This solicitation is hereby amended as follows:

First, the date for receipt of proposals is changed from 19 July 2019 to 23 July 2019.

Second, this amendment incorporated document "47PH0219R0025 - Fort Worth O&M Contractor Questions and Answers".

Third, all other terms and conditions remain unchanged.

Section Question Answer

L.5.2.1

Requires a minimum of 2 projects to meet the experience requirement and states “To be considered similar the projects provided should cumulatively demonstrate:” followed by a list of 14 experience items or services, some of which are subdivided. What is meant by “cumulatively demonstrate”? For example:

a. How many of the 14 items listed must be met to qualify?

b. Are items at the top of the list more important than items at the bottom of the list?

c. Are some items absolutely required while others are not?

d. Will some items be weighted more heavily than others?

e. For subdivided items, such as egress and access systems, must the contractor have experience in all the items, some of the items, or just one?

Cumulatively demonstrate means to taken as a whole; in combination.

a. All 14 items listed should be similar to scope and magnitude to projects submitted.

Currently, there is no building information within the solicitation or amendment 1. I did look back at the previous solicitation and discovered that an excel spreadsheet had been included in Amendment 3 titled “BL2._Ft_Worth_Building_General_Information” which gave all the specifications of the facilities including the square footage. Do you plan on releasing O&M Services only, not custodial. SF has been answered in Q4

Section L.4.2.3 Submission

Part One and Part Two submission instructions both state that the respective electronic copies must include original completed versions of spreadsheets provided in Section J. Are the only spreadsheets to be included (in their correct Part – One or Two) J.10 Figure B-1; Yes.

L.5.1.1 Management Plan Narrative

Would the Government consider excluding the Quality Control Plan from the 10-page limit of the Management Plan Narrative? Or at least breaking it out with its own page limit (2, 5, 10 No.

L.5.3.2 Past Performance Questionnaire

If the offeror is submitting an on-going contract for experience, and there is an Interim CPARS for the Base year of the contract already completed (contract is in its Option Year 1), can the Interim CPARS be submitted in lieu of a Past Performance Questionnaire?

Yes. According to L.5.3 Past Performance - If a CPARS report was accomplished on the projects submitted, the government will use the CPARS report to evaluate Past Performance.

Paragraph C.1.1 (b) states “…where BAS/ECMS systems are connected to the GSA network, the Contractor’s employees will obtain a GSA ENT account to access systems…”

Is the BAS/ECMS connected to the GSA network at all facilities? If not, which facilities are connected to the GSA network and which are not? All BAS systems in Ft. Worth are connected to GSA's network.

Paragraph C.2.10 Are the facilities in this solicitation connected to GSA Link? If not all, which facilities are/are Lanham Federal Building is the only building connected to GSA Link

Paragraph C.2.14

Is the CMMS for all the facilities in this solicitation part of N-CMMS? Does each facility have its own CMMS link to N-CMMS, or is maintenance documented from one central location for all three (3) sites?

Each of the three facility are on GSA's National CMMS. Access is by user credentials. So with proper credentials users can view or enter data from any intermet access. Several sections of the spec. define O&M contractor responsibility for date entry and data mainteenance in the

C.8.1 and H.15.2.2 Onsite Supervisor

Please confirm that the On-site supervisor is a separate position from the Project Manager, and that both are considered Key Personnel.

As per the solicitation in Sectoin C.8.1, it states that there will be a Full Time Onsite Project Manager. The position of the Full time Onsite Supervisor is listed as Reserved in the solicitation. These are separate positions. An error was discovered in section H.15.2.1 under Qualifications of a Full Time Onsite Project Manager. It was marked reserved and should not of been marked reserved. H.15.2.1 Qualifications of Onsite Project Manager The Onsite Project Manager shall possess at a minimum at least 5 years of recent (within the past 7 years) experience in the management and supervision of building mechanical maintenance operations for buildings of the approximate size and characteristics of the buildings to be covered by this Contract. A detailed resume containing the information specified in this document shall be submitted to the CO or their designee for approval prior to the assignment of the onsite project manager to the Contract. Both new and replacement project manager’s shall meet these qualification standards. Minimally, the resume shall contain:

a.The full name of the proposed onsite project manager.

b.A detailed description of the previous 7 years’ employment history of the proposed onsite project manager.

C.1.3.h states "See paragraph C.1.1.r for exclusions on the BAS system." C.35.4 also references C.1.1.r. There is no C.1.1.r. Is the Government referring to C.1.1.o? Please clarify. C.1.1.o is the correct reference.

Fort Worth Facilities Maintenance Questions and Answers

C.2.27 "Thanksgiving is always the 3rd Thursday of November." Thanksgiving in the U.S. is on the 4th Thursday of November. Please clarify. Thanksgiving will be celebrated on the 4th Thursday of November

C.M.4.1 and F.4 state the itemized price list for any existing deficiencies is to be provided 30 days prior to contract start date; C.5.1.f requires that this list be provided 45 days before the contract start There will be a 60 day transition period before the award date of the contract.

C.10.c references asset identification system(s). Would the Government please specify what asset identification system(s) is (are) in use at the proposed service locations? The NCMMS has a equipment identification system based on industry standards.

C.28 states that "in many cases, the AMS will be connected to the BAS." Are the AMS and BAS connected at any of the proposed service locations? Please clarify.

AMS data is shared across a Tridium/Niagara network to an AMS server and configured in the Energy Mgmt Suite.

F.4 references Section C.4.1 and C.4.2 in regard to the Existing Deficiency Inspection and List and the Itemized Estimate to Correct existing [deficiencies], yet it is paragraphs C.M.4.1 and

Deliverable table in F.4, C.4.1 is a typo and should read CM.4.1, C.4.2 is also a typo and should read CM.4.2

Section F.4 entry on page 56 of 153 of the solicitation that appears to be incomplete: "If the Contractor must disturb materials he suspects may contain." We suspect the word asbestos is missing. Please clarify. Yes, the sentence should read "materials he suspects may containg asbestoes".

G.3.(d) it is stated that contact details for key personnel must be provided at time of award.

However, C.8.1 and F.4 require this information within 21 days of award. Please clarify.

G.3 (d) - states "(d) In the event that any of the identified key personnel cease to perform under the contract and the substitute is disapproved, the contract may be immediately terminated in accordance with the termination clause of thecontract."

Please refer to C.8.1 and F.4 for the requirement for key personnel submission

H.15.2 it would appear that the qualifications for the Onsite Project Manager (H.15.2.1) are reserved, but qualifications for the Onsite Supervisor (H.15.2.2) are provided. Under C.8.1, only the Onsite Project Manager (C.8.1(1)) is referenced; the Onsite Supervisor (C.8.1(2)) is reserved. Are the qualifications at H.15.2.2 (Onsite Supervisor) applicable to the Onsite

L.4.2.1 requires, as part of the submission of Part 2 - Price, a list of offeror key personnel and point of contact information. Given the context of Part 2, should the offeror assume these are to be the details regarding key Corporate personnel in relation to the proposal submission? Is

L.4.2.1 - The key personnel should include corporate.

No, the Government is not expecting corporate key personnel to be included on Figure B-1 or

Section L.4.2.2.3 requires top and bottom margins of 1" and side margins of at least 3/4." Several of the Government-provided documents (e.g., SF 33, Figure L-2, Figure B-3, etc.) do not meet these requirements. Given that they are Government-provide, as well as the prohibition at L.4.1.3 from modifying any solicitation documents, would the Government please confirm Confirmed, government provided documents are exempt from the formatting requirement.

L.4.2.3, under Part Two, there is a "Note" requiring "the offeror...submit a copy of their CCR and SAM Registration."

SAM replaced CCR; an offeror can only provide a copy of their SAM registration, not BOTH Submission of the SAM registration is required.

L.4.2.4.2 states "the address must match the information in the Central Contractor Registration (CCR)." The CCR has been replaced by SAM (System for Award Management). Please the address must match the information found in the System for Award Management (SAM)

Bid Schedule Is the annual cost of the Service Order Dispatcher to be included in the Operations and Maintenance amount or is it to be listed separately? Please clarify.

Since GSA does not know if you plan on contracting this service/deliverable out or performing these duties with inhouse personnel, how you price out this deliverable is a decision your firm

M.4.4 Price Evaluation states in part “Total evaluated price will be calculated by adding the total price for the base and option periods combined in accordance with the pricing template submitted by the offeror.” The Bid Schedule Tab labeled EVALUATED PRICE states that the contractor is only to fill in the other five tabs. However, except for that message and the identifiers, the tab is the same as the other five. For example, the loaded hourly rate for the Service Order

The bid schedule tab labeled EVALUATED PRICE does not state that the contractor is ONLY to fill in the other five tabs - its states that a proposer MUST complete the red shaded on the first 5 tabs. The Government may use various price analysis techniques and procedures to evaluate price. Total evaluated price will be calculated by adding the total price for the base and option periods combined in accordance with the pricing template submitted by the offeror.

M.4.4 Price Evaluation states in part “Total evaluated price will be calculated by adding the total price for the base and option periods combined in accordance with the pricing template submitted by the offeror. For purposes of the determining total price evaluation, the price for an extension of services authorized by FAR 52.217-8 will be evaluated as part of the Option IV price;

however, if the option to extend services is exercised pursuant to FAR 52.217-8, the rates will be the same as the immediately preceding contract period (i.e. after the initial contract period, Option I, Option II, Option III, Option IV).” The first sentence appears to be contradicted by the rest of the paragraph and appears to be saying that if Option 1, for example, is exercised, it will be at the base period rates. Bid Schedule

The Bid Schedule lists the following as “IN-HOUSE Disciplines”: Lead Engineer, Building Engineer, HVAC Mechanic, Maintenance Trade Helper, and General Maintenance Worker.

It lists the following as “Subcontracted Disciplines”: HVAC Technician, Chiller Technician, Boiler Technician, Fire Alarm Technician, and BAS Controls Technician. As these are not shaded cells, the contractor is not allowed to change them. There are several inconsistencies between these lists, the rest of the Solicitation, and likely operations:

a. The CBA lists five job titles but three of these are not listed on the Bid Schedule:

Electrician, Secretary II, and Plumber. How is the contractor to list these occupations if we cannot change the cells? Please clarify.

b. What is the contractor to do if it determines that it is best and most economical to employ one of the “Subcontracted Disciplines” in-house, for example, HVAC Technician? Please clarify.

It states that Figure L-1 is the governments baseline manpower projection, but when you look at Figure L1 it says it is an “Example of a Management Plan”

Replacement / upgrade would be at the sole discretion of the government. This does not negate the contractors responsibility to maintain the existing equipment.
