RFIs for GSA Solicitation No. 47PH0622R0018 – Elevator Replacement
RFI’s specific to specification number 122722 “section 14210” (Questions 1-13)
1.) General: 1.2: Please define DBA levels that will be acceptable when it comes to “noise”
It’s whatever the Courts decide it is. This building is empty now, as long as no Court is being held, it’s not an issue.
2.) Maintenance: 9.1: When one of the elevators that are being modernized is complete, would you like TK to reinstate that elevator on our current elevator maintenance contract with GSA?
We (GSA) will move them in and out of the maintenance contract.
3.) Maintenance: 9.4: TK asks if “1 hour” response time can apply to weekday callbacks and a “2 hour” response time be granted for weekend callbacks.
One hour response is the standard. Having said that, the building is unoccupied, and no one is there on weekends even when occupied, 4.) Instructions: 10.4-A: Will GSA allow TK to replace this section with “Owner’s Training” which provides GSA within person tutorials on how to utilize independent service, phase 1-2 fire life safety, cab fan/lights?
No, but the training you describe above is exactly the intent of the training we expect.
5.) Power Supply: 11.3: Will GSA confirm where the main power supply is within the building?
Our electrician will need to know where to pull power to/from. More specifically, the new earth ground wire that would be required by code.
The panel is found in the Basement room B5 directly across from the stairwell.
6.) Emergency Power Operation: 25.1: Please confirm if the building is currently on emergency power. In addition, will GSA confirm if they want both elevators on emergency power, if yes, what sequence. If emergency power exists, please confirm if there is an ATS switch with pre-signal capabilities.
There is no emergency generation at this facility.
7.) Group Car Control Functions: 26.5: Is there an existing lobby security console? If so, may you provide pictures of it? If there is none existing and the active shooter is still required, we will need GSA to specify which car they would want removed from the group first and, what floor landings would they want elevator to go to?
There is, at the main building entry. BM would have to provide pics. Both cars removed at the same time, remain on the 2nd floor. (Just like Phase 2 Fire Service)
8.) Group Car Control Functions: 26.5: B: Do you want the pit flood alarm? • 37. Elevator Cabs: 37.10: Will new cab shell of No 14 USS Gauge with No 4 bronze finish need to be provided?
Yes, include pit flood as specified. New cab interiors are to look like existing finishes.
9.) Elevator Cabs: 37.11: What finish do you want car doors?
New to match existing.
10.) Telephone: This code requires additional 110V outlets in the machine room or in the fire command room to accommodate the new video monitors needed for the video cameras in the elevator. These 110V outlets also need to be EP backed. Does GSA want these in the machine room or fire command room?
Machine room. There is not a fire command room to my knowledge.
11.) Passenger Elevator Hoistway Entrances: 46.1: Bronze fused to be used for entrances, will this suffice?
Entrance to match existing.
12.) Passenger Elevator Hoistway Entrances: 46.3: May we retain the existing Hoistway Doors?
Please follow specifications:
Each passenger elevator hoistway entrance for Elevator Nos. 1-2 shall be provided with new sandstone finished Fused Bronze wrap around existing door frames at all floors, and new sandstone finished Fused Bronze horizontally sliding doors at all floors to match existing picture frame decorative pattern, complete with door tracks, hanger assemblies, interlock assemblies, door pickup rollers, and gibs as herein specified.
13.) Tests: Please confirm if you would like TKE to hire a QEI to witness the CAT5 Full Load Test. In addition, please confirm if all tests required in this section may be done on regular working time (Monday – Thursday: 8AM-4:30PM, excluding Holidays) or, will overtime for all of these tests be required?
It is the expectation of GSA for GSA to provide an in house elevator QEI.
14.) Liquidated Damages: Will there be a “CAP” or “not to exceed” on the liquidated damages?
No, but excusable delays will be taken into consideration if LDs are assessed
15.) Is this a predetermined wage rate (Davis Bacon) project?
Yes, the current wage determinations for the project were included with the solicitation
16.)Will the prime contractor be responsible for coordination of getting our work by other vendors badged with GSA or, will our subcontractors work directly with GSA to get badged?
The elevator contractor will be the elevator project prime contractor. He will work with GSA for badging of the subs.

DESCRIPTION OF THE ACTION BEING APPROVED
This action is for the purchase of communication device for the elevator modernization project at the Albuquerque Federal Building and Courthouse, 421 Gold Ave. SW, Albuquerque, NM. The purchase of these communication devices is part of the overall elevator modernization for 2 existing elevators at this federal building. This is a onetime buy, and it is anticipated that a standalone contract will be awarded. The rationale for this action is detailed in the paragraphs below.
DESCRIPTION OF SUPPLIES/SERVICES REQUIRED
The supply request is for four MAD MosaicONE VMS communication devices.

IDENTIFICATION OF STATUTORY AUTHORITY
Citation: 41 U.S.C. 3304(a)(1). FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.
DEMONSTRATION THAT THE ACQUISITION REQUIRES THE USE OF THE
AUTHORITY CITED
FAR 6.302-1 allows for the use of other than full and open competition when required supplies are available from only one source. The MAD MosaicONE VMS is the only system cleared for trial use in GSA facilities and the GSA network. Other systems are currently being reviewed by GSA IT for network and security; however, until other systems are cleared this system will be the only approved product for use at GSA facilities.
EFFORTS TO SOLICIT TO AS MANY SOURCES AS PRACTICABLE
Since this is a justification for a sole source procurement for this specific communication equipment, no other sources will be solicited.
DETERMINATION THAT THE ANTICIPATED COST WILL BE FAIR AND
REASONABLE
The anticipated cost will be considered fair and reasonable by the Contracting Officer prior to award of the contract. This determination will be conducting a price analysis based on the Government’s estimate. A written price evaluation will be included in the file.
DESCRIPTION OF THE MARKET RESEARCH CONDUCTED
There was no market research conducted as this is the only approved communications device approved by GSA IT.

COMPETITION

CONTRACTING OFFICER CERTIFICATION
This justification is limited to the scope and quantity essential to procure the requested supply. The only known source approved at this time is the MAD MosaicONE VMS communication device.
The contracting officer has determined that the actions taken under this acquisition meet the conditions described in FAR 6.302-1 and the source specified precludes full and open competition. It is in the best interest of the Government to purchase the services described above.
The information contained in the justification for other than full and open competition is accurate and complete to the best of the Contracting Officer’s knowledge.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour National Office because National Office has responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
