About this file
This document is Amendment 1 to a Combined Synopsis/Solicitation for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Architect Engineer (AE) Services in GSA Region 9, covering the states of Arizona, Nevada, California, and Hawaii. The procurement is a 100% Total Small Business Set Aside under NAICS code 541310.
The amendment revises several key elements of the original notice, including increasing the page limit for Technical Qualification Packages from 75 to 125 pages, extending the closing date to November 12, 2024, and providing responses to all questions received. It also clarifies requirements around project submissions, resumes, and past performance. The contract will have a 1-year base period with four 1-year option periods, and a maximum order limit of $25 million. GSA anticipates making between 3-6 awards per geographic zone. Interested small business AE firms must submit separate Technical Qualification Packages for each zone they wish to be considered for, demonstrating specialized experience, key personnel qualifications, past performance, project management capabilities, geographic knowledge, and small business status.

COMBINED SYNOPSIS/ SOLICITATION NO.47PK0124R0018
Amendment 1 – 10/18/2024
THIS AMENDMENT IS ISSUED TO ADD OR CHANGE THE FOLLOWING ITEMS IN COMBINED
SYNOPSIS/ SOLICITATION NO. 47PK0124R0018:
1. Incorporated under Amendment 1 are the Responses to all Questions received in response to the Combined Synopsis/ Solicitation No.47PK0124R0018. See table below.
Question Response 1 I am unclear if this IDIQ set aside is only for the socio-economic categories listed under Evaluation factor no 6.
The requirement is a 100% Total Small Business Set Aside. Prime AE Firms must be a small business in order to be considered. Consultants to the Prime AE Firms are not required to be small businesses. The NAICS code is 541310 - Architectural Services; the Small Business Size Standard is $12.5 million (average annual receipts). Review the notice in its entirety, and ensure all items specified are included in your Technical Qualification Package.
Firms falling under the Socioeconomic categories listed under Technical Evaluation Factor 6 will be evaluated as specified.
2 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
The requirement is a new AE IDIQ procurement for R9.
3 Will GSA also be issuing a similar RFP for Large Business?
GSA R9 does not intend to issue a separate AE IDIQ procurement for large businesses.
Continue to check SAM.gov for other AE opportunities that may be open to large businesses.
4 Can an MEP firm serve as the prime contractor, including the other required professional disciplines?
Prime AE Firm’s submitting a Technical Qualification Package must be a small business under NAICS code is 541310 - Architectural Services; the Small Business Size Standard is $12.5 million (average annual receipts).
5 Please confirm that "designed and completed" is defined as the work assigned in the Task Order (such as a study, assessment, conceptual design, design-build, or full design) and does not require the project to have been physically constructed.
Please also confirm that the same definition is applicable to the project experience listed on the individual Key Personnel resumes.
"Designed and Completed" means the design work and associated construction work for a submitted project are both to have been completed in the last ten (10) years.
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND completed within the last ten (10) years, and each having a construction value of $1 million or more.
Regarding Key Personnel, the Synopsis/ Solicitation specifies resumes submitted must demonstrate familiarity with new construction and/or renovation projects in occupied buildings where the construction was completed within the last ten (10) years, and each having a construction value of $1 million or more.
6 We understand that the submitting Prime must have an open & active main (Loc 1) or branch office (Loc 2) in the geographic zone which they are submitting for. As the Prime, we have a main office in one zone, and a branch office in another zone and we will be submitting individual SF-330s for each zone separately. As both offices routinely work on various elements of the same project, please confirm that the individual Technical Qualifications Package for each Zone may utilize project experience and key professionals from either or both offices if all other project and resume conditions are met.
Confirmed - Individual Technical Qualification Packages submitted for separate Zones may utilize project experience and key professionals from the one zonal office or all zonal offices if all other project and resume conditions are met.
7 In lieu of the Past Performance Questionnaire, can we submit our CPARS?
The submittal requirements for Factor 3 – Past Performance, specifies the following: The Prime AE Firm MUST submit a PPQ OR copy of the completed CPARS evaluation for each of the three (3) projects submitted under this Factor.
The PPQ or CPARS evaluation pages are in addition to the three (3) page maximum narrative specified for each project.
8 Could you please clarify whether our firm itself needs to hold licenses in both Arizona and Nevada, or if it's sufficient for the individuals working on the project to be licensed in those states? We want to ensure we meet all the licensing requirements for this contract.
The architect for a specific project must be licensed in the state the project is located in and must apply their stamp.
9 It appears that a great deal of the work required for this contract will be engineering-related.
Would the government consider changing the NAICS Code for this project to 541330 to reflect who will be doing the work under this contract.
The NAICS for the requirement will not be changed.
The general Description of Contract Services specified in the Synopsis/ Solicitation includes a wide range of AE services which are accurately captured under NAICS 541310.
10 You mention in the RFQ that the total number of pages is 75 pages. PPQs can have multiple pages each. Could you increase the page limitation to 125 or we will not be able to show the PPQs for every project. Do the PPQs have to be counted? The PPQs are at least 4 pages each.
The assembled content page limitation for Technical Qualification Packages has been increased to 125 pages under Amendment 1.
PDF submissions shall be concise and organized and in 8 1/2" x 11" format. All assembled pages in the PDF submissions shall be continuously numbered, meaning the cover letter, table of contents, cover pages, etc. are to be included in the continuously numbered pages.
11 Do you want us to show 10 projects for the
SF330, Part I, Section F – Projects?
Three (3) projects must be submitted for each of the following evaluation factors: Evaluation Factor 1 - Specialized Experience, Evaluation Factor 3 - Past Performance, and Evaluation Factor 5 - Geographic Location. Therefore, the maximum number of projects that may be submitted under Section F shall not exceed nine (9) projects.
The Prime AE Firm may submit the same projects for multiple Evaluation Factors if they address the specified information required for each. Ensure each project specifically notes which Factor or Factors it is being submitted for.
12 In the RFQ, it states to show consultants for: Civil Engineer, Structural Engineer, Mechanical engineer, Electrical Engineer, Plumbing Engineer, Fire Protection Engineer, Historic Preservation Architect, Interior Designer, Landscape Architect.
We have additional consultants on our team though. Can we just show those disciplines in Section E - Resumes and show our other team members on the organization chart, and not include their resumes?
Only provide resumes for those individuals listed under Evaluation Factor 2.
You may list any other team members in the organization chart.
13 Can we show PPQs previously submitted, or do we need a new one from the same previous client, project manager or contracting officer?
You may include previously completed GSA PPQ’s in your submission; however, you may NOT include PPQ’s from other federal agencies.
14 For Evaluation Factor No. 2: Professional Qualifications and experience of Key Personnel.
It says to show design philosophy. Where do you want us to put Design Philosophy? Do you want us to put it under E – Resumes, 18. OTHER PROFESSIONAL QUALIFICATIONS or do you want this in SF330, Part I, Section H?
You may include the Design Philosophy narrative under the Section you think is most applicable.
Wherever you include it, make sure you clearly identify that the information applies to Evaluation Factor 2.
Because Prime AE Firms are required to use the SF330 and address all Technical Evaluation Criteria, the Synopsis/ Solicitation notes: Ensure the submission clearly identifies the information being submitted for each evaluation factor, either by using cover pages for each evaluation factor content or by annotating the top of each page which factor(s) the information applies to.
15 Do you want us to show PPQs for other projects besides the three that we have to show for Factor
3. Past Performance? We really don’t have room in this submittal to show more than three PPQs.
A PPQ OR copy of a completed CPARS evaluation is only required for the three (3) projects submitted under Evaluation Factor 3 – Past Performance.
16 Can we show projects such as program development studies, special study or enhanced feasibility studies even though the project was not in construction, even though the feasibility study is completed?
The requirements for projects submitted under Evaluation Factor 1, 3, and 5 will not be changed.
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND completed within the last ten (10) years, and each having a construction value of $1 million or more.
17 Can Evaluation Factor 5: Geographic Location be applied to special studies or enhanced feasibility studies, etc. performed in the Bay Area for GSA?
Evaluation Factor 5 will not be changed.
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND
18 For the spatial data management, would civil be required or is this mainly for building systems?
The Synopsis/ Solicitation notes the following under the General Description of Contract Services: 9. Spatial Data Management (SDM) Program for creating, updating and maintaining spatial data and associated Computer Aided Drawings (CAD) to accurately reflect the federal and leased inventory.
Civil would be required for SDM, in addition to various other disciplines as applicable to the project.
19 For the cover letter, do we address it to:
Heather Caney General Services Administration R9 AMD Capital Projects 50 United Nations Plaza San Francisco, CA 94102
If using an address on your cover letter, use the following:
Heather Caney General Services Administration R9 AMD Capital Projects 333 W Broadway, Suite 1001 San Diego, CA 92101
As a reminder, only electronic PDF submissions will be considered. All submissions shall be sent via email to Heather Caney, Contracting Officer at heather.caney@gsa.gov.
20 Regarding page count, we feel that the 75 page limit is not sufficient for the content that the government is requesting, given that there are no exclusions to the page count. Would the government consider revising this requirement to a page count of 100 pages?
The assembled content page limitation for increased to 125 pages under Amendment 1.
PDF submissions shall be concise and organized and in 8 1/2" x 11" format. All assembled pages in the PDF submissions shall be continuously numbered, meaning the cover letter, table of
21 Our assumption is that the Narratives for
“Principal or Lead Designer’s Philosophy” and the “Project Management and Quality Control Plan” should be included in Section H. Please confirm.
You may include the Design Philosophy narrative and Project Management and Quality Control Plan under the Section you think is most applicable. Wherever you include this information, make sure you clearly identify that the information applies to Evaluation Factor 2.
Because Prime AE Firms are required to use the SF330 and address all Technical Evaluation Criteria, the Synopsis/ Solicitation notes:
Ensure the submission clearly identifies the information being submitted for each evaluation factor, either by using cover pages for each evaluation factor content or by annotating at the top of each page which factor(s) the information applies to.
22 Should PPQ Forms be included immediately following the projects in Section F, or should these be included in Section H. Also, please confirm that PPQs are NOT excluded from Page Count.
The PPQ or completed CPARS evaluation for projects submitted under Evaluation Factor 3 – Past Performance, should be included immediately following the projects in Section F.
PPQ’s or completed CPARS evaluations are NOT excluded from the total page count.
23 Regarding “acknowledgement of amendments,” is the government looking for a written narrative statement acknowledging amendments, signed copies of the amendments, or both? Please confirm that amendment acknowledgements are NOT excluded from page count.
You may either include a statement in your cover letter acknowledging receipt of the Amendments (list the Amendment number(s) and date), or you may include a signed copy of the SF30 page 1 for each Amendment.
Amendment acknowledgment is NOT excluded from the total page count.
24 Regarding SF330 Part II, Please confirm that Part II forms are NOT excluded from page count.
SF330, Part II Forms are NOT excluded from the total page count.
25 We understand that the government’s current intention is to require that a firm has a bona fide office in each zone that they submit for. Our firm has demonstrated the ability on past Federal contracts (including the GSA) to provide rapid service throughout the western region at no additional cost to the government. Would the government consider making a provision giving the GSA flexibility to issue/compete task orders across geographical zones, on a case-by-case basis?
The requirement to have an active main office and/or branch office located within the applicable geographical zone will not be changed.
26 The requirements for the Cover letter include
“…the proposed working and legal relationship between its components if the Prime AE Firm is a Partnership, Corporation, Association, Joint Venture, or other legal entity.” For firms that are not a joint venture, association, or partnership, but rather a single Corporation, specifically what kind of explanation is the government looking for?
You are not required to provide any additional information if you are a corporation.
27 For Section E, the list of resumes requested in the Submittal Requirements for Factor 2 doesn’t necessarily cover all of the disciplines/tasks referenced in “Item 4” of the “GENERAL
DESCRIPTION OF CONTRACT SERVICES.”
Should sections SF330 Sections C and D include all of the entities required to provide the services listed in “Item 4,” or only the entities included in Section E?
The General Description of Contract Services was provided as an example of possible task order requirements that may be issued during the IDIQ contract period. Prime AE Firms are not required to address any elements specified under this general description.
Under Section E, provide resumes for those individuals listed under Evaluation Factor 2 only.
28 For Section E, is it permissible to include more than one resume per role, for example multiple Project Managers, or multiple Mechanical Engineers, etc.
As noted in the Synopsis/ Solicitation, the Prime AE Firm should prioritize and provide those that best represent the firm's ability to accomplish the requirements of this contract.
Provide one resume for each individual listed
29 Evaluation Factors 1, 2, 3 and 5 state a requirement for projects “where construction was completed within the last ten (10) years).”
Can you please clarify whether construction must be complete for projects submitted under these factors, or can recently completed design projects that have not yet gone to construction also be submitted?
Also, some GSA project types (including project types covered in the RFQ description of services) don’t lead directly to construction, such as feasibility studies, building evaluation reports, etc.
Are these project types unable to be submitted for any factors due to this “construction completed” requirement?
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND completed within the last ten (10) years, and each having a construction value of $1 million or more.
30 Do all of our subconsultant team members have to be registered with SAM.gov at the time of this submittal?
Only the Prime AE Firm is required to have an active SAM registration as of the date proposals are due.
31 Do all of the 10 projects shown in Part I, Section
F have to be from the prime? Can one project be from a subconsultant if the prime worked on the project? Can the corresponding PPQ for a Factor 3 project be from the subconsultant’s project if the prime worked on it?
Three (3) projects must be submitted for each of the following evaluation factors: Evaluation Factor 1 - Specialized Experience, Evaluation Factor 3 - Past Performance, and Evaluation Factor 5 - Geographic Location. Therefore, the maximum number of projects that may be submitted under Section F shall not exceed nine (9) projects.
The Prime AE Firm may submit the same projects for multiple Evaluation Factors if they address the specified information required for each. Ensure each project specifically notes which Factor or Factors it is being submitted for.
The Prime AE Firm may show past performance for projects submitted under Evaluation Factor 3 in the following ways:
- Work performed by the Prime AE Firm
- Work performed as a member of a Joint Venture
- Work performed as a first-tier subcontractor/ consultant
The PPQ or CPARS submitted for Evaluation Factor 3 projects must clearly demonstrate that the evaluation is for the work performed by the Prime AE Firm.
32 Please kindly clarify how many example projects are due to GSA for this submittal?
In the RFQ it states “Submittal Requirements for Factor 1: The Prime AE Firm must submit three (3) projects total for this factor, no more and no less”, and “Submittal Requirements for Factor 5: The Prime AE Firm must submit three
(3) projects total for this factor, no more and no less.”
Is it 3 minimum, if the 3 projects match both factors 1 & 5. And/or 6 max if the 3 example projects meet factor 1 and 3 example projects for factor 5?
Three (3) projects must be submitted for each of the following evaluation factors: Evaluation Factor 1 - Specialized Experience, Evaluation Factor 3 - Past Performance, and Evaluation Factor 5 - Geographic Location. Therefore, the maximum number of projects that may be submitted under Section F shall not exceed nine (9) projects.
The Prime AE Firm may submit the same projects for multiple Evaluation Factors if they address the specified information required for each. Ensure each project specifically notes which Factor or Factors it is being submitted for.
33 Will the cover page be counted as one of the 75 pages?
Yes, the cover page is considered part of the 125 page assembled content of the Technical Qualification Package.
PDF submissions shall be concise and organized and in 8 1/2" x 11" format. All assembled pages in the PDF submissions shall be continuously numbered, meaning the cover letter, table of
34 Must Resume projects also be design complete and construction complete within 10 years?
Regarding Key Personnel, the Synopsis/ Solicitation specifies resumes submitted must demonstrate familiarity with new construction and/or renovation projects in occupied buildings where the construction was completed within the
35 Is a similar IDIQ anticipated to be issued that does not limit participation to small business?
GSA R9 does not intend to issue a separate AE IDIQ procurement for large businesses.
Continue to check SAM.gov for other AE opportunities that may be open to large businesses.
36 For Section F: Is it acceptable for the Prime to submit projects completed by the sub consultants.
Under section F, only projects completed by the Prime AE Firm are to be submitted for Evaluation Factors 1, 3, and 5.
Additionally, the Prime AE Firm may show past performance for projects submitted under Evaluation Factor 3 in the following ways:
- Work performed by the Prime AE Firm
- Work performed as a member of a Joint Venture
- Work performed as a first-tier subcontractor/ consultant
The PPQ or CPARS submitted for Evaluation Factor 3 projects must clearly demonstrate that
37 Are master plan and other studies that are completed but not yet built allowed to be submitted for Section F?
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND
38 The solicitation mentions, “This procurement is a 100% Total Small Business Set Aside. Prime AE Firms must be a small business in order to be considered.” Is there a list of small business architects registered with GSA that you can share?
GSA does not maintain a pre-qualified small business list of architects.
39 Can projects included under Evaluation Factors be completed Programming & Building Criteria (for Design Build Delivery), Feasibility Studies, Site Selection/Site Analysis, Pre-Design and Planning Studies that are relevant to your General Description of Contract Services?
This is a question regarding the following in the
RFQ:
Section F states: All projects provided should be designed and completed within the last ten (10) years; "designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last ten (10) years.
However, Item 7 under General Description of Contract Services identifies— 7. Other professional services of an architectural or engineering nature, or incidental services…including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program/ project management, conceptual designs, plans and specifications, value engineering…
The General Description of Contract Services was provided as an example of possible task order requirements that may be issued during the IDIQ contract period. Prime AE Firms are not required to address any elements specified under this general description.
The requirements for projects submitted under Evaluation Factor 1, 3, and 5 will not be changed.
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND completed within the last ten (10) years, and each having a construction value of $1 million or more.
40 Per the RFP, the projects we must submit should be designed and completed within the last ten
(10) years. We have applicable federal projects that have been 100% designed but not constructed due to government budget realignment. Can we submit projects that have been 100% designed but not constructed for either Evaluation Factor 1,3 and/or 4?
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND completed within the last ten (10) years, and each having a construction value of $1 million or more.
Evaluation Factor 4 does not require submission of projects; review the Synopsis/ Solicitation for evaluation Factor 4 submission requirements.
41 Per the RFP, the projects we must submit should be designed and completed within the last ten
(10) years. The scope of work under this contract may include master planning, feasibility studies, and etc. These types of projects will not have construction associated with them. May we submit these types of projects in either Evaluation Factor 1, 3 and/or 4?
order requirements that may be issued during the IDIQ contract period.
Evaluation Factor 4 does not require submission of projects; review the Synopsis/ Solicitation for evaluation Factor 4 submission requirements.
42 We are a WOSB but not currently certified with
SBA. May proof of certification be provided at time of award in lieu of time of submission?
The Technical Qualification Package must address all requirements specified in the Synopsis/ Solicitation at the time proposals are due, which includes proof of current SBA certification within the socio-economic category specified, if applicable, under Evaluation Factor 6.
43 We have PPQs from other federal agencies. We are cognizant of the amount of time it takes our clients to fill out the PPQs and would like to minimize their time and effort spent. May we use previously prepared PPQs in lieu of GSA's PPQ?
You may include previously completed GSA PPQ’s in your submission; however, you may NOT include PPQ’s from other federal agencies.
44 Would a current project for the GSA for which the 100% Design Submittal has been submitted, but is awaiting final approval be appropriate to submit for one of the evaluation factors in Section F?
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND
45 Regarding SF 330, Section E: Should Section E only include resumes from the Prime’s firm, or should Section E also include resume information for each of the sub-consultants’ individual team members who will be involved with these projects?
You may list any other team members in the organization chart.
46 Regarding SF 330, Section G: For this section, instructions are to “indicate key personnel and consultant /subcontractors who participated in the example projects under Section F.” Is it correct to assume this section is seeking names of individual personnel (the individuals provided in Section E), not the names of the sub-consultants’ firms/ companies?
Indicate the individuals name and their company -whether they fall under the Prime AE Firm or subconsultant firm.
47 Regarding Evaluation Factor No. 2: Part of this factor is a request for resumes. Resumes are already requested in SF 330, Section E. To clarify, should we submit the Prime’s and sub-consultants’ proposed team members’ resumes twice (once in the SF 330 Section E format, and again in the firm’s usual resume format)? It appears that all qualifications requested as part of this evaluation factor are provided in SF 330 Section’s E’s resume format. We ask this question to avoid being redundant in our submission, especially given the submission’s 75-page limit.
Since Section E is specifically for Resumes, you may use the SF330 format in lieu of a different format to provide the resumes required under Technical Evaluation Factor 2.
The assembled content page limitation for increased to 125 pages under Amendment 1.
48 Can featured projects include completed unbuilt work, such as planning, feasibility studies, etc?
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND
49 May we customize the existing SF330 templates, while maintaining the information required on the form and in a similar format?
The Synopsis/Solicitation notes: All sections of the SF330 must be filled out in their entirety and must address all elements identified under the Stage 1 Evaluation Criteria.
Therefore, you should use the SF330 form and supplement it with any additional information required under the Technical Evaluation Factors.
50 Are any/all of the following included in total page count?
- Solicitation amendment acknowledgements
- PPQ or CPARS evaluations
- SAM Record
- Executed agreements
Yes, all the documents listed are considered part of the 125 page assembled content of the Technical Qualification Package.
PDF submissions shall be concise and organized and in 8 1/2" x 11" format. All assembled pages in the PDF submissions shall be continuously numbered, meaning the cover letter, table of
51 Do we need to identify firms for all disciplines included in the scope list provided in GENERAL
DESCRIPTION OF CONTRACT SERVICES,
Item 4?
order requirements that may be issued during the IDIQ contract period. Prime AE Firms are not required to address any elements specified under this general description.
52 Can we show our teaming partners projects as past performance?
The Prime AE Firm may show past performance for projects submitted under Evaluation Factor 3 in the following ways:
- Work performed by the Prime AE Firm
- Work performed as a member of a Joint Venture
- Work performed as a first-tier subcontractor/ consultant The PPQ or CPARS submitted for Evaluation Factor 3 projects must clearly demonstrate that
53 Are PPQ or CPARS required for projects submitted if they are not for the past performance evaluation factor?
No. A PPQ OR copy of a completed CPARS evaluation is only required for the three (3) projects submitted under Evaluation Factor 3 – Past Performance.
54 This solicitation is currently for the 541310 NAICS code. We would like to request to have it changed to NAICS code 541330.
The NAICS for the requirement will not be changed.
The general Description of Contract Services specified in the Synopsis/ Solicitation includes a wide range of AE services which are accurately captured under NAICS 541310.
55 We understand that up to 9 projects may be submitted, with three under each evaluation criterion. Can a single project be submitted under multiple criteria? If so, should the project sheet specify which criteria are being addressed (e.g., Project X qualifies under both Criteria 1 and 2) or should it be submitted separately under each relevant criterion?
You do not need a to submit the same project multiple times if it applies to more than one Technical Evaluation Factors.
The Synopsis/ Solicitation notes:
The Prime AE Firm may submit the same projects for multiple Evaluation Factors if they address the specified information required for each. Ensure each project specifically notes which Factor or Factors it is being submitted for.
Ensure the submission clearly identifies the information being submitted for each evaluation factor, either by using cover pages for each evaluation factor content or by annotating at the top of each page which evaluation factor(s) the information applies to.
56 What defines a "small business"? Is the $12.5M revenue threshold based on the entire company’s revenue, or does it apply to individual office locations?
The FAR defines a “small business concern” as follows: A concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria and size standards in 13 CFR part 121 (see 19.102).
The Small Business Size Standard of $12.5 million associated with NAICS 541310 is applicable to a company's average annual receipts for the past five years. The company is required to be registered in SAM.gov, and the record is to reflect the company’s small business status at the time of proposal submission.
57 Regarding subconsultants, we understand the Structural Engineer, Mechanical Engineer, Civil Engineer, Interior Design, Plumbing Engineer, Fire Engineer, Historic Architect, and Landscape Architect are essential to the submission under Evaluation Factor 2. Should we include additional subconsultants (such as Acoustical, Cost Estimating, Geotechnical, etc.) that are anticipated in the contract scope of work. If yes, what documentation is required from them (e.g., full-page resumes, specific qualifications)?
You may list any other team members in the organization chart.
Note that following the technical review and interview process, the final selected Prime AE Firms will be requested to provide pricing for various disciplines/ consultants that may be required for task order performance.
58 Is it permissible to add subconsultants after the contract has been awarded, as needed?
Subconsultants may not be added after award.
FAR 52.244-4 Subcontractors and Outside Associates and Consultants (Architect-Engineer Services) will be incorporated into any resultant IDIQ contract award.
59 Can you clarify which SF330 documents are required for subconsultants to complete as part of the submission? Will it be only SF330 Section E.
Resumes? Or are subconsultants required to submit SF330 Part II as well?
The Synopsis/ Solicitation notes:
Include a completed Part II only for each proposed Consultant/ Subcontractor listed in Part I - Section C.
60 The scope of work references various studies and pre-design tasks. Could you confirm if all projects submitted must have been fully completed / constructed? For example, we have completed our scope of work for the design criteria document set for a new courthouse project, but a design-build team has yet to be selected. Would this be an eligible project submission under evaluation criterion 1, 3, and or 5?
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND completed within the last ten (10) years, and each having a construction value of $1 million or more.
61 We are submitting as the Prime Architect, and plan to supply the Historic Preservation Architect in-house. Please confirm whether that is acceptable for the Principal and/or Lead Designer to fulfill the Historic Preservation Architect role as well.
Yes, it is acceptable for the Principal and/or Lead Designer to fulfill the Historic Preservation Architect role as well.
62 The contract overview details various anticipated studies such as National Register Nomination, HSRs, and historic building preservation plans.
Are we able to show these types of projects to satisfy evaluation criterion despite them not having the $1,000,000 construction value?
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND
63 Reference to Section F: All projects provided should be designed and completed within the last ten (10) years; "designed and completed" means the design work and associated construction work for a submitted project are both to have been completed in the last ten (10) years.
RFI: Can the AE submit highly relevant GSA projects that have 100% complete design but due to pandemic delays under GSA control, these projects are finalizing construction? Design was complete in 2022 / 2023. Construction is 75% - 95% complete. Interim CPARS/ PPQ Performance reviews are on file so design performance can still be evaluated.
The Synopsis/ Solicitation specifies that all projects provided are to have been designed AND
64 Should the SF330 forms be used in responding to the narrative responses for Evaluation Factor 1, 2, 3, and 5? Or should the SF330 forms be included in addition to and preceding the narrative responses (as indicated in ‘STAGE 1 SUBMISSION REQUIREMENTS’)? By our count, the page limit will be exceeded by including both the SF330 forms and the narrative responses.
The assembled content page limitation for increased to 125 pages under Amendment 1.
65 We have been trying to get certified online through the SBA portal for federal SDVOSB, but the website is down because it is being upgraded.
We probably will not have our SBA certificate by November 1st. We are however, getting our State of California, DVBE certification. Is that going to be enough to get the extra points for evaluation Factor 6? We are a small business enterprise too, does that give us any extra points?
The Small Business Socio Economic Categories that will be considered under Evaluation Factor 6 are: HUBZone, SDVOSB, and WOSB. Small Business Enterprise certifications will not be considered under this factor.
An SBA certification for the socio-economic categories identified under Evaluation Factor 6 is the only acceptable certification as noted in the submittal requirements for the factor. State certifications are not applicable and will not be considered.
Regarding the SBA Certify portal, the website notes the following for pending certifications:
If your firm is facing a set-aside proposal decision that will be impacted by your certification status, please contact us at certifications@sba.gov and provide the contract number, agency contact information and bid due date.
66 We would like to know if we can include projects that are 100% Design Complete, due to conditions beyond our control (pandemic delays, supply chain issues and inflation) the construction is not complete. Do projects that are in a resume need to reflect 100% Construction Complete or can we include projects that are 100% Design Complete.
Regarding Key Personnel, the Synopsis/ Solicitation specifies resumes submitted must demonstrate familiarity with new construction and/or renovation projects in occupied buildings where the construction was completed within the

PROCUREMENT DESCRIPTION
Through its Design Excellence Program, the U.S. General Services Administration (GSA) commissions our nation’s most talented creative professionals to design outstanding federal workplaces. These projects embody an exemplary integrated process whose results deliver enduring value to taxpayers. GSA defines quality as the thoughtful expression of artistry, local culture, and democratic values like civic participation, accessibility, and transparency, achieved in balance with affordability, constructability, reliability, and industry-leading sustainable performance.
