Please see attached email from DOL

2. What wage rate do the stain glass specialist fall under using the Davis Bacon Wage Scale?

Please see attached email from DOL

Minority/Female participation is accurate and required for all projects with an estimated dollar value of greater than $100K Per FAR 22.810(b)

4. Will minor tree pruning be allowed to allow access to certain areas of the building provided it is minor and approved by Property Manager prior to pruning?

Minor tree pruning permitted. GSA PM approval required prior to pruning.

5. If the window specialist can repair the stain glass on site is that an option? If not, does the GC need to provide any type of temporary barrier or glazing in the art glass' place?

The art glass sits in front of windows that are similar to the remainder of the building that need to be replaced therefore the art glass must be removed to accommodate this replacement. See marked diagram for window replacements. No temporary glazing required for removal of the art glass. Again, the exterior glazing behind it is being replaced.

6. Please confirm that the sidewalk on the North and south sides of the building between the granite and street is not included in the scope of work.

These sidewalks are not included.

7. Please confirm that the courtyard flatwork and sidewalks between the front steps of the East side of the building and the parking lot are not included in the scope of work, as well as the parking area on the west side.

These are not included in this project.

8. Please confirm parapet caps are included in the scope of work.

These are not included in this project.

9. Is the GC allowed to use their own proposal template?

10. At what point would option 1 be awarded? For general conditions this is important to know.

Please refer to the scope of work.

11. Are any sidewalk permits required through the city?

Yes.

No. Glazing is to be furnished and installed in a manner that it performs intended with envelope infiltration of air, water, etc, is in good keeping with the manufacturer recommendations and warranty requirements.

13. Should the GC account for having to give tours to the Historical Preservations Officer whether this be time on scaffolding/swing stage?

No

14. Please confirm that new glazing installation is limited to the areas called out on the diagram delivered in the bid docs.

They are limited to the areas called out on the diagram at this time. Additional requirements post award would be at the cost of the government.

15. Will the sign in sheet from the site visit be delivered to all participants.

16. Will scaffold / swing stage set up be allowed during normal business hours?

Yes

17. On site it was mentioned that there are bollards that can be picked up and moved to allow access to the sidewalk in front of the building. Please confirm this is accurate.

Yes. There are bollards that are removable that allow access.

18. Will there be any onsite storage area provided to the GC?

Yes there is limited storage available to protect project materials from the elements for staging. Contractor should plan to store all other materials until they becoming relevant to the current work.

20. Can plans/elevations showing joint layouts of the option & Russel B Long buildings be supplied to bidders? For purposes of estimating the joints this would be beneficial to the GSA to have equally comparable quotes.

ECD: 7/21/2019

21. Do any mortar joints on the base or the option need to be replaced?

No mortar joints.

22. The specified sealant is a polyurethane, but has multiple types including non-sag, concrete, crack sealer, and self-leveling edges. We recommend using the self-leveling the horizontal surfaces and the non-sag general construction sealant at the vertical building joints. Please advise.

See 23.

23. In lieu of the Sikaflex Pro, we recommend using Sikaflex 1A non-sag product for the vertical joints and a Sikaflex 1C self-leveling product for the horizontal sidewalk joints. Please advise if this is acceptable. See attached product data sheet.

These are acceptable. Provide color samples are stated in the SOW.

24. The perimeter of the punched aluminum windows is scheduled to have the sealant removed and replaced. The existing condition of the sealant (at most of the windows) is set back behind the window frame cap and its caulked to the pressure bar. The only way to access this joint is to remove the snap cap to access the sealant. This removal of the snap cover cap will damage it and require replacement of the cap. Typically at these conditions we will not remove the snap cap cover of the frame, but add a joint to the perimeter of the window to protect it, while paying attention to the weep holes in the bottom of the frame. The sealant joint would be adhered to the snap cover of the window frame to the precast stone. Please advise if this will be acceptable as removing the cap can be expensive and might not be necessary if the purpose is to seal the window."

This is acceptable

25. Please confirm that no city building permits will be required and that only sidewalk closures, lane closures will be required and are the responsibility of the contractor to pay for these permits.

Contractor is correct about city permits. Also Confined Space Permits are obtained on site via the O&M.

With the exception of the gasket between the glass and sash, replace all sealants. Provide color matches for approval. These deviations are approved application dependent (for horizontal or vertical application).

29. Please confirm that joint sealants around the project site from granite retaining walls, to granite standalone walls to the building are to be replaced, which include sidewalk joints, sidewalk to building joints, stair joints, etc.
