1. Based on Market Research, do you anticipate the award being made to a small business based on the verbiage provided in paragraph 1a of the RFP. Similar language has been in other solicitations and small businesses were selected.
Answer: Market Research indicates that several potentially qualified small buisnesses exist within Southeast Texas and nearby areas. However, GSA has no way of knowing which, if any, small businesses will respond to the synopsis. Therefore, we cannot state whether or not we anticipate awarding to a small business. As stated in the synopsis, if GSA recieves SF330s from 3 or more highly qualified small business firms, the large businesses will not be evaluated.
2. For projects submitted for Section F of the SF330 the RFP states that projects have to have been completed within 5 years. Can GSA clarify if this 5 year limit is from construction complete or design complete.
Answer: Section 4. Submittal Requirements, SF-330, Section F of the RFP states to submit 10 projects with at least 6 having construction completed.
3. Can Design/Build projects be used for Section F where the designer was subcontracted to a Builder?
Answer: Yes, that is acceptable.
4. If so, when would the project be considered complete in regards to this solicitation?
Answer: The RFP states that projects completed within 5 years from the date of issuance of the solicitation. The solicitation was issued on July 11, 2024.
5. Can you please define the geographically delineated area as used in Paragraph 4. Submittal Requirements “Location in and Knowledge of Geographical Area”.
Answer: The delineated area is the Southeast Texas Zone (see synopsis for specific counties). As stated in the previous Question and Answer document, "the proposal will be evaluated on the team’s ability to accomplish at least 35% of the services by a firm that is located within the zone. Please note that the “team” includes not only the prime A/E firm but also any subcontractors (and/or "firms") that are included in the proposal."
6. Can a prime use a subconsultant’s experience to respond to evaluation criteria. If so did the project used have to be under a partnering, teaming or JV agreement?
Answer: A prime may use a subconsultant's experience to respond to the evaluation criteria only if submitting as a prime-subconsultant JV. It is not necessary for the project used to have been executed under a JV agreement at time of delivery.
7. Given the time between the Pre-Proposal Meeting, and when responses to questions are expected and the date of submission we would like to request at least a two week extension, so we can adequately respond and provide the best value to the GSA.
Answer: The response date will not be extended.
8. Are projects performed outside the business name (or during employment status) considered for past performance in the RFQ?
Answer: Yes but preference will be given to projects delivered under the business name that is submitting for the IDIQ.
9. Hoping to find out more about the pain points in the past for GSA.
Answer: Not a question and too vague. Unable to respond.
10. What proposal style should we use (for example, Project Summary, Project Description, Budget, Budget Justification, and Conclusion)?
Answer: GSA has no preference other than clarity of information.
11. Do sub firms part of a primes team need to provide SF330 Part I or just Part II?
Answer: Please refer to instructions contained in the RFP under 4. Submittal Requirements, SF-330, Section E: "Resumes of Key Personnel Proposed for This Contract" for guidance on who should be included in Part I of the SF330. All others may be included on Part II.
