About this file
This document is an Amendment to a GSA Region 9 Construction Indefinite Delivery/Indefinite Quantity (IDIQ) Solicitation for Zone 4, dated 10/24/2025. The solicitation seeks construction contractors to perform various federal construction services, including general contractor, design-build, renovation, and facility system modifications for federally-owned and leased facilities across Region 9.
Key details include: The government intends to award between 10-20 IDIQ contracts for the zone, with targets for socioeconomic and category set-asides. Contractors must submit five past experience projects, four past performance questionnaires, and performance recognition documents. Proposals are due 11/19/2025 at 3 PM Pacific Standard Time, with an anticipated contract award in June 2026. Offerors are required to propose rates for overhead, profit, and bonding. Task orders will range from $100,000 to $5 million, with each awardee given fair opportunity to compete. Typical services include construction, design, modifications to architectural, mechanical, electrical, and plumbing systems for facilities such as courthouses, federal office buildings, and land ports of entry.

Amendment 02 Construction 2026 IDIQs Region 09
Q1. If it is not too much bother, could the Government please provide a PDF copy of the Proposal Submission Google Form?
A1. No PDF of the Google Form will be provided.
Q2. Where applicable, would it be acceptable to use Contractor Performance Assessment Reporting System (CPARS) evaluations in lieu of Past Performance Questionnaires (PPQs) for this solicitation?
Due to recent reductions in force (and related organizational changes), and the government shutdown, we have encountered significant difficulty obtaining completed PPQs from several past customers. Given that CPARS provides official, government-verified performance evaluations, we believe it offers a reliable and standardized source of past performance information consistent with the intent of the solicitation requirements.
A2. CPARS reports will not be accepted to fulfill the Solicitation requirement for Past Performance Questionnaires (PPQs). However, CPARS reports will be accepted to fulfill the requirement for Performance Recognition Documents.
Q3. Could the Government clarify if there is a page count limit for II.D. Technical Proposal A.
Factor 1: Past Experience?
A3. The Offeror must submit a separate PDF for each project narrative, which does not exceed two single-sided 8.5 x 11 inch pages. The narrative may also contain graphics, but they are not required, and the graphics must be included within the maximum page limit for the narrative.
Each file is limited to a size of 10 MBs, and must be submitted as a PDF.
Q4. For Factor 1, is there any form to fill out the information or do we provide our own?
A4. There is no form for submitting Past Experience project narratives. The Google Form requires the Offeror to provide the following:
● Project Name and Location
● Contract Price at Award
● Category of Project
● Owner Point of Contact’s Name, Title, Email Address and Phone Number
● Substantial Completion Date.
The Offeror must also submit a separate PDF for each project narrative, which does not exceed two single-sided 8.5 x 11 inch pages. The narrative may also contain graphics, but they are not required, and the graphics must be included within the maximum page limit for the narrative.
The narrative should demonstrate how the project qualifies for consideration of the specific project category for which it is submitted. There is no required form or structure for these narratives, other than the requirements already provided. Each file is limited to a size of 10 MBs, and must be submitted as a PDF.
Q5. For Factor 2, can we submit PPQs that were submitted previously in past IDIQ RFP?
A5. Yes, but please note the requirement that PPQs submitted must be for construction projects substantially completed in the last seven years from the due date of proposals for this Solicitation. Also, note that Offerors may not merely incorporate by reference previously submitted proposals. It is not sufficient to only direct the Government to refer to a previously submitted proposal. Any PPQs submitted for this solicitation must be produced in whole, and not merely reference a previously submitted proposal.
Q6. For Factor 2, can we submit CPARS in lieu of PPQs as were allowed in the past? Most contracting officers will not complete the PPQs and defer to the CPARS.
A6. CPARS reports will not be accepted to fulfill the Solicitation requirement for Past Performance Questionnaires (PPQs). However, CPARS reports will be accepted to fulfill the requirement for Performance Recognition Documents.
Q7. For Factor 2, on page-14 it says that the “Offerors must also include up to five (5) performance recognition documents…including CPARS” If the CPARS are already included in place of PPQs, would that serve both purposes?
A7. CPARS reports will not be accepted to fulfill the Solicitation requirement for Past Performance Questionnaires (PPQs). However, CPARS reports will be accepted to fulfill the requirement for Performance Recognition Documents.
Q8. Reference IDIQ- Zone 1, 47PK0125R0004. What will be the method of individual project award/bid for the contractors that are awarded the IDIQ. Will projects be bid between the contractors or will there be a particular estimating program required i.e. Rs means, cost works, or MII etc.?
A8. The selection method for task orders under the awarded base IDIQ contracts will be stated in each task order solicitation, and will vary for each task order solicitation, as determined by the ordering Contracting Officer.
Q9. Is there a pre-submittal meeting for this opportunity?
A9. No.
Q10. Is the contractor allowed to pick which states they want to apply for? Or do we have to apply for the entire region?
Q10. Proposals are for a specific Zone, not for specific states. However, IDIQ base contract awardees can choose whether or not to submit a proposal for any specific task order solicitations once they are issued. Task orders will identify specific scopes of construction work, and the specific location at which they will be performed.
Q11. Does the contractor need to be licensed in every state at the time of submission?
A11. No, contractors do not need a state license at the time of submission of a proposal for this base IDIQ solicitation. Contractors may be required to have a state license at the task order level.
Q12. In Factor 1 - past performance it states to submit exactly 5 different projects, no more, no fewer. This is unclear - Is the Government looking for 5 projects per category across all 8 categories or projects from 5 of the 8 categories? This requirement is unclear.
A12. Offerors must submit exactly 5 different projects total (no more, no fewer) for Factor 1:
Past Experience. Projects will not be submitted for all 8 categories. Offerors must choose which categories for which to submit a project or projects.
Q13. In Factor 2 – it is unclear on how to achieve the maximum 100 points for this factor – can the Government please provide an evaluation table showing how the offeror can achieve a maximum score? It states that each project will receive 10 points each - how do we achieve another 50 points for the maximum total of 100?
A13. All proposals will initially be assessed a neutral score of 50 out of 100 for Factor 2: Past Performance. Depending on which documents (PPQs and Performance Recognition Documents) are submitted, and the quantity and content of each, points will then be added and/or deducted from the initial score of 50. Each of the maximum 4 PPQs submitted is worth a potential of additional 10 points and each of the maximum 5 Performance Recognition Documents is with a potential additional 2 points. Accordingly, an Offeror may achieve the maximum 100 points for Factor 2: Past Performance according to the allotment in the table below:
Documents: Potential Points:
Initial Neutral Assessment Score: 50
PPQ 1: 10
PPQ 2: 10
PPQ 3: 10
PPQ 4: 10
Performance Recognition Document 1: 2
Performance Recognition Document 2: 2
Performance Recognition Document 3: 2
Performance Recognition Document 4: 2
Performance Recognition Document 5: 2
Total: 100
Q14. Would the Government consider releasing RFI responses through its standard dissemination protocols, via DoD Safe Link, PIEE or SAM.gov?
A14. Responses to solicitation RFIs are being released as Amendments, posted on SAM.gov.
Q15. Due to security concerns associated with using Google Forms, which is not a typical Government- platform, would the Government consider accepting proposal responses via PIEE or email instead? It is important to note that the use of Google Docs for official, government RFPs is a significant deviation from the Government’s standard practice.
A15. Proposals will only be accepted through the Google Form.
Q16. Please confirm that the three project experience categories related to the construction value (i.e. below $350K, $350K-$1M, and above $1M), are stand alone categories. For example, offerors can submit projects in the $1M and above category that don’t fit into any of the other categories (mechanical, plumbing, etc.).
A16. Confirmed.
Q17. Is there a specific format that needs to be used to submit the five projects in Factor 1? If a specific format is not required, is there specific information that is required for each project?
A17. There is no format for submitting Past Experience project narratives. The Google Form requires the Offeror to provide the following:
● Project Name and Location
● Contract Price at Award
● Category of Project required, and the graphics must be included within the maximum page limit for the narrative.
The narrative should demonstrate how the project qualifies for consideration of the specific project category for which it is submitted. There is no required form or structure for these narratives, other than the requirements already provided. Each file is limited to a size of 10 MBs, and must be submitted as a PDF.
Q18. Section VI.A. Evaluation of Offers states that the Government intends to award between 10 and 20 IDIQ contracts for each zone. Further, the set aside table on page 30 of 33 shows a target of 10 socioeconomic set-asides for Zone 4. Is the intention that the base IDIQs will be awarded to any small business, even if they are not in one of the designated socioeconomic categories?
A18. After the category set-asides are determined, the remaining proposals will be ranked from highest to lowest based on the total technical score from both Factor 1 and Factor 2 for each Zone. From this list, the apparent socioeconomic set-aside awardees will be determined (pending evaluation of price, responsiveness, and responsibility).
The Government will then determine which of the remaining technical proposals in each Zone to recommend for award, based on rankings of total technical points received from both Factors 1 and 2, and considering the goal to award between 10 and 20 contracts per Zone, and depending on multiple other considerations, including but not limited to: the size of a given Zone, the level of need, and the amount and quality of competition. The responsiveness of proposals, responsibility of Offerors, and fairness and reasonableness of proposed prices will also be considered.
Classification as a socioeconomic small business is not a requirement for award of a contract.
Classification as a small business for the NAICS code 263220 is a requirement for award of a contract.
In very limited circumstances, the Contracting Officer may consider awarding more than 20 contracts in a given Zone, or fewer than 10, if determined to be in the best interests of the Government.
Q19. Section VI.A. Evaluation of Offers states that the Government intends to award between 10 and 20 IDIQ contracts for each zone. Further, the set aside table on page 30 of 33 shows a target of 10 set socioeconomic set-asides for Zone 4. In addition, Section A. Factor 1: Past Experience describes an additional 10 (maximum) category set-asides. Is it possible that some of the socioeconomic set-aside targets will be achieved via the category set-asides? Or is the intention for the category set-asides to be separate from the socioeconomic set-asides? For example, is it possible there could be three 8(a) contracts award under the socioeconomic set-asides, and another three awarded under the category set-asides?
A19. Yes, it is possible that some of the socioeconomic set-aside targets will be achieved via the category set-asides.
Q20. Section A. Factor 1: Past Experience describes four categories that are eligible for category set-asides: below $350K, design-build, mechanical, and historic preservation. If an offeror is awarded a contract under one of those set-asides, will they only be eligible for task orders for those specific scopes?
A20. Offerors who are awarded a base IDIQ contract via a category set-aside will not be limited to task orders only for those specific scopes.
Q21. Section A. Factor 1: Past Experience describes four categories that are eligible for category set-asides: below $350K, design-build, mechanical, and historic preservation. Will those scopes also be available under contracts that were not awarded under one of the category set-asides? For example, if a company is awarded a contract under one of the socioeconomic set-asides, would they be eligible for a Design-Build contract?
A21. Individual task orders for awards below $350K, or that involve design-build, mechanical, and/or historic preservation scopes of work will be awarded based on the selection criteria of the individual task order solicitation; all awardees within the applicable Zone of the task order will be given a fair opportunity to compete for the task order, regardless of the scope of the task order, and regardless of whether they were awarded a base IDIQ contract based on any category set-aside. So, yes, if a firm is awarded a base IDIQ contract under one of the socioeconomic set-asides, they are given a fair opportunity to compete for a design-build task order.
Q22. Is the intention that contract awards will only be made under either a socioeconomic or category set-aside?
A22. No, that is not the intention. Some of the category set-aside awards may satisfy some of the socioeconomic award targets. Additionally, some of the category and/or socioeconomic set-asides targets may not be able to be met because not enough qualified proposals are received that would fulfill the category and/or socioeconomic set-asides. For these reasons, and also depending on multiple other considerations, including but not limited to: the size of a given Zone, the level of need, and the amount and quality of competition, awards may be made that are based neither on a category or socioeconomic set-aside.
Q23. Due to the ongoing Government shutdown, client points of contact may be unavailable to complete the required PPQs for Factor 2: Past Performance. Will the Government please consider an extension to allow adequate time for offerors to obtain completed PPQs once the shutdown is lifted?
A23. The proposal due date is extended to 11/19/2025, 3pm Pacific Standard Time.
Q24. How should we correctly input our bonding rate if we have a sliding scale percentage based on price? As the pricing goes up our rate goes down in %. Can we enter a range similar to what is shown on page 7 of 33 for Zone 4 accepted percentages?
A24. An exact bond rate (not a range) must be proposed, which represents the maximum amount that may be awarded on a task order. Offerors to an individual task order may propose a lower bond rate for that specific task order.
Q25. What is the estimated number of contracts that will come out to bid for this zone 4?
A25. It is not clear to the Government whether this question is asking for the estimated number of proposals (“bids”) will be submitted for Zone 4; or if this question is asking what the estimated number of contracts will be awarded for Zone 4.
It is unknown how many proposals will be submitted for consideration under Zone 4. The estimated number of contract awards to be made for Zone 4 is between 10 and 20. In very limited circumstances, the Contracting Officer may consider awarding more than 20 contracts in a given Zone, or fewer than 10, if determined to be in the best interests of the Government.
Q26. Is there an estimated budget for task orders to bid on for year one of the contract?
A26. No.
Q27. Proposal Upload Format:
Section II.B states that all proposal materials must be submitted through the Google Form. For Factor 1 (Past Experience), should each project be uploaded as an individual PDF file, or may all five project write-ups be combined into a single document if clearly separated and labeled?
A27. Each Factor 1: Past Experience Project Narrative must be uploaded as an individual file, for a total of five (5) individual PDFs. Combined documents will not be considered.
Q28. Financial Responsibility Documentation:
For Section II.E (Financial Responsibility), please confirm that a completed GSA Form 527 and a current bonding letter from a Treasury-listed surety are sufficient, and that a supplemental financial responsibility statement is optional.
A28. A supplemental financial responsibility statement is optional. However, depending on the expenditures in your financial statements, you may choose to submit a supplemental financial responsibility statement.
Q29. Task-Order Range Clarification:
The solicitation references task orders valued up to $5 million. Can GSA confirm whether this figure represents the maximum per-order ceiling for pricing purposes, or whether task orders may occasionally exceed that amount under exceptional circumstances?
A29. There is no maximum per-order limitation. There is only a maximum per-Zone total order limitation for the life of the contract, pooled among all awardees within a Zone. $5 million is a ballpark estimate of a value that will not often be exceeded for task order awards, based on historical information. However, there is no contractual limitation that prevents task order awards from exceeding $5 million.
Q30. Is there a preferred project information sheet/form that we need to use?
A30. There is no form for submitting Past Experience project narratives. The Google Form requires the Offeror to provide the following:
● Project Name and Location
● Contract Price at Award
● Category of Project required, and the graphics must be included within the maximum page limit for the narrative.
The narrative should demonstrate how the project qualifies for consideration of the specific project category for which it is submitted. There is no required form or structure for these narratives, other than the requirements already provided. Each file is limited to a size of 10 MBs, and must be submitted as a PDF.
Q31. Can we submit five CPARS (one per project we submit), in addition to the five past performance recognition documents?
A31. No. Only five Performance Recognition Documents may be submitted. CPARS reports may only be submitted as performance recognition documents, so five CPARS reports and five additional performance recognition documents would be a total of ten performance recognition documents, which is not permitted.
Q32. For submitting via the Google Form, are we able to save our submission and then submit later? Or we can only go through the submission process once?
A32. The Google Form autosaves, and can be edited up until the proposal due date/time.
Q33. There appear to be eight Past Experience categories provided: 1) Mechanical, 2) Electrical, 3) Plumbing, 4) Design-Build, 5) Historic Preservation, 6) Projects Below $350K, 7) Projects $350K-$1M, and 8) Projects $1M+. However RFP Sec. II.D states, "Exactly five different projects must be submitted, no more and no fewer." Please confirm there are eight Past Experience categories and that offerors are free to select which categories for which they wish to submit Past Experience.
A33. Offerors must submit exactly 5 different projects total (no more, no fewer) for Factor 1:
Past Experience. Projects will not be submitted for all 8 categories. Offerors must choose which categories for which to submit a project or projects. Multiple projects may be submitted for a single category - not to exceed five projects total.
Q34. While RFP Sec. II.D states an offeror shall submit exactly five Past Experience references, RFP Sec. B (Factor 2) states, "The Offeror must submit up to four (4) PPQs." Please confirm four PPQs was the intended number, not five, to match the number of Past Experience references permitted per offer.
A34. The Government does not understand what is meant by “Past Experience references.” It is confirmed that the solicitation is requesting up to four - not five - PPQs.
Q35. May we please see the questions from the google form for the proposal submission so we can properly prepare?
A35. The Solicitation document also details all the information which must be submitted via the Google Form.
Q36. Please confirm the following statement, "Exactly five different projects must be submitted, no more and no fewer. Each project may only be submitted for one category, however offerors are permitted to submit more than one project for a given category. There is no requirement that offerors submit a project for each category." For 8 categories submitting a project per category do we submit 5 projects that may meet various criteria?
The Government does not understand what is meant by “various criteria.”
Q37. Can experience and past performance be submitted for a member of a joint venture?
A37. For Factor 1: Past Experience, a project submitted will be considered; and for Factor 2:
Past Performance, a PPQ and/or performance recognition document will be accepted:
If the Offeror is not a joint-venture:
● and the past project submitted was performed by the Offeror as a prime contractor; OR
● and the past project submitted was performed by the Offeror as a member of a joint-venture, and the joint-venture was the prime contractor on that past project
OR If the Offeror is a joint-venture:
● and was the prime contractor on the past project; OR
● and the proposal for this Solicitation does not demonstrate any past projects performed by the joint-venture, but both members of the Offeror joint-venture have submitted a past project they performed, either as a subcontractor or a prime contractor.
Q38. Can 5 PPQs and/or CPARS be used to match the 5 projects specified in the experience vice the 4 PPQ and/or 5 CPARS?
A38. The Government does not understand this question.
Q39. May offerors submit additional RFIs prior to the RFI submissions deadline using this Google Form?
A39. The RFI submission deadline has passed. Potential Offerors may continue to submit additional questions through the Google Form, but there is no guarantee that they will be responded to. The Government will try to answer them as time permits.
Q40. Does PUBLIC BUILDING SERVICE restricted to GSA, or does VA count as a PUBLIC
BUILDING?
A40. To the extent that this question refers to Form 527, Section VII, “Public Buildings Service” only refers to projects within the Public Buildings Service within GSA, and does not refer to projects for the Department of Veterans Affairs.
Q41. Where can we add data for our design strengths and team?
A41. “[D]esign strengths and team” are not part of the evaluation criteria, and this information is neither requested nor will be accepted or evaluated.
Q42. Do you want projects in SF330 format?
A42. No.
Q43. Do you want cover sheet, cover letter, etc.?
A43. No.
Q44. In the section asking existing service contracts it states PUBLIC BUILDING SERVICE.
We have had 9 construction service contracts with the VA…can we add those?
A44. To the extent that this question refers to Form 527, Section VII, “Public Buildings Service” only refers to projects within the Public Buildings Service within GSA, and does not refer to projects for the Department of Veterans Affairs.
Q45. Are PPQs to be submitted separately or with initial submission?
A45. Completed PPQs should be submitted with the proposal, within the Google Form. If the client requests, the client may submit a questionnaire directly to the Government's point of contact, via email at krista.miller@gsa.gov prior to the proposal submission closing date and time. Emails shall be titled, “[Offeror Name - Zone X] PPQ 2026 Construction IDIQ.”
Q46. For financials, does GSA need year to date 2025 or complete 2024?
A46. Provide three years of audited and/or internal financial statements.
Q47. Can recently completed PPQs be submitted on forms other than that provided in the RFP, i.e. NAVFAC / USACE PPQ Form, see attached. The PPQ’s grading criteria content for the GSA Region 9 solicitation is exactly the same as the referenced PPQ form, just formatted slightly differently. This would be helpful given how difficult it is requesting this information and getting responses during this time of RIFs and government shutdown.
A47. PPQs from other federal agencies will be accepted to meet the Solicitation requirement for PPQs, if the PPQs from other federal agencies are substantially similar to the GSA PPQ included in the Solicitation.
Q48. 1) We currently have a 1M general liability. Are the limits negotiable at the task order level especially for low value jobs? (i.e. smaller orders <$350-500k should not carry a 5M liability requirement) A48. As stated in the Section III.F. Insurance Requirements in the Agreement dated 09/29/2025:
“No insurance is required for the base contract. Insurance shall be required for all task orders and shall meet the following requirements, unless different amounts are specified in a task order.” The Contracting Officer on individual task order solicitations may choose to lower the insurance coverage requirements.
Q49. Can the finality of modifications clause be softened to allow claims for unforeseen costs not expressly covered in the change order?
A49. No.
Q50. Will task order awards be distributed evenly among IDIQ holders or is there risk of some awardees receiving minimal to no work?
A50. Each contract awardee within the Zone for which the task order is issued shall be given fair opportunity to compete for each task order above the micro-purchase threshold. There is no guarantee that a contractor will be awarded any task orders.
Q51. Is there potential to raise the guaranteed minimum to better justify the admin and insurance costs?
A51. No, the guaranteed minimum will not be increased. No insurance coverage is required on the base IDIQ contracts.
Q52. Reference GSA 527 Form, Section III and Section IV. Please confirm that the Company’s most recent Fiscal Year end prepared financial and income statements are acceptable as current for submission.
A52. Provide three years of audited and/or internal financial statements.
Q53. Reference R9 Construction IDIQ Solicitation Zone 3 09292025.pdf. Section V. Instructions and Clauses includes paragraph V.A. FAR 52.215-1 Instructions to Offerors – Competitive Acquisition (NOV 2021) that states, “(2) The first page of the proposal must show- ” items (i) through (v). Google Form, Miscellaneous Proposal Documentation states, “Do NOT upload the following here: Cover Letter. Cover Letters will not be accepted or evaluated. All Cover Letter information will be provided via this Google Form.”
a. Please advise if the first page of proposal and evidence of authority are required to be uploaded to Google Forms.
b. If required, please advise where the Offeror shall upload the first page of proposal and evidence of authority to Google Forms.
A53. No Cover Letter is required, and any Cover Letter or similar documentation submitted will not be reviewed or accepted.
Information required by FAR 52.215-1(c)(2) Instructions to Offerors – Competitive Acquisition (NOV 2021) is included in the Google Form in Part 1 - General Information, and satisfies the requirements of Section V.A. FAR 52.215-1 Instructions to Offerors - Competitive Acquisition
(NOV 2021).
Q54. Please clarify how Project Manager (PM) and Superintendent costs should be categorized for the purpose of pricing under this IDIQ contract:
Should PM and Superintendent costs be included within the Overhead rate as indirect costs, or may these positions be treated as direct costs under individual task orders?
A54. The overhead rates proposed should be consistent with the Offeror’s cost accounting practices. If Superintendent and Project Manager costs are included in the Offeror’s overhead rate, such costs should not also be proposed as direct costs on task order proposals.
Q55. Are there any previous or currently active GSA IDIQ or similar multi-award construction contracts in Region 09 or adjacent zones that are expiring or have expired recently, and if so, what was the average number of task orders per year and the typical dollar magnitude of those projects?
A55. This information is not available.
Q56. What is the anticipated award date for the Zone 4 Construction IDIQ Agreement, and when is the Government expecting to issue the first task order(s)?
A56. The anticipated award time for Zone 4 contracts is currently June 2026. There is no specific anticipated date for the issuance of first task orders.
Q57. Will the Government issue a seed or initial task order at or immediately following contract award to facilitate mobilization and transition?
A57. There will be no “seed” task orders issued.
Q58. Can the Government provide a definitive list or map of the facilities, installations, and federal properties that fall under Zone 4 jurisdiction, including major locations expected to issue task orders?
A58. There is no “definitive list or map of the facilities, installations, and federal properties” that fall under Zone 4. There are also no “major locations expected to issue task orders” as needs for construction services shift throughout the contract period, and are not known at this time.
Q59. Can the Government provide data or an approximate breakdown of historical task order volumes or frequency by ordering office or location within Zone 4?
A59. This information is not available.
Q60. Does the Government intend to require the use of a specific cost book or pricing reference, such as RSMeans or 4Clicks, for developing task order proposals, and if so, which edition or year will apply?
A60. The base IDIQ contract has no such requirement for the use of a specific cost book or pricing reference. Individual task order solicitations may or may not have such a requirement.
Q61. Will the Government provide a standard unit price list or guidance on how unit prices and allowances will be applied or adjusted during task order pricing and change order negotiations?
A61. There is no standard unit price list. Pricing will be specific and unique to each task order solicitation.
Q62. Will the Government permit contractor markups on pre-established unit prices when used in change orders or equitable adjustments, or should unit prices be treated as fully burdened?
A62. There are no unit prices requested in this solicitation or that will be established in the base IDIQ contract awards. Any specific parameters for the use of unit prices will be established within individual task order solicitations.
Q63. What level of on-site supervision is required for task orders under this IDIQ — for example, will the Government require a full-time superintendent or site safety officer on-site at all times, or will part-time oversight be acceptable for smaller projects?
A63. The level of on-site supervision and/or presence of a site safety officer for any given individual task order project will be established in the solicitation and award of that task order.
However, note that FAR 52.236-6 Superintendence by the Contractor (APR 1984) (DEVIATION JUL 2025) will be included in the base IDIQ contract award, and apply to all task order work.
Q64. Is there a maximum percentage limit for subcontracted work under this contract (for example, the Small Business limitation requiring at least 15% of self-performed cost), and if applicable, how will it be monitored at the task order level?
A64. See the revised Agreement dated 10/24/2025 that includes 52.219-14 Limitations on Subcontracting (OCT 2022) (DEVIATION NOV 2025).
Q65. What is the typical lead time for Enter-on-Duty (EOD) or HSPD-12 credential processing for contractor personnel, and will the Government provide assistance or expedited procedures for time-sensitive task orders?
A65. Assuming that the applicant has no background information which will adversely affect their ability to receive clearance, Enter on Duty determinations are currently being processed within 5 to 10 business days from the date on which the applicant submits all of their required information and fingerprints are taken, depending on the length and type of the clearance being sought. Please note that this reflects current processing times, which are subject to change at any point.
Q66. What is the standard process and turnaround time for requesting exceptions to Buy American requirements, and are there any materials that have previously received exceptions within Region 09?
A66. Requests for exceptions to the Buy American Act requirements will be determined on a per task order basis, and should be addressed to the ordering Contracting Officer.
Q67. Will standard insurance and bonding thresholds be defined for all task orders, or will each task order specify unique coverage limits based on magnitude?
A67. Section III.F. Insurance Requirements in the Agreement dated 10/24/2025 states: “No insurance is required for the base contract. Insurance shall be required for all task orders and shall meet the following requirements, unless different amounts are specified in a task order.”
The Contracting Officer on individual task order solicitations may choose to lower the insurance coverage requirements. Specific bond amounts will vary by the task order value.
Q68. Will the Government issue standard procedures or examples for handling, transmitting, and returning Controlled Unclassified Information (CUI) deliverables related to building drawings or specifications?
A68. Additional information on CUI policies and practices may be found here:
https://www.archives.gov/cui. During task order performance, direct any questions about how to handle CUI for task order documents to the ordering Contracting Officer.
Q69. Does the Government anticipate the majority of task orders to fall within a specific range $100,000.00 to $5Mil during the term of the contract?
A69. It is anticipated that most task orders will range between $100,000 and $5 million.
However, there is no minimum order value, and there is no per-order maximum limitation, other than that the maximum order limitation for all orders combined within the Zone may not be exceeded.
Q70. Will task orders under this IDIQ be issued competitively among all awardees each time, or will there be a rotational award approach for certain project sizes?
Q70. Each contract awardee within the Zone for which the task order is issued shall be given fair opportunity to compete for each task order above the micro-purchase threshold.
Q71. Are there standard reporting and scheduling formats required for all task orders (e.g., three-week look-ahead schedules, Gantt charts, daily reports), or will those be defined individually per task order?
A71. There are some schedule-related requirements defined in the base IDIQ contract which apply to task orders, such as, but not limited to, those in GSAM 552.236-15 Schedules for Construction Contracts Alternate II (MAR 2019). Task orders may further define schedule-related requirements.
Q72. Will there be standardized safety and quality control plan templates or submittal formats required for each task order, or can contractors use their company-standard forms provided they meet FAR/OSHA requirements?
A72. Individual task orders may contain requirements for specific safety and/or quality control plan templates or submittal formats.
Q73. Will the Government include liquidated damages clauses at the task order level, and if so, what is the anticipated rate or how will it be determined?
A73. As stated in Section III.E. Liquidated Damages of the Agreement, “The Contractor acknowledges that time is of the essence for the performance of the Work, and that determining actual damages from delay would be extremely difficult and impractical. If the Contractor fails to achieve Substantial Completion of the Work in accordance with FAR 52.211-12, Liquidated Damages-Construction, and GSAR 552.211-12, Liquidated Damages-Construction, and the time specified in this Contract, the Contractor shall be liable to the Government for liquidated damages at the rate specified in each task order for each calendar day.” Clauses FAR 52.211-12 and GSAR 552.211-12 are included in the Agreement for the base IDIQ contracts, and are applicable to all task orders.
Q74. Will performance evaluations (CPARS or internal GSA forms) be issued per task order, annually, or at contract completion?
A74. CPARS reports will be issued annually on the base IDIQ contracts for administrative purposes only, not for evaluative purposes. Evaluative CPARS reports will be issued for task order work that exceeds the reporting threshold.
Q75. Can the contractor perform a test or practice run of the Proposal Submission form prior to official submission? If so, please provide instructions or guidance on how to safely perform such a test without impacting the official submission.
A75. No, a test submission of the proposal will not be allowed. However, you may revise your submission up until the due date and time of the submission. Your work will auto-save as you make your way through the Google Form. You will also receive a confirmation email when your proposal is successfully submitted.
Q76. Sol. No. 47PK0125R0007, II.D - Technical Proposal - A. Factor 1 - Past Experience:
States "Each project may only be submitted for one category". Our understanding of this statement is that if a project is submitted for past experience in mechanical, it cannot also be submitted for past experience in electrical and therefore will not be considered as past experience for the electrical category. To more accurately demonstrate to the government, the contractor's capabilities within each category, and considering many larger projects encompass a wide range of scopes relevant to multiple categories, we respectfully request that the government allow individual projects to be submitted under multiple categories, or confirm that past experience submission within one category will be taken into consideration for other categories with relevant scope requirements.
A76. Each project submitted will only be considered for one category.

Q79. Regarding the Past Experience Project Narratives, is there a page limit or word count limit?
A79. The Offeror must also submit a separate PDF for each project narrative, which does not exceed two single-sided 8.5 x 11 inch pages. The narrative may also contain graphics, but they are not required, and the graphics must be included within the maximum page limit for the narrative. Each file is limited to a size of 10 MBs, and must be submitted as a PDF.
Q80. Regarding GSA 527 Form Item 64. Is the Government requesting Aggregate or Available amount? Thank you for clarifying.
A80. Aggregate.
Q81. Please confirm that the four Past Performance assessments must be selected for projects from the Past Experience projects presented from offerors. If so, please confirm that offerors can select which of the four projects to present Past Performance ratings for, out of the five projects presented for Past Experience?
A81. The PPQs submitted for Factor 2: Past Performance are not required to be for any of the same projects submitted under Factor 1: Past Experience. However, additional consideration (1 additional point per PPQ) may be given if the Project for which the PPQ was submitted is a project that was also submitted under Factor 1: Past Experience.
Q82. Please confirm that the expectation is for Offerors to submit EXACTLY five different projects, with one project specifically addressing one of the four required categories: Below $350K, Design-Build, Mechanical, and Historic Preservation.
