PRE‐SYNOPSIS INQUIRIES:

QUESTION GOVERNMENT RESPONSE

1 Just to confirm, there is only 1 awardee? Yes

Do you have a list of potential projects that could come out of this IDIQ?

See: Section 2. PROJECT INFORMATION under Synopsis.

Examples of potential project may include building envelope studies, capital investment feasibility studies, MEP modernization designs, building addition designs, and historic preservation studies/designs.

What members of the team would you like to fill out SF330 resumes?

Team members recommended to be included at a minimum are Lead Architectural Designer, Lead Engineering Designer, any primary (contract) Sub‐Consultant or affiliate firm's primary Principal disciplines, and any primary personnel who will be directly responsible for work delivered under this

IDIQ.

Which subconsultants do you consider “Key Personnel,” and would you like to fill out the necessary SF330 forms?

See Pre‐Synopsis Question #3.

Regarding the RFP instructions for Form 330, Section H ‐ Quality in Design, can example projects representing design excellence differ from the projects included in SF330 Part 1 – Section F?

No. The projects cited in GSA Form 330 shall align with the projects submitted in portfolios for evaluation.

Regarding the RFP instructions for Form 330, Section H ‐ Quality in Design, is the term lead Architectural/Mechanical “designer” intended to refer to the lead design firms or individual employees?

The "Lead Designer" may be either an individual or a design firm. However, if a firm is proposed as a lead designer, a specific individual from the firm must be identified as a Primary Point of Contact.

Regarding the RFP instructions for Form 330, Section F, where it refers to three out of ten projects must be directly attributable to the “Lead Designer”, can we interpret this as meaning the lead design firm?

Yes

Are estimating services still being considered part of the "design" fee? Estimating is not a true a design effort.

In accordance to FAR 404‐4(i)((b), "...contract price or the estimated cost and fee for production and delivery of designs, plans, drawings, and specifications..." is considered to be design effort. Therefore, cost estimate effort is considered part of design effort.

For Section H‐ "submit a portfolio representative of the lead architectural designer's ability to provide high quality in design" Can these projects overlap with the projects listed in Section F? Or do they need to vary?

Yes, projects listed in Section F should be included in the portfolio submitted under Section H.

For Section G, are sub‐consultants also supposed to have contributed to projects that only the prime firm lists? Or is it okay for just the key personnel from the prime to have that overlap?

Key personnel as noted in Section E who were involved in the projects listed under Section F should be listed in Section G.
