Through the preservation and modernization of a historic federal building, this project continues the legacy of outstanding public architecture. In accordance with this tradition, the General Services Administration (GSA) Design Excellence Program seeks to commission our nation’s most talented designers and artists to prepare our historic federal buildings for the next 50 to 100 years of service. These projects are to demonstrate the value of integrated design that balances historic significance with current needs; balances aesthetics, cost, constructability, and reliability; creates environmentally responsible and superior workplaces for civilian federal employees; and gives public expression to our democratic values.
In this context, GSA announces an opportunity for Design Excellence in public architecture for performance of architectural/engineering design in accordance with GSA quality standards and requirements. As required by law, all facilities will meet federal energy goals and security requirements. All projects will be LEED Gold Certified at a minimum.

PROJECT DESCRIPTION
The Frank E. Moss US Courthouse is a contributing structure in the historic Exchange Place District of downtown Salt Lake City, designed in the Neoclassical Revival style. The building was originally designed by Supervising Architect of the Treasury, James Knox Taylor, and constructed in 1905 serving as a Federal Courthouse and US Post Office. The structure was expanded to the west in 1912, enclosing the “U” shaped structure. In 1932 the building was expanded to the South almost doubling the structure in size and mimicking the central lightwell configuration of the 1905 and 1912 structure. The Courthouse was listed in the National Register of Historic Places in 1978. The building has five principal floor levels as well as a basement, and serves as a Federal Courthouse and Federal Office Building. It comprises of approximately 234,000 GSF with approximately 152,000 USF. The use post construction will remain the same, serving as a multi-tenant federal office building and Courthouse for the US Bankruptcy Courts.
GSA has chosen the delivery method known as Construction Manager as Constructor (CMc). With the CMc delivery method, the General Contractor is competitively selected during the design phase of the project and provides a variety of pre-construction services and construction services, with the establishment of a Guaranteed Maximum Price (GMP) and award of the Firm Fixed Price (FFP) construction contract at or around 50% Construction Documents. This project will have at a minimum two (2) bid packages, including but not limited to a tenant swing space package and the Moss Seismic Upgrade, Backfill, and Building Renovation package. For this project, the Government will also retain an independent Construction Manager as Agent (CMa) to assist in procurement activities and any other activities required. A Commission Agent (CxA) will be a subcontract under the CMa. All parties will be expected to cooperate and partner with the goal of successfully completing an award winning design and construction project on-time and on-budget.
The primary objectives of this project are to improve the overall seismic performance of the building for the safety of its occupants in accordance with the PBS P100; back-fill the Frank E. Moss US Courthouse with federal agencies some of which are currently housed in private market leases within the Salt Lake City metropolitan area; preserve and rehabilitate significant historic spaces; and invest in building systems that are at the end of their useful life, improving the overall performance of the building and tenant comfort.
The project’s minimum requirement is LEED Gold Certification; however the project shall target LEED Platinum Certification.
The design shall maximize space utilization for the agencies, creating an advanced and modern work environment.
The design team shall ensure a high performing building that employs a whole building design approach which maximizes the building’s original construction and inherent characteristics to drive efficiency cost effectively. The AE will strive to deliver an award winning project which embraces the ethos of design excellence, balances preservation and advanced technology, and exhibits a high degree of ingenuity, and creativity.
The design will follow the Secretary of Interior’s Standards for Rehabilitation and Building Preservation Plan (BPP) guidance, respecting the existing historic character of the building while accomplishing the project requirements to perform the following major work items which include but are not limited to:
Seismic This project will address the seismic deficiencies and impacted systems to bring the Frank E Moss US Courthouse within compliance with the PBS P100 Life Safety Baseline Performance Tier. The AE will be responsible for developing the best seismic solution within the overall project budget taking into consideration the goals of preservation and rehabilitation. Creativity within the structural design is paramount to this project’s success.

SELECTION PROCESS
This solicitation is issued as the Stage I request for qualifications (RFQ) from A/E Firms/lead designers interested in contracting for this work. The A/E Firm as used in this (Stage I) RFQ means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The lead designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design. The lead architect will be involved in the Art in Architecture program for this project, which will include the commissioning of new art work.
AE firms are advised that at least 35% of the level of contract effort must be performed in the city and state in which the project is located. The AE firm will address the contractual relationship with the lead designer and project team in Stage II.
The A/E Firm selection will be completed in two stages as follows: In Stage I, interested lead designers and associated A/E firms will submit portfolios of accomplishment that establish the design capabilities of the lead designer and design firm. In Stage II, shortlisted lead designer AE teams will be asked to submit detailed information about the design team and the board will conduct interviews with each shortlisted firm.
Stage I All documentation will be in an 8 ½” x 11” format. The assembled content for the Stage I portfolio should be no more than ¼ inch thick. Submissions may be double sided where feasible. The portfolio should include the following: a cover letter referencing the announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; Standard Form 330 Architect Engineer Qualifications Part II; credentials of historic preservation specialist, credentials of the lead structural engineer, and responses to the
Frank E. Moss Seismic Upgrade, Backfill, and Building Renovation Page 6 of 9 submission requirements and evaluation criteria listed. An A/E Evaluation Board consisting of a private sector peer and representatives of the client and GSA will evaluate the submissions. The board will establish a shortlist of three firms.

For each Similar Project submitted under this factor, the lead designer should have had the primary responsibility for developing the design. Any pages that exceed three (3) pages will not be reviewed.
After evaluations of Stage I criteria are complete, the three most highly qualified A/E Firms will be identified and shortlisted. The shortlisted firms will be invited to participate in Stage II of the selection process. Shortly after sending the shortlist letters and announcing the shortlisted firms, a detailed interview letter will be sent to each shortlisted A/E Firm. This letter will specify the date, location and time frame of the interview, the Stage II submission requirement(s), the cutoff date for the submission, and the types of materials that may be used for the presentation, required handouts, and key presentation and interview issues. The Stage II evaluation criteria apply to both the written qualification and interviews.
