for the first two quarters of 2025.

Q6. Please clarify the several RFI responses regarding GSA Form 527 SECTION IV – INCOME STATEMENT. Section IV does not specifically allow audited and/or internal statements to be provided in lieu of filling out the form.

a. Please specify required dates for Block 26 and Block 27.

b. If Offeror opts to provide three years of audited and/or internal financial statements, is the Offeror also still required to complete the Blocks 26 through 28 of Form 527?

A6. a. Block 26: July 1, 2022; Block 27: June 30, 2025

b. Yes.

Q7. Regarding GSA Form 527, for Section VII, if we do not have any Public Building Service contracts, do we list contracts instead for other clients/projects?
