About this file

This document is an Amendment (Amendment 01) to a GSA Region 9 Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ) Construction Contract for multiple geographic zones. The amendment provides government answers to Request for Information (RFI) questions received from potential offerors, clarifying various solicitation requirements for Factor 1: Past Experience and Factor 2: Past Performance.

Key details include requirements for submitting project experiences across eight categories (mechanical, electrical, plumbing, design-build, historic preservation, and three dollar-value ranges), with offerors required to submit exactly five different projects. Proposals must include four Past Performance Questionnaires (PPQs), up to five performance recognition documents, and at least one project located within the geographic zone of the proposal. The solicitation uses a point-based scoring system, with socioeconomic set-asides for different small business categories. Offerors must submit all documents through a Google Form, with specific formatting and file size restrictions, and each project can only be submitted for one category evaluation.

Amendment 01 10/14/2025

Q1. On Page 8 of the "Construction Contract for: Region 09 Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) Contracts for Construction, Zone 2" document, it states, "Exactly five different projects must be submitted, no more and no fewer. Each project may only be submitted for one category; however, offerors are permitted to submit more than one project for a given category. There is no requirement that offerors submit a project for each category."

We are planning to submit for multiple zones and were wondering if we submit proposals for multiple zones, can we use the same projects for each zone, or must they be different?

A1. For Factor 1: Past Experience, you may use the same projects for proposals for different Zones, as long as at least one project for each Zone’s proposal was performed in the geographic area of the Zone for which your proposal is submitted.

Q2. RFP Section II.F.3) states financial information must be submitted for each member of the Joint Venture. Are separate GSA Forms 527 required for each member of the joint venture?

A2. Yes, separate Forms 527 must be submitted for each member of the joint venture, and for the joint venture itself.

Q3. RFP Section II.F.3) states Representations and Certifications must be submitted by each member of the Joint Venture. Are separate Representations and Certifications required for each company?

A3. Yes, each firm which is a party to the joint venture must submit their own Representations and Certifications.

Q4. On page 8 under A. Factor 1: Past Experience says we can only submit 5 projects and they may only be submitted for one category. However, there are 8 categories: mechanical, plumbing, electrical, design-build, historic, below $350K, $350K-$1M, and above $1M.

Additionally, page 8 also says each project may only be submitted for one category.

How can we meet all 8 categories if 1. we can only submit 5 projects and 2. each project can only be submitted for each category (which would always leave 3 categories empty, no matter what)? We'd like to request that a project can meet a work category AND a dollar value category. For example, we would like to request that a project can be mechanical and under $350K.

A4. For Factor 1: Past Experience, the solicitation does not require or allow for Offerors to submit a project for all 8 categories.Offerors must submit exactly 5 different projects, and may distribute those 5 projects however they choose among the 8 categories. The same project may not be submitted for multiple categories; to answer the question specifically - no, a project may not be submitted as both a mechanical and under $350K project. Multiple different projects (up to 5) may be submitted for the same category. The Government will not evaluate more than 5 projects per proposal under Factor 1.

Q5. Page 8 also states this, "Category set-aside contracts may be awarded per Zone for the proposal(s) receiving the highest scores in the following categories:

● Below $350K; maximum of three set-asides

● Design-Build; maximum of three set-asides

● Mechanical; maximum of two set-asides

● Historic Preservation; maximum of two set-asides"

We'd like to clarify that this means that, for example, up to 3 projects will be set aside for 8(a), women-owned, etc.

A5. There are two different kinds of set-asides for each Zone: category set-asides; and socio-economic set-asides. These are completely separate.

The number of category set-asides per Zone are as listed in your question, and are the same for each Zone. “Category set-asides” refers to the type of project category, and includes potential set-asides for the following project categories: Below $350K; Design-Build;

Mechanical; and Historic Preservation. Please note: there are potential category set-asides for only 4 of the 8 different types of project categories.

The number and type of socio-economic set-asides are different for each Zone, and are listed in the table in section VI.A. Evaluation of Offers of each Zone’s Solicitation document.

Socioeconomic set-asides refers to set-asides for the following different types of small businesses: HubZone; Women-owned; Service-Disabled Veteran-Owned; and 8(a).

Q6: Are we to submit our projects on the Google Form or are we to attach our technical proposal PDF? The way the Form is designed, I cannot go forward to see what is required for our projects without answering every single question and uploading every document, some of which I'm waiting to receive from my team.

If we are to enter our past experience projects into the Google Form, can you tell us what is required for each project so that we can gather that information separately while we work through the rest of the Google Form?

I've made it to page 6 of 17 in the Google Form and would love to know what information I need to start collecting for the other 11 pages.

A6: Only the Google Form and the specific attachments requested throughout the Google Form shall be submitted. The Solicitation document also details all the information which must be submitted via the Google Form.

The Google Form also saves your progress, so you may fill out part of the Google Form, and then come back to it later to fill out the rest.

Q7. The RFP says Factor 1: Past Performance is worth 100 points. That includes 10 points for each project (5x10=50), plus a potential of 10 additional points for each project (5x10=50+50=100).

However, according to page 12, there's a potential for 10 additional points for projects that are below $350K, $350K-$1M, and above $1M. We can actually receive up to 130 points if I'm understanding this correctly. Is that right?

A7. Please note that Factor 1 is Past Experience, not Past Performance. This answer assumes that your question relates to Factor 1: Past Experience.

There are 8 project categories (Mechanical, Electrical, Plumbing, Design-Build, Historic Preservation, Projects Below $350,000 ($350K), $350K–$1 Million ($1M), and Above $1M). 10 additional points are available for each of the categories, not just the below $350K, $350K-$1M, and above $1M categories. Offerors must submit exactly 5 different projects (no more, no fewer) for Factor 1: Past Experience. Projects will not be submitted for all 8 categories. Offerors must choose which categories for which to submit a project or projects.

Each project is eligible for 10 points to meet the standard of evaluation (regardless of which project category they are submitted for), and 10 points for additional consideration, totalling 20 points possible per project.

Q8. On Page 8, Section A, Factor 1: Past Experience, bullet point states 'Was a member of a joint venture, and the Offeror was the prime contractor.' Should this clarify that the joint venture itself was the prime contractor, rather than the individual offeror?

A8. Please refer to the revised Solicitation dated 10/10/2025 issued with this Amendment 01 for changed language.

Q9. Given the ongoing government shutdown and resulting turnover/unavailability of government personnel needed for PPQ completion, we respectfully request an extension of the proposal due date to allow sufficient time to obtain all required Past Performance Questionnaires.

A9. At this time, the due date and time for proposals is not extended.

Q10. Regarding Page 13, Section A, Factor 2: Past Performance—for the requirement of up to 4 PPQs, are CPARS or alternate government agency forms with comparable information acceptable in lieu of the standard PPQ format?

A10. CPARS reports will not be accepted to fulfill the Solicitation requirement for Past Performance Questionnaires (PPQs). However, CPARS reports will be accepted to fulfill the requirement for Performance Recognition Documents.

PPQs from other federal agencies will be accepted to meet the Solicitation requirement for PPQs, if the PPQs from other federal agencies are substantially similar to the GSA PPQ included in the Solicitation.

Q11. GSA Form 527 Contractor's Qualifications and Financial Information: Section III says we can submit financial statements with notes in lieu of completing Section III, which essentially asks for Balance Sheet information. Can we also skip filling out Section IV if we provide financial statements, since the financial statements will also contain the Income Statement? Do we submit the financial statements for only the most recent year?

A11. All sections of the GSA Form 527 must be filled out. Provide financials for 2024 and the first two quarters of 2025.

Q12. Please provide the form for Past Experience project narratives.

A12. There is no form for submitting Past Experience project narratives. The Google Form requires the Offeror to provide the following:

● Project Name and Location

● Contract Price at Award

● Category of Project

● Owner Point of Contact’s Name, Title, Email Address and Phone Number

● Substantial Completion Date.

The Offeror must also submit a separate .pdf file for each project narrative, which does not exceed two single-sided 8.5 x 11 inch pages. The narrative may also contain graphics, but they are not required, and the graphics must be included within the maximum page limit for the narrative. The narrative should demonstrate how the project qualifies for consideration of the specific project category for which it is submitted. There is no required form or structure for these narratives, other than the requirements already provided. Each file is limited to a size of 10 MBs, and must be submitted as a .pdf file.

Q13. Are Offerors automatically considered for or assigned to category set-asides, or do we need to declare our interest in each category?

A13. Offerors are automatically considered for all category set-asides and do not need to declare an interest in each category. However, on Offeror will only be eligible for a category set-aside if they submit at least one project for that specific category.

Q14. How do Offerors advise GSA of socioeconomic status? Where does that information belong?

A14. There are questions on the Google Form to indicate this information.

Q15. Can CPARS be used in lieu of PPQ's?.

Q16. In order to be eligible for the optional extension periods, does the awarded contractor need to re-confirm then small business 8(a) (or other) eligibility?

A16. No. Small business, and/or any socio-economic status do not need to be reconfirmed prior to an option period being exercised.

Q17. The RFP states the Offeror must submit up to four PPQs and up to five performance recognition documents, such as a CPARS. Can you confirm the intent is that these are to be separate documents and that a CPARS is not intended to double up as a PPQ.

A17. Confirmed. PPQs and Performance Recognition Documents are separate requirements.

CPARS reports shall not be accepted in lieu of PPQs. CPARS reports may be submitted as Performance Recognition Documents.

Q18. In the Solicitation (Section II.D.B), the PPQ section states that "The offeror must submit up to (4) PPQs...". Does this mean we MUST submit 4, but cannot submit more than 4?

A18. Offerors must submit 4 PPQs in order to be eligible to receive the maximum available points for these documents. More than 4 PPQs will not be accepted.

Q19. For the Google Form, can we see how the proposal will be formatted without having to fill out the submission fields ahead of time? For example, we would like to know if the individual sections will be submitted as files or manually filled into the Google Form.

A19. Only the Google Form and the specific attachments requested throughout the Google Form shall be submitted. The Solicitation document also details all the information which must be submitted via the Google Form.

All other information will be inputted directly in the Google Form. The Google Form autosaves, and can be edited up until the proposal due date.

Q20. In the Solicitation (Section II.D.B), the Past Performance Recognition Documents section states that "Offeror must also include up to (5) performance recognition documents...". Does this mean we MUST submit 5, but cannot submit more than 5?

A20. Offerors must submit 5 Performance Recognition Documents in order to be eligible to receive the maximum available points for these documents. No more than 5 Performance Recognition Documents will be accepted.

Q21. In Factor 2 – Past Performance, there appears to be conflicting guidance. Which of the following is correct?

1. Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission.

2. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.

Please clarify which statement applies.

A21. Both of these statements are correct. An Offeror may submit PPQs which the Offeror previously submitted in another proposal for a different submission (or may submit new PPQs not previously submitted in any other proposal). However, Offerors may not merely incorporate by reference previously submitted proposals. It is not sufficient to only direct the Government to refer to a previously submitted proposal. Any PPQs submitted for this solicitation must be produced in whole, and not merely reference a previously submitted proposal. The contracting team for this solicitation does not have access to any PPQs submitted in a proposal submitted for any other solicitations.

Q22. Factor 1 the standard of evaluation is met when a past project is submitted that has been substantially completed – what is considered “substantially complete”?

A22. “Substantially complete” refers to when the contracting entity (Owner, Client; etc) for the submitted project takes possession of the construction space and may use the space for its intended purpose, and is sometimes referred to as “turnover” or when the contracting entity “accepts” the space.

Q23. Would the Government consider providing a project evaluation table for Factor 1 – Past Performance? Without a table, it is unclear how offerors can demonstrate their qualifications to achieve the maximum score.

A23. It is unclear if this question refers to Factor 1: Past Experience or Factor 2: Past Performance. There is no “Factor 1 - Past Performance” in this solicitation.

Q24. Is there any evaluative benefit to emphasizing the role of teaming partners in our submission?

A24. It is not understood what the terms “emphasizing” or the “role of teaming partners” mean in this question.

Q25. RFI #1 – Zone 2 (Solicitation No. 47PK0125R0005)

Subject: RFI – Clarification on Geographic-Zone Project Requirement, Section II.D – Technical Proposal

[Potential Offeror] respectfully requests clarification regarding the language in Section II.D – Technical Proposal of Solicitation No. 47PK0125R0005 (GSA Region 9 Construction IDIQ Zone 2).

The solicitation states:

“At least one (1) project must be located within the geographic Zone for which the Offeror is submitting a proposal. Proposals not conforming to these requirements will not be considered responsive and will not be eligible for award.”

[Potential Offeror] has extensive relevant federal and state construction experience throughout California; however, our firm has not yet completed a project physically located within the Zone 2 geographic boundaries. We plan to satisfy this requirement upon task-order award by subcontracting with a qualified Northern California firm that has performed construction projects within Zone 2.

Please confirm whether this approach—demonstrating in-zone capability through a teaming or subcontracting arrangement at the time of task-order award—would be considered compliant with the geographic-zone project requirement cited above, or if an existing, completed project physically performed within the Zone 2 boundaries is mandatory at the proposal stage.

A25. Merely “demonstrating in-zone capability through a teaming or subcontracting arrangement at the time of task-order award” does not meet the requirement in this solicitation that “[a]t least one (1) project must be located within the geographic Zone for which the Offeror is submitting a proposal.”

Q26. RFI #2 – Zone 3 (Solicitation No. 47PK0125R0006)

Subject: RFI – Clarification on Geographic-Zone Project Requirement, Section II.D – Technical Proposal

[Potential Offeror] respectfully requests clarification regarding the language in Section II.D – Technical Proposal of Solicitation No. 47PK0125R0006 (GSA Region 9 Construction IDIQ Zone 3).

The solicitation states:

“At least one (1) project must be located within the geographic Zone for which the Offeror is submitting a proposal. Proposals not conforming to these requirements will not be considered responsive and will not be eligible for award.”

[Potential Offeror] possesses substantial federal and public-works experience in the western United States but has not yet performed construction work within Zone 3 (Hawaii and the Pacific Islands). Our intent is to satisfy this requirement upon task-order award by subcontracting with qualified Hawaii-based firms that have completed projects within the Zone 3 geographic area.

Please confirm whether this proposed method—fulfilling the geographic-zone participation requirement through subcontracting with qualified local firms during task-order execution—meets the intent of Section II.D or whether a project physically performed within Zone 3 prior to proposal submission is required for responsiveness.

A26. Merely “subcontracting with qualified local firms during task-order execution” does not meet the requirement of this solicitation that “[a]t least one (1) project must be located within the geographic Zone for which the Offeror is submitting a proposal.”

Q27. Reference IDIQ- Zone 1, 47PK0125R0004 Section II.D, Technical Proposal—Factor 1:

Past Experience (100 points). Please confirm the required format and if documentation is required for the project examples. Is a concise narrative summary sufficient, or do you require supporting evidence (e.g., contract type and value, award/complete dates, client confirmation, completion certificates)? If any specific elements or page limits are mandatory, please identify them.

A27. The Google Form requires the Offeror to provide the Project Name and Location; Contract Price at Award; Category of Project; Owner Point of Contact’s Name, Title, Email Address and Phone number, as well as the date for which the submitted project was Substantially Completed. The Offeror must also submit a separate .pdf file for each project narrative, which does not exceed two single-sided 8.5 x 11 inch pages. The narrative may also contain graphics, but they are not required, and the graphics must be included within the maximum page limit for the narrative. The narrative should demonstrate how it qualifies for consideration of the specific project category for which it is submitted.

Q28. Reference IDIQ- Zone 1, 47PK0125R0004 Section II.D – Technical Proposal, Factor 1:

Past Experience (100 points). Please confirm whether evaluation for socio-economic set-aside awards will follow the published point-based category scoring only, or whether any categories receive preferential consideration due to separate category set-asides existing.

A28. After the category set-asides are determined, the remaining proposals will be ranked from highest to lowest based on the total technical score from both Factor 1 and Factor 2 for each Zone. From this list, the apparent socioeconomic set-aside awardees will be determined (pending evaluation of price, responsiveness, and responsibility). Socioeconomic set-asides will be awarded based on highest technical scores, for Factors 1 and 2 combined. Additionally, socioeconomic set-aside awardees must score a minimum of 50 points under each technical factor, have fair and reasonable pricing, a responsive proposal, and be deemed responsible under FAR Part 9, in order to be eligible for an award.

Q29. Reference IDIQ- Zone 1, 47PK0125R0004 Section II.D – Technical Proposal, Factor 2:

Past Performance (100 points). The RFP states “Offerors must also include up to five (5) performance recognition documents.” Will the Government accept these from the same projects already used in Factors 1 and/or 2, or must they be different projects?

A29. The Performance Recognition Documents may be from the same projects submitted for Factors 1; Factor 2 PPQs; or different projects not included elsewhere in the proposal.

Q30. Reference IDIQ- Zone 1, 47PK0125R0004 Section II.D – Technical Proposal, Factor 2:

Past Performance (100 points). The RFP states “Offerors must also include up to five (5) performance recognition documents.” For “awards,” would a signed SF 1442 or notice of award suffice, or is the Government expecting full award documentation (e.g., POCA, SOW)? Please specify any format or any page limits A30. “Awards” in reference to Performance Recognition Documents does not mean contract awards such as those reflected on a Standard Form 1442 or a notice of award. “Awards” in reference to Performance Recognition Documents means a prize or other mark of recognition given in honor of an achievement, so as to recognize distinguished performance.

There is no specified format or page limits for Performance Recognition Documents. However, the Performance Recognition Documents must be submitted in PDF only, with a maximum file size limit of 10 megabytes.

Q31. Reference IDIQ- Zone 1, 47PK0125R0004 Section II.D, Technical Proposal, Factor 2: Past Performance (100 points). The RFP states “Offerors must also include up to five (5) performance recognition documents.” Please confirm whether PPQs are acceptable as performance recognition documents, or if only CPARS are acceptable. If PPQs are acceptable, will there be a requirement for supporting materials, such as contracts, or transmittal details, and if there is any format or page limits.

A31. The solicitation requires submission of four (4) PPQs, and separately requires up to five (5) Performance Recognition Documents. PPQs will not be accepted as a type of Performance Recognition Documents, as there is a separate requirement specifically for PPQs. No “supporting materials” are required to substantiate the Performance Recognition Documents.

There are no specific format or page number limits for Performance Recognition Documents, but each document size is limited to 10 MBs.

Q32. RFP p. 8, II.D.A. Factor 1: This lists EIGHT past experience categories (1. Mechanical, 2.

Electrical, 3. Plumbing, 4. Design-Build, 5. Historic Preservation, 6. Projects Below $350,000, 7.

$350K–$1 Million, and 8. Above $1 Million) that will be evaluated. But it limits our submitted projects to FIVE and says each project can be submitted in only ONE category. This has us confused. Does this mean the maximum number of categories we can apply for is FIVE?

A32. For Factor 1: Past Experience, the solicitation does not require or allow for Offerors to submit a project for all 8 categories. Offerors must submit exactly 5 different projects, and may distribute those 5 projects however they choose among the 8 categories. However, one project cannot be submitted for multiple categories. Offerors will choose which projects to submit for which category, and there will not be projects submitted for all 8 categories, because exactly 5 projects (no more, and no fewer) must be submitted. The maximum number of categories for which projects may be submitted is five.

Q33. RFP p. 8, II.D.A. Factor 1: If we have a $700,000 design-build project in a historic facility that involved electrical and HVAC work, do we have to choose whether to submit it as historic or electrical or HVAC or design-build or $350,000–$1 million?

A33. Yes, that is correct. The solicitation requires submission of five different projects, and each project may only be submitted for evaluation for one project category.

Q34. RFP p. 8, II.D.A. Factor 1: If we want to compete for all three of the dollar amount categories, do we have to use three of our five experience projects to cover the full dollar range? Or if we submit in the over $1 million category, will that also qualify us for smaller projects?

A34. Each project submitted will be for consideration within only one project category, as selected by the Offeror on the Google Form. A project submitted for the above $1 Million category will only be considered for evaluation in that category; it will not also be considered for evaluation for any other category, such as the Projects Below $350,000 ($350K) or $350K–$1 Million ($1M) categories.

Q35. RFP Factors I and II: Past Experience and Past Performance: Projects are to be substantially completed in the past seven years. If we have a multimillion-dollar project being completed in phases over a 5-year period and we have an interim CPARS and PPQ for the completed phases, will that be acceptable?

A35. “Substantially complete” refers to when the contracting entity (Owner, Client; etc) for the submitted project takes possession of the construction space and may use the space for its intended purpose, and is sometimes referred to as “turnover” or when the contracting entity “accepts” the space.

If an individual phase of a multi-phase project is designated as substantially complete by the contracting entity for the project, then that specific phase may be submitted for consideration under Factors 1 and/or 2, as long as all other solicitation requirements for that project are met.

PPQs and CPARS which reflect only the phase or phases which are substantially complete may be submitted for consideration.

Q36. RFP p. 18, III.1 says certain information in the solicitation documents may be controlled unclassified information (CUI). We do not see CUI in the documents, but want to make sure we're not missing something. If there is any, please tell us where it is.

A36. In this solicitation for the base IDIQ contracts, there is no information designated as CUI.

However, this clause will also apply to task order solicitations issued under the awarded base contracts. Such task order solicitations may include CUI.

Q37. GSA Form 527 Contractor's Qualifications and Financial Information: SECTION VII says, “CONSTRUCTION/ SERVICE CONTRACTS INFORMATION (Public Buildings Service Contracts Only).” The capitalization on this form makes it ambiguous. Is this asking for only projects performed for GSA’s Public Buildings Service, or is it asking more broadly for service and construction contracts performed at any public building?

A37. For this section of the form, only list projects performed for the GSA Public Buildings Service.

Q38. In the past, we have submitted our CPA-prepared financial statements in lieu of completing Section III of GSA Form 527. Previously, our bonding company required quarterly CPA financial statements; however, they now only require them annually, and we provide quarterly in-house financials instead.

For the purposes of this form, may we submit our CPA-prepared financial statement as of 12/31/24, since we no longer prepare quarterly CPA statements? Alternatively, would our quarterly in-house financial statements be acceptable?

A38. All sections of the GSA Form 527 must be completed. Provide the financial statement for 2024, as well as in-house financial statements for the first two quarters of 2025.

Q39. May we submit a proposal (and be awarded a contract) as both an individual contractor, and as a member of a joint-venture, within the same Zone? If we are awarded a contract within a specific Zone as both an individual contractor and as a member of a JV, may we submit proposals for specific task orders under the awarded Zone?

A39. Every offer received will be reviewed for compliance with the terms of the solicitation.
