Reference Question
Section L.12, Factor 2: Past
Performance, Page 287
It states that Past Performance will be considered relevant if it meets the following criteria - (2)
The contract is/was in place for a least two consecutive years. Can this requirement be reduced to 1 year in place. Normally, completing the base year of a contract meets requirement standards for past performance.
Can you please provide the Collective Bargaining Agreement?
Section L.12, Factor 2: Past
Performance, Page 287
It states, “ A minimum of 1ea past performance projects must be submitted from each member of the joint venture.” – This is confusing. If we are submitting as a Joint Venture (NCS/EML), and we have 3ea Joint Venture contracts/projects that we are performing or have performed that are similar in providing O&M and custodial services, will this meet the requirement? Why would we have to submit jobs performed by each member of the JV if the JV as a stand-alone entity has the past performance and experience needed? Bottomline, can we submit 3ea NCS/EML Joint
Venture contracts and still meet the requirements for past performance?
** Note: The NCS/EML Joint Venture is a SBA approved 8(a) Mentor Protégé Joint Venture.
Section L.12, Factor 3: Experience, Page
It states that if you are submitting as a joint venture partner, A minimum of 1 of the 3 experience submissions must be submitted for each member of the joint venture. Just like my question #2, can we submit 3ea Joint Venture (NCS/EML) contracts/projects and meet the requirements set forth in the experience section.
Attachment 1 CBA and Attachment 2-
CBA-Wage Determination on Pages
1671 through 1706.
Is this a new requirement or a re-compete of existing requirement related to contract number
47PH0217D0003?
What is the current contract number if the above number is not correct? Who is the incumbent?
Is there a CBA for this requirement?
