Amendment 0003

1. The solicita�on is hereby amended as follows: Drawings will be excluded from the page count.

Per this Amendment 0003 page count limita�ons per each factor are hereby eliminated - as long as a�er considera�on of exclusions, the overall PROPOSAL page count is not over 65 pages . See Amendment 0002 for addi�onal exclusions.

2. The solicita�on is amended to allow for the procurement of CMc in addi�on to design-build.

NOTE: Offerors will not be evaluated on this addi�onal procurement type for this solicita�on however may be a considera�on at the task order level.

3. The Agreement Sec�on III. M., (5) Terms and Condi�ons, Addi�onal Terms and Condi�ons, Task Order RFPs is amended as follows: “Ac�ve task order RFP par�cipa�on" is defined as submi�ng a �mely, good-faith compe��ve proposal for at least seventy-five percent (75%) for the number of task order RFPs issued per year for which a firm has sufficient bonding at the �me the task order RFP is issued.

Ques�ons submi�ed with answers:

1. We cannot iden�fy where the Price Proposal should be located in the proposal. Please confirm if it should be located prior to the technical proposal in the order provided in the solicita�on.

Answer: The Price Proposal is to be included as a separate file.

2. Factor 6, Small Business U�liza�on Plan, sec�on (b) Submi�al Requirements states “The proposed subcontrac�ng plan shall iden�fy, in terms of dollar value and percentage of the total maximum ordering limita�on to be awarded ($100,000,000), the extent of work the offeror will perform as the prime contractor.” Please confirm the small business subcontrac�ng plan shall be based off a hypothe�cal $100,000,000 contract amount. If not please clarify what hypothe�cal task order contract amount the subcontrac�ng plan shall be based off. Answer: The Submi�al requirement is the proposed subcontrac�ng plan shall state the extent of work, in terms of dollar value and percentage of the total maximum ordering limita�on to be awarded ($100,000,000), the offeror plans to subcontract to small business, HUBZone, SB, SDB, WOSB, VOSB, SDVOSB firms.

3. Sec�on VI.F. (1) Factor 1 – Past Experience sec�on vii. states: Any project was performed at any of the following loca�ons: SCIF, Labs, Courtrooms, Holding cells. Please clarify these are addi�onal project types and not loca�ons. Answer: Past experience with those project types is the intent of the statement.

4. Since drawings are now allowed to be 11x17, and we have to show two photos per project, can we get an addi�onal page (up to 3) for each project in Factor 5? Answer: Drawings will be excluded from the page count. Per this Amendment 0003 page count limita�ons per each factor are hereby eliminated - as long as a�er considera�on of exclusions, the overall PROPOSAL page count is not over 65 pages . See Amendment 0002 for addi�onal exclusions.

5. Can the Government confirm the Hypothe�cal Project Drawings provided as part of the solicita�on, are not to be handled as FOUO (SBU) and are incorrectly marked? The drawings are marked as, “PROPERTY OF THE UNITED STATES GOVERNMENT – FOR OFFICIAL USE ONLY. Do not remove this no�ce. Properly destroy documents when no longer needed” at the bo�om of the sheets. Answer: Hypothe�cal Project documents are to be handled as indicated (SBU) and destroyed when no longer needed.

6. The requirement suggests for the project range to be more than $15M for the past 8 years.

[Could] the requirement could be amended to showcasing projects [up to] $10M to accommodate more small business firms to bid on this project […]? Answer: Refer to Amendment 0002, answer 4.

7. For Factor 2 – do all of the projects shown need to be design-build projects of at least $15 million original contract value and within an IDIQ? If so, would the GSA consider changing this requirement? Answer: Quote: “1) i. The offeror submits at least five complete project data sheets of which at least three are design-build projects...iv.) b. The contract cost at award dollar value is at least $15,000,000.00 for each project.” and Refer to Amendment 0002, answer 4.

8. Regarding the evalua�on Factor 1 requiring at least one project must be a design-build task order under an IDIQ, is that specific to the prime contractor? And does that project need to have been completed with the proposed designer or is it a measure of the experience and capability of the contractor. Answer: Requirements are for the Contractor making this submission.

9. Factor 5, regarding the qualifica�ons and experience of the designer does not address past performance or experience with regard to design build projects. Please clarify this expecta�on with respect to scoring. Answer: For scoring of this factor, the standard is exceeded when Quote:

“2) ii. The design team was the designer of record for any design-build project submi�ed by the offeror in Factor 1.”

10. Regarding the subcontrac�ng plan - should a firm check all categories that apply to the firm? i.e.

a small business, woman owned small business, and HUBzone small business. Answer: Yes

11. Do the subcontrac�ng goals listed apply to any single task order or to the IDIQ contract as a whole? Answer: Subcontrac�ng goals apply to each IDIQ contract awardee as a whole.

12. Please iden�fy [if] there is a minimum prescribed task order on which a successful bidder shall propose. Answer: Yes. Ac�ve task order RFP par�cipa�on" is defined as submi�ng a �mely, good-faith compe��ve proposal for at least seventy-five percent (75%) for the number of task order RFPs issued per year for which a firm has sufficient bonding at the �me the task order RFP is issued. 75% must be achieved in order to receive the minimum guarantee if not awarded a task order. See the Agreement, A�achment 4 (Sec�on III.M. (5))of the Solicita�on.

13. Please confirm that it will be acceptable to name “the General Services Administra�on, Public Buildings Service Region 7” as addi�onal insured rather than “the United States”. Answer: The United States of America, ac�ng by and through the General Services Administra�on (GSA, PBS, R7)."

14. Please confirm that the requirement to name the Government addi�onal insured does not apply to the Professional Liability insurance; such an endorsement is not available for this type of insurance (similar to workers comp). Answer: See The Agreement, A�achment 4 of the Solicita�on, Sec�on III.F. Insurance Requirement, and Sec�on IV.B. Clauses Incorporated by Reference -Item (3) GSA Acquisi�on Regula�on (GSAR clauses) - GSAR 552.228-5 Government as Addi�onal Insured - JAN 16.

Government as Addi�onal Insured (Jan2016)

(a) This clause supplements the requirements set forth in FAR clause 52.228-5, Insurance–Work on a Government Installa�on.

(b) Each insurance policy required under this contract, other than workers’ compensa�on insurance, shall contain an endorsement naming the United States as an addi�onal insured with respect to opera�ons performed under this contract. The insurance carrier is required to waive all subroga�on rights against any of the named insured.

15. Sec�on II. D Technical Proposal, Factor 1 – Past Experience and Factor 2 - Past Performance. Is the GSA requiring that all data sheets include design-build projects with an original contract value of at least $15,000,000.00? If not, how many need to meet this requirement? Answer: All projects are to have had a base contract value of at least $15,000,000 and at least 3 of the projects must have been design-build. And one of the design-build projects is to have been completed as a task order under an IDIQ type contract.

16. Is the GSA requiring that at least one of the design build-projects with an original contract value of at least $15,000,000.00 be completed within an IDIQ type contract? Answer: Correct.

17. Will design-build projects with an original contract value of at least $15,000,000.00 but were not part of an IDIQ type contract be considered? Answer: Refer to response to Ques�on 15 above.

18. Will the GSA consider design-build projects with an original contract value below $15,000,000.00 be considered? Answer: Refer to response to Ques�on 15 above.

19. Will the hypothe�cal es�mate require a subcontrac�ng plan and show the percentage of minority par�cipa�on that we expect as well as the good faith effort showing that we solicited minority contractors when developing the hypothe�cal es�mate? Answer: A subcontrac�ng plan is not required for the Hypothe�cal Project.

20. Are designer projects for Factor 5 to be submi�ed on A�achment 8 Project Data Sheet? Answer:

The manner in which this informa�on is presented is at the discre�on of each Contractor.

21. Does GSA want to see projects included on the Factor 4 resumes to demonstrate each person’s years of experience? Answer: Refer to response to Ques�on 20 above.

22. Can offerors submit an IDIQ contract as an example of Past Performance in Factor 1? Answer:

Refer to response to Ques�on 20 above.

23. RFI response 3, 12, 24, 27, 30, 54, 55, 61 states that Factor 5 – Quals for Designer needs to limit the page count per project to 2 pages. This is physically impossible when the requirement is to submit for each project a project descrip�on, a narra�ve addressing the design approach, awards etc., a floor plan, a site plan, a building sec�on, other appropriate drawings, 2 photos.

[...]. Please either increase the overall proposal page count or omit the drawings, awards, and photos from the overall page count. Answer: The overall proposal page count was increased to

65 pages per Amendment 0002. Factor 5 - Drawings will be excluded from the page count. See item 4 above.

24. RFI response 17 states the total maximum ordering limita�on to be awarded as $100M.

Amendment 01 changed this to $140M. Please clarify this should be $140M. Answer: Yes, Amendment 0001 increased overall MOL to $700M - subsequently the yearly MOL is $140M.

25. RFI response 17 states “the offeror plans to subcontract to a large business. Please confirm this should be small business. Answer: Yes, it should read “...the offeror plans to subcontract to small business, HUBZone, SB, SDB, WOSB, VOSB, SDVOSB firms.”

26. RFI response 49 does not answer if the Government wants PPQs for the Factor 5 Designer projects. Please clarify. Answer: Refer to response to Ques�on 20 above.

27. RFI response 38 states “a single team is the expecta�on of this submission.” If we include two designers as part of our proposed design-build team with either being a task order Designer of Record depending on type of project, would this nega�vely affect our ra�ng for Factor 5? [For Example if:] the 5 designer projects would be a mix from each of the designers. Answer: The composi�on of the team is a decision le� up to each Contractor.

28. Do you want the SF30’s executed and included in the proposal or is the acknowledgement on the SF1442 adequate? Answer: Both. SF30’s should be executed and included as well as acknowledged on the SF1442. The SF1442 and the SF30s are included in the Price Proposal and not the Technical Proposal. There is no page limit in the price proposal. However no other documents other than those that are to be submi�ed under the Price Proposal will be considered.

29. Item 4 in Amendment 1 notes the new page limita�on (65 pages) for the II.D Technical Proposal.

However, it does not address the two-page limita�on for each Management Plan Included in Factor 3. Due to the requirement for double-spaced text we request the limita�on noted in Factor 3 be eliminated, provided the en�re technical proposal remains within the 65-page limit.

If this is not acceptable, please consider revising the page limita�on for Factor 3 to be 10-pages for the en�re sec�on. Answer: The total page count was increased to 65 per amendment 0002, and page count limita�ons per each factor are hereby eliminated . Per Ques�on 23 above drawings for Factor 5 are excluded from the page count. See item 4 above.

30. Based on the Government’s es�mated value for the hypothe�cal project being less than $25M, will the proposal instruc�ons in II.C.(3) be modified to clarify that offers shall NOT be based on PLAs? Answer: Clarifica�on was provided in Amendment 0002 - PLAs apply to projects over $25M. The hypothe�cal project is less than $25M, therefore a PLA will not apply to offerors.

31. Solicita�on Sec�on I .A. The Solicita�on and Contract, paragraph (3) states that “The Offeror's proposal submi�ed in response to this Solicita�on shall cons�tute a firm offer.” Please confirm that the price submi�ed for the Hypothe�cal Project is for evalua�on purposes and is NOT a firm offer. Answer: Confirma�on can be provided that the price submi�ed for the Hypothe�cal Project will be used for evalua�on purposes.

32. Is there a Construc�on Wage Rage Wage Determina�on that should be u�lized in the pricing for the Hypothe�cal Project? Answer: No.

33. We understand that the Agreement will contain FAR 52.222-34 Project Labor Agreement (MAY 2010) (Devia�on July 2011). Please confirm that as specified in FAR 22.503, GSA will make the determina�on for each TO whether or not a PLA will be required based on the criteria therein.

Answer: PLA applies to task orders over $25M.

34. Are the SF1442 and SF30s and qualifica�ons and exclusions included in the page count? Answer:

The SF1442 and SF30 are excluded from the page count.

35. The small business u�liza�on plan is included as both Factor 6 within Item II.d and as Item IV.n.

As Item IV.n, this plan does not count as part of the page count, but the page count is inclusive of II.d in its en�rety. Please confirm that this plan is not included in the page count. Answer:

36. Ques�on 32 in Addendum 002 states that GSA Form 27 is not required for this submission.

Please confirm that this is meant to read GSA Form 527. Answer: Confirmed

37. Per sheet A6.01, the Room Finish Schedule for Building 14 does not show a floor finish for rooms 100, 103, 104, and 105. General note B on sheet A1.02 says there is an exis�ng concrete slab in Building 14. Please specify floor finish for the rooms 100, 103, 104, and 105? Answer: Do not include floor finish for rooms 100, 103, 104, 105.

38. Per sheet A6.01, the Room Finish Schedule for Building 24 does not show a floor, base, wall, or ceiling finish for room number 140. Are exis�ng finishes to remain? Answer: Do not include any addi�onal floor finish for GSA room 140 of building 24. Do not include any addi�onal ceiling beyond the remove and replace �les required to build wall 2D3A walls as per note 5 on A1.11.

39. Sec�on I.A. Proposal Contents, Page 5, The solicita�on lists the GSA Form 527 as a part of the submission. Please confirm if we are required to submit this, whether it is a part of the overall page count and if it should be located with the Other Documents. Answer: See Amendment 0002, item 32 and item 37 above.

40. Sec�on II.B. Proposal Format, Does the narra�ve in Factor 6 count in the overall page limit?

Answer: See Amendment 0002 for exclusions to the overall page limit.
