Can the government please clarify the intent behind CM 5.11.2.1 Non Reimbursable Repairs where it states, in part: “A non-reimbursable repair is a repair or replacement requiring no more than $2500 in cost for repair parts and materials ONLY but no labor cost is included (including any approved subcontracting costs.” As the government is aware, labor (whether in-house or subcontracted) is often the most expensive portion of any repair and by not allowing these costs to be calculated into the $2,500 liability limit the government is placing significant unknown liability on the contract. For instance, a realistic repair of $12,000 with $2,000 in parts and

$10,000 in labor would be completely non-reimbursable to the contractor. Would the government please consider including labor in the $2,500 liability calculation, as is seen in the majority of other facility service contracts, to reduce unforeseen liability burden by the contractor which will help lower overall proposal pricing?

Answer This is the requirement for this solicitation

Section CM.5.13.2.2 discusses “labor categories and rates from the price schedule in this

Contract.” Can the government please identify this price schedule and provide if necessary?

Answer A price schedule does not apply. Amendment 0007 revised the language to this section.

Per Section CM.5.14.2 how will the contractor be reimbursed for Miscellaneous Work in excess of the 20 hours and $50 in parts? Does all non-routine escorting, room set-up, spot cleanup, furniture removal and replacement, etc. that is not part of the fixed price maintenance scope count as Misc. Work? It appears from the Building Library of CMMS Work Orders provided with this solicitation that the government is using WOs, which are subject to the $2,500 liability limit for performance of Misc. Work. Can the government please clarify how they will be differentiated under this contract?

Answer

The COR is only authorized to order this amount of hours per month within the dollar threshholds. If a misc. hour cost exceeds $50 in parts, a request for funding with appropriate docuementation (proposal written per the contract) must be provided to the COR in advance.

Is there currently a WO Backlog in the CMMS and does the government anticipate the gaining contractor inheriting WOs from the prior contractor? If so, will these be 100% reimbursable to the gaining contractor?

Answer No / No

Section CM.5.11.2.3 Fully Reimbursable Repairs makes no mention of items outside of those assets provided in the building inventory included with the solicitation. Will the government please confirm that any repair or maintenance to any asset NOT included in the provided inventory will be considered fully reimbursable? The contractor cannot be expected to include pricing for preventative maintenance or repair liability on items not identified in the contract or after identified and modified into the contract after the Existing Deficiency Report

Answer

Equipment not listed in the building inventory would need to be added into the equipment inventory and NCMMS. Any modifications, additions or deletions from the Equipment Inventories may require equitable adjustments through the CO/CS; see CM.5.3.1.

The inventories provided for each of the 3 buildings (USCH, TB, and JJ Pickle) have several items with a description that is insufficient. Can the Government please provide a more sufficient description of these listed items so the contractor may better estimate the amount of labor/materials that will be required to maintain these items -a.) Assets 379634 thru 379710, description “AMB FOR VAV #”. What does “AMB” stand for?

b.) Assets 379189 thru 974818, description is “Needs Description”.

c.) Assets 1806205 thru 1806211, 974101, and 974106, description is “Description”.

Answer See solicitation inventory list.

Are the fire extinguisher reports provided in Library 1 accurate (inspections last completed

2016)? If not, what date(s) were fire extinguisher inspections last completed?

94 Will office and storage space be made available to the contractor?

Answer Office was shown during the pre-bid solicitaion tour

96 Will there be designated parking for contractor personnel?

Answer No

Will the contractor be responsible for maintaining the parking garages and covered parking areas?

Answer Yes please refer to the solicitation

United States Flag, agency pennants, and other flags (POW flag). This service shall be provided when directed by the CO or their designee and shall comply with requirements in the Flag

Policy.” GSA Flag Policy, Section 9 outlines when the flag should be flown, including from sunrise to sunset on all workdays. Please clarify the following:

1. Is it the Government’s intent for the contractor to raise, lower, and place at half-staff the flag every workday, as outlined in GSA Flag Policy Section 9, or only when directed by the CO, as described in RFP Section CM.5.14.5?

2. If only when directed by the CO, please provide historical data on the frequency with which this is required? Alternatively, if historical data is not available, please advise how many times per year the Government anticipates this being required.
