Description of Modification Continuation Page

RFI #01: The drawings state utilities are the responsibility of the contractor to disconnect and cap existing while also locating the utilities. Are there any drawings showing the utilities that are currently present at the site at all? If not, then would this require a full survey of the site and engineering services to design proper disconnect, rerouting, and reconnecting of the utilities while also work with the designed foundation and support for the new trailer location?

RFI #01 Response: No, there are not drawings showing the utilities currently present at the site, but the local utilities should be able to come out and identify where they are located. Please see notes 2, 3 & 4 on drawing C-002 sheet 3 of 7. As necessary, contractor shall coordinate with utilities and the city to locate all existing underground utilities and buried items prior to constructing foundations (see General Notes, C. General Requirements, note 8 on drawing S-000). There should not be a need for any additional design work.

RFI #02: [It is assumed that] the utilities currently connected to the trailer on the east side of the road would need to be bored to the west side of the road for rerouting to the new trailer or else road may need to be removed as well in order to get access across the road. Does the Government have any knowledge of the location of utilities? This makes pricing very difficult without assuming worst case costs of needing full boring or concrete demolition of the road to get utilities to the west side. Unknowns about existing conditions complicate pricing for this project when design is still needed.

RFI #02 Response: Assume utilities can be rerouted without boring, demo, etc. Assume utilities are proximate to the project location designated for the relocated trailer. Any existing conditions verified in the field after utility locates that differ from assumption will be managed through a contract modification.

RFI #03: What utilities are all assumed as part of this contract? Electrical, sewer, water, data and communications and/or any others?

RFI #03 Response: Electrical, sewer, water, data and communications as outlined in the scope. Do not assume any additional utilities.

RFI #04: The contractor staging area on the North side of the new trailer location that is to be gravel, is this to be left in place at contract completion for future use or removed at completion and finished/seeded?

RFI #04 Response: Assume the staging area is left in place at completion.

RFI #05: The plans state to remove the existing site foundation. Are there any plans showing the extent expected of demolition? Any plans showing the current existing foundation construction?

RFI #05 Response: No current drawings showing existing site foundation. See "foundation" notes on sheet S-100.

RFI #06: On page C-002, there are 2 areas shown of pavement striping 4" wide by 4' on center. These are assumed to be on existing pavement on each side of the road that is in good functional condition free of cracks or major deformations to be striped, correct?

RFI #06 Response: Correct.

RFI #07: The plans appear to show jersey barriers as typical but no details are shown on the size, weight, or

47PJ0021R0046/0002

materials of the barriers. Can you please provide additional detail to what is expected at the 7 jersey barriers?

RFI #07 Response: Make assumption at this time of standard jersey barriers.

RFI #08: Please confirm there are no trees or shrubs that need to be removed from the site of the new trailer.

RFI #08 Response: Confirmed.

RFI #09: Detail A on S-001 shows support beams are to be existing. Does this mean the support beams are to be moved with the trailer to the new location as well? If yes, this would mean that all new support foundation was designed with the intent to match up with existing trailer structural steel without any issues, correct?

RFI #09 Response: Please refer to notes on sheet S-001 and "reinforcing steel notes" on sheet S-000.

RFI #10: It is [understood] that the trailer has skirting around it at the existing location. Is the skirting to be removed and reinstalled as part of the move? Or provide new skirting after moving?

RFI #10 Response: Contractor shall assume replacement of existing skirting with new. If actual conditions render existing skirting serviceable, then any changes will be managed through contract modification.

RFI #11: There is signage shown on the plans that is to be installed. Can we get additional details on the signage that is to be provided? Sizes of the signs, materials to be used, desired text on the signs, etc.

RFI #11 Response: Details for signage will be managed through a submittal after contract award. If considerations about materials, text, etc. impact price then it is requested contractors note assumptions about signage characteristics in pricing. If necessary, any deviations from stated characteristics will be managed through a contract modification.

RFI #12: Hours of operation state that we are allowed to work onsite from 0600 to 1800 every day. Can you please confirm [these hours to avoid any issues with access at remote port location for this project site]?

RFI #12 Response: This is a 24 hour port and the contractor will be able to work during the stated time for business hours of 0600 - 1800. The assumption is work occurs Monday - Friday, but arrangements can be made for work on weekends if needed.

RFI #13: Will all onsite personnel be expected to be fully badged through the GSA approval process? The work is entirely outdoors and does not require access to any GSA/Government facility. This process may be difficult due to location of the Port in relation to GSA badging locations and local subcontractors near Dunseith, ND.

RFI #13 Response: The selected contractor will be required to submit an RO approval list that includes information about any individuals required to be on site whether badged or escorted. Even if not performing work inside facilities it is the expectation that any individual performing work on a Federal facility or port complete the security clearance process. North Dakota has availability to issue badges and complete any requirements that requires credentialing at either Grand Forks, Pembina, Minot, or Bismarck. The stated period of performance is negotiable to provide flexibility to accommodate any security clearance requirements.

RFI #14: Are there any needs for lights on the inspection ramp section or outside the trailer? There are no detail plans for the ramp showing if this was to be included or not.

RFI #14 Response: Contractors to include overhead lights to illuminate the area for safety & security considerations.

Lighting to aid in the inspection/shine inside of trailer are not included in the scope. It is requested contractors note assumptions about lighting for safety & security to support the pricing in the proposal. If necessary, any deviations from stated characteristics will be managed through a contract modification. The Government will require the contractor to provide a submittal for lighting and manage any deviations as a contract modification.
