Amendment 0002 – A-E Services – Frank E. Moss Seismic Upgrade, Backfill and Renovation Page 2
Amendment 0002, January 27, 2020
Continuation of Block 14 of Standard Form 30
Solicitation 47PJ0020R0035 – A-E Services – Frank E. Moss Seismic Upgrade, Backfill and Renovation
Amendment 0002 is issued to provide answers to questions received in writing, in response to the request for qualifications, and to provide changes to the Stage I – A-E Design Excellence Announcement.
1. Answers to questions are provided as follows:
Question 1: Page 6 of the document entitled Stage I A-E Design Excellence Announcement states that “A Similar Project is defined as a project having all of the following:
a. Total seismic stabilization of an office or courthouse building;
b. The renovation of a historic office or courthouse building;
c. Includes at least one office or courthouse building containing a renovation of 160,000 gsf or more; and
d. A construction value or estimated value of $40 million or more.”
By requiring that the firm’s “similar projects” possess all of the 4 attributes and requiring no more than 5 projects appears to limit the number of A/E firms who can meet this requirement. Please clarify this requirement.
Answer 1: Similar Project is defined as a project having all of the following:
a. Total seismic building stabilization of an office or courthouse building;
b. The renovation of a historic office or courthouse building;
c. Includes at least one office or courthouse building containing a renovation of 160,000 gsf or more; and
d. A construction value or estimated value of $40 million or more.
Firms shall refer to each of the evaluation factors for each factor’s submission requirements.
Factors 1, 2, 3 and 4 of Stage 1 are not minimum requirements or Go/No-Go Factors. The Government will evaluate each Firm’s qualifications solely on the factors specified. Firms will receive some credit to the extent their projects meet the definition for a Similar Project.
Question 2: Who does GSA want to win this project?
Answer 2: The GSA intends to award a contract to the most the most highly qualified firm in accordance with the solicitation.
Question 3: Referring to “c.” of a Similar Project, includes at least one office or courthouse building containing a renovation of
160,000 gsf or more. Does this mean that at least one of our projects must be a 160,000 gsf renovation of an office or courthouse? Or does this mean that every project we include must be a 160,000 gsf renovation of an office or courthouse?
Answer 3: In order to meet the definition of a Similar Project, the project must meet all of the following:
c. Includes at least one office or courthouse building containing a renovation of 160,000 gsf or more; and
As previously noted, Factors 1, 2, 3 and 4 of Stage 1 are not minimum requirements or Go/No-Go Factors. Firms will receive some credit to the extent their projects meet the definition for a Similar Project.
Question 4: Does every project we submit need to meet all 4 criteria or just one of the criteria?
Answer 4: In order to meet the definition of a Similar Project, the project must meet all of the following:
c. Includes at least one office or courthouse building containing a renovation of 160,000 gsf or more; and
As previously noted, Factors 1, 2, 3 and 4 of Stage 1 are not Go/No-Go Factors. Firms will receive credit to the extent their projects meet the definition for a Similar Project.
Amendment 0002 – A-E Services – Frank E. Moss Seismic Upgrade, Backfill and Renovation Page 3
Question 5: Is there a deadline for questions?
Answer 5: Yes, as stated on page 1 of the document entitled Solicitation 47PJ0020R0035 – Provisions and Clauses, the
Questions shall be submitted in writing no later than 3:00 PM Mountain Time, January 23, 2020.
Question 6: The RFQ states the due date is February 16, 2020, which is a Sunday. Is that intended?
Answer 6: No, Amendment 0001 was posted to the Beta.Sam.Gov site on January 10, 2020. This amendment extended the submission due date from February 16, 2020 to 3:00 PM Mountain Time, on February 18, 2020.
Question 7: Can we visit the site and building?
Answer 7: No, there will not be a site visit during Stage 1. However, there will be an opportunity to visit the Frank E. Moss building during Stage 2.
Question 8: For the maximum of five similar projects, with the minimum of 2 being needed for Factor 1, if we have 2 or 3 projects that fit the criteria, can we include other projects that may not fill ALL the criteria, but are relevant, like older than 10 years or somewhat smaller in size?
Answer 8: In order to meet the definition of a Similar Project, the project must meet all of the following:
Question 9: Must offeror include Provisions and Clauses document in its offer for State 1? If so, will the document count against the ¼” thickness limitation stated in the solicitation?
Answer 9: No, firms should not submit any representations, certifications, or responses to provisions or clauses in their Stage 1 responses. This information is provided to firms during Stage 1 for informational purposes only.
Question 10. Factor 2, 3, and 4 use the term LEAD DESIGNER. Is the LEAD DESIGNER only one person, or possibly three individuals – meaning lead architect, lead historical consultant, and lead structural engineer?
Answer 10: Please refer to the Stage 1 – A-E Design Excellence Announcement, page 5 of 9, SELECTION PROGRESS which states;
The A/E Firm as used in this (Stage I) RFQ means an individual, firm, partnership, corporation, association or other legal entity permitted by law to practice the profession of architecture or engineering that will have the contractual responsibility for the project design.
The lead designer is the individual or the team of designers who will have the primary responsibility to develop the concept and the project design.
Question 11: Please clarify the format requirements for this submission. Pages 5-6 of the RFQ state; “The portfolio should include the following: a cover letter referencing the announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; Standard Form 330 Architect Engineer Qualifications
Part II; credentials of historic preservation specialist, credentials of the lead structural engineer, and responses to the submission requirements and evaluation criteria listed.
However the last page states the following:
“The portfolio should include the following;
A cover letter referencing the Beta.Sam announcement;
Brief description of the firm and its location, organizational makeup, and noteworthy accomplishments;
Standard Form 330 Architect Engineer Qualifications Part II; and
Responses to the submission requirements and evaluation criteria listed.”
Amendment 0002 – A-E Services – Frank E. Moss Seismic Upgrade, Backfill and Renovation Page 4
Answer 11: Firms are required to submit the credentials of both the historic preservation specialist and the lead structural engineer in its Stage I proposals. Page 9 of the Stage I – A-E Design Excellence Announcement is amended as shown below.
Question 12: Submission requirements state that submittals should be no more than ¼ inch thick. Is there a more exact page limit that submitting teams should adhere to?
Answer 12: Yes, Factors 1, 2, 3 and 4 each have maximum page limits, pages exceeding the maximum limits for each factor will not be reviewed. Please refer to the submission requirements for each factor for maximum page limits.
Question 13: In reference to Factor 1, do projects 3-5 have to meet all “Similar Project” criteria? Can projects 3-5 be over 10 years old?
Answer 13: In order to meet the definition of a Similar Project, the project must meet all of the following:
c. Includes at least one office or courthouse building containing a renovation of 160,000 gsf or more; and
As previously noted, Factors 1, 2, 3 and 4 of Stage 1 are not Go/No-Go Factors. Firms will receive credit to the extent their projects meet the definition for a Similar Project and/or the standard for each factor (i.e. in the last ten years since issuance of the solicitation).
Question 14: Can we include additional information that we think would be of value to you in considering our team, as an appendix.
Answer 14: The Government will evaluate proposals and then assess their relative qualities solely on the factors and sub factors specified in the solicitation.
Question 15: Are we allowed to include projects completed by our structural team members in our portfolio?
Answer 15: Factor 1 evaluates the Design Firm’s past design performance on Similar Projects. Factor 3 evaluates the Lead
Designer’s past performance on Similar Projects. If the Lead Designer is a single designer, submit a portfolio of up to three (3) Similar Projects; if the Lead Designer is a team, submit graphics and a description of up to two (2)
Similar Projects from each Lead Designer. As shown below, Factor 3 has been changed to provide clarity.
Question 16: Can you share the feasibility report with us?
Answer 16: The feasibility study will be provided to the shortlisted firms during Stage 2.
Question 17: Can you share the Building Preservation Plan mentioned in the solicitation with us?
Answer 17: This plan will be provided to the shortlisted firms during Stage 2.
Question 18: The scope of work indicates that compliance with the government security standards is required. Please clarify if the intent is to upgrade the facility to meet a Facility Security Level IV, as defined by the ISC Risk Management
Process for Federal Facilities.
Answer 18: During the design phase, the AE will identify and note all countermeasure deficiencies which the current scope lacks in order to fully comply with a Facility Security Level IV designation. These countermeasures will be presented by GSA to the building’s Facility Security Committee. If the committee decides to incorporate some/all of the countermeasures building-wide, the committee will provide separate funds to incorporate these into the project scope. If the committee cannot provide those funds in a timely fashion for this project, they will be executed when funding becomes available, outside of this project.
An agency as part of their agency specific requirements may require countermeasures specific to their suite. That is considered Tenant Improvement scope included within this project.
Question 19: The scope of work indicates that the exterior windows of the building are to be replaced. Please clarify if the window replacement will also incorporate blast resistance requirements.
Amendment 0002 – A-E Services – Frank E. Moss Seismic Upgrade, Backfill and Renovation Page 5
Answer 19: No. Blast resistance measures are not included as part of the building-wide window replacement scope. An agency as part of their agency specific requirements may require blast countermeasures specific to their suite. That is considered Tenant Improvement scope included within this project.
Question 20: Please clarify if upgrading the building to prevent a progressive collapse per the GSA’s Progressive Collapse
Guidelines will be required in conjunction with the seismic upgrades.
Answer 20: In 2018 GSA commissioned a Seismic Hazard Evaluation which included a progressive collapse analysis. This analysis indicated a limited collapse when one exterior column is removed from the exterior walls. This localized collapse would not endanger the rest of the building. Therefore, structural modifications for progressive collapse prevention are not anticipated.
If during design, the AE's structural analysis conflicts with this assessment, a design solution shall be proposed along with a cost opinion at which point GSA will determine if the project's budget can support this work.
Question 21: Please clarify if upgrades to the perimeter security (i.e. anti-ram barriers) will be designed as part of the renovation.
Answer 21: No. Force protection already exists at the building's perimeter. The project's scope does not include any upgrades or additional force protection measures (anti-ram barriers) at the building's exterior.
Question 22: If the lead design firm is a team, how many projects should each firm submit for Factor 1: Design Firm – Past
Design Performance?
Answer 22: Factor 1 evaluates the past design performance of the A/E Firm; Factor 3 evaluates the past performance of A/E
Firm’s Lead Designer. Under Factor 1, the A/E Firm should submit a Design Firm portfolio of not more than five
(5) Similar Projects for which its design is complete in the last ten years since issuance of the solicitation. Under
Factor 3 the A/E Firm should submit, for a single designer, a portfolio of up to three (3) Similar Projects completed in the last ten years; if the lead designer is a team, submit graphics and a description of up to two (2) Similar
Projects from each lead designer.
