II.A. Price Proposal

(1) Contents

The Price Proposal shall consist of the SF 1442, bid schedule, and the Agreement, with prices and/or rates indicated for each price element shown on the pricing form included in Section II of the Agreement. Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror. A separate summary page with detail pages is required for the base scope of work and Option 1.

(2) Qualifications, Exclusions and Conditions

If the Offeror communicates in its proposal any qualifications, exclusions, or conditions to the proposed prices not provided for in the Contract Documents, the Contracting Officer may reject the proposal and exclude the Offeror from further discussions.

(3) Additional Proposal Requirements

II.B. Technical Proposal

The Technical Proposal shall include the information requested below for the non-price factors further described in Section VI.

(1) Experience on Similar Projects This factor evaluates the extent of the Offeror’s past experience as a firm in providing similar construction services to determine the firm’s experience in completing the tasks detailed in the performance work statement.

The Offeror must demonstrate successful experience as a General Construction (GC) Contractor responsible for the construction of at least two (2) similar projects substantially completed within the last five (5) years. Additionally, all subcontractor relevant experience for work activities not being performed by the prime contractor must be submitted using the same criteria of construction of at least two (2) similar projects or activities substantially completed within the last five (5) years. A “similar project” is defined as a project that is comparable in nature, type, and complexity as defined by all of the following characteristics:

● Project involved the exterior renovation of a comparably sized structure;

● Project was performed in an occupied and functioning office building;

● Project involved removal and replacement of window glazing

● Project included historic restoration and repair of a building listed or eligible to be listed on the National Register of Historic Place

● The total project construction cost at award of the construction contract(s) was not less than $750,000.00

(2) Technical Approach This factor evaluates the Offerors’ understanding of work to be accomplished. The Offeror must provide a narrative:

● Narrative format and shall provide a detailed plan for how the Contractor plans to execute the work specified in the Contract Documents

● Discuss the sequencing of work and how the Offeror intends to manage their subcontractors in order to ensure a smooth working relationship with the occupants of the building

● Discuss the Offeror’s procedures to ensure strict quality control relative to both workmanship and materials

● Management methods that the Offeror will use to monitor cost, schedule, environmental, and safety

(3) Schedule This factor evaluates the schedule of the Offeror to determine understanding of the project. The Offeror must provide a schedule:

● Submitted for the proposed total contract duration in calendar days from the notice to proceed to final cleanup of premises.

● Provide a Critical Path Method Schedule indicating durations of all major activities showing predecessors and critical path including all subcontractor work activities and a schedule that shows the major activities, durations, and critical path for all work associated with the Base scope of work and Option 1. Assume Option 1 is awarded at the same time as the Base scope of work.

VI.B. Lowest Price Technically Acceptable Evaluation Process

(1) The Government will evaluate all technical proposals on a pass/fail basis to determine all offers that meet the minimum technically acceptable requirements.

Failure to meet a requirement may result in an offer being determined technically unacceptable. An unacceptable rating for any one factor makes the entire proposal unacceptable.

Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs.

(2) Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-price factors.

(3) The following non-price factors will be evaluated for acceptability:

(a) Factor 1 - Experience on Similar Projects

Evaluation Criteria: This factor evaluates the extent of the Offeror’s past experience as a firm in providing similar construction services to determine the firm’s experience in completing the tasks detailed in the performance work statement.

A “similar project” is defined as a project that is comparable in nature, type, and complexity as defined by all of the following characteristics:

● Project involved the exterior renovation of a comparably sized structure;

● Project was performed in an occupied and functioning office building;

● Project involved removal and replacement of window glazing

● Project included historic restoration and repair of a building listed or eligible to be listed on the National Register of Historic Places;

● The total project construction cost at award of the construction contract(s) was not less than $750,000.00

(b) Factor 2 – Technical Approach

● Discuss the Offeror’s procedures to ensure strict quality control relative to both workmanship and materials

(c) Factor 3 - Schedule

Evaluation Criteria: This factor evaluates the schedule of the Offeror to determine understanding of the project.
