Text version

1) Please provide SF1442.

2) Please update supplement SF1442 to have all 11 Sites (currently only 8 sites on supplement).

3) Please clarify if a job superintendent must be onsite 100% of the time work is being done or within 24 hours response time? Or just a person that has authority to stop work and decisions based on that job order (could be a subcontractor foreman that prime delegate’s authority)? Some of the solicitation documents appear to conflict.

Example: There is a job order to repair or replace some electrical equipment. One subcontractor electrician needed for a week, total job cost assumed would be around $2,500. If a superintendent from the prime contractor is required to watch the electrician this would increase pricing drastically. We want to make sure we understand the intent of the GSA before pricing supervision, especially with all Div 1 under the prime’s multiplier.

Recommended Clarifications:

1) Superintendent to be on-site within a given response time.

2) Required at a minimum the superintendent visit job before and after and be on-site within given response time.

3) Require superintendent to provide supervision on site as project dictates, up to the general contractor if they need someone on site.

4) Allow RSMeans Div 1 to be used for onsite supervision for projects that require it. Discussed with GSA COR has job orders are created.

References: “The Agreement” solicitation document please see sections III.B.10 and III.C.2

GSA COR Clarification: The GC Superintendent will be required to provide on site supervision as individual projects dictate. General Contractor will discuss staffing plan with onsite GSA Project Manager or COR as needed.
