L.4.2.1 requires, as part of the submission of Part 2 - Price, a list of offeror key personnel and point of contact information. No, the Government is not expecting corporate key personnel to be included on F 1 or Figure L-1

Section L.4.2.2.3 requires top and bottom margins of 1" and side margins of at least 3/4." Several of the Government-provided documents (e.g., SF 33, Figure L-2, Figure B-3, etc.) do not meet these requirements. Bid Schedule Is the annual cost of the Service Order Dispatcher to be included in the Operations and Maintenance amount or is it to be listed separately? Please clarify.

Since GSA does not know if you plan on contracting this service/deliverable out or performing these duties with inhouse personnel, how you price out this deliverabl decision your firm will have to make.

M.4.4 Price Evaluation states in part “Total evaluated price will be calculated by adding the total price for the base and option periods combined in accordance with the pricing template submitted by the offeror.” The Bid Schedule Tab labeled EVALUATED PRICE states that the contractor is only to fill in the other five tabs. However, except for that message and the identifiers, the tab is the same as the other five. For example, the loaded hourly rate for the Service Order Dispatcher is multiplied by 2080, and the monthly O&M price is multiplied by 12. Please explain how this tab will be used in price evaluations.

The bid schedule tab labeled EVALUATED PRICE does not state that the contrac ONLY to fill in the other five tabs - its states that a proposer MUST complete the re shaded on the first 5 tabs. The Government may use various price analysis techni and procedures to evaluate price. Total evaluated price will be calculated by addi total price for the base and option periods combined in accordance with the pricing template submitted by the offeror.

M.4.4 Price Evaluation states in part “Total evaluated price will be calculated by adding the total price for the base and option periods combined in accordance with the pricing template submitted by the offeror. For purposes of the determining total price evaluation, the price for an extension of services authorized by FAR 52.217-8 will be evaluated as part of the Option IV price; however, if the option to extend services is exercised pursuant to FAR 52.217-8, the rates will be the same as the immediately preceding contract period (i.e. after the initial contract period, Option I, Option II, Option III, Option IV).” The first sentence appears to be contradicted by the rest of the paragraph and appears to be saying that if Option 1, for example, is exercised, it will be at the base period rates. We know from experience that if Option IV has been exercised and the Government wishes to extend the contract, it may do so at the Option IV rates, but why then is the Government referring to other contract periods as the basis for extending the price? It could even be taken to mean that all period prices will in effect be the same. Please clarify.

For purposes of the determining total price evaluation, the price for an extension o services authorized by FAR 52.217-8 will be evaluated as part of the Option IV pri however, if the option to extend services is exercised pursuant to FAR 52.217-8, t will be the same as the immediately preceding contract period.

Bid Schedule

The Bid Schedule lists the following as “IN-HOUSE Disciplines”: Lead Engineer, Building Engineer, HVAC Mechanic, Maintenance Trade Helper, and General Maintenance Worker. It lists the following as “Subcontracted Disciplines”: HVAC Technician, Chiller Technician, Boiler Technician, Fire Alarm Technician, and BAS Controls Technician. As these are not shaded cells, the contractor is not allowed to change them.

There are several inconsistencies between these lists, the rest of the Solicitation, and likely operations:

a. The CBA lists five job titles but three of these are not listed on the Bid Schedule: Electrician, Secretary II, and Plumber. How is the contractor to list these occupations if we cannot change the cells? Please clarify.

b. What is the contractor to do if it determines that it is best and most economical to employ one of the “Subcontracted Disciplines” in-house, for example, HVAC Technician? Please clarify.

c. What happens when the additional services are best and most economically performed by in-house personnel on overtime? How are we to provide loaded rates? Please clarify.

a. Offeror is able to adjust bid schedule according to the current CBA

b. Offeror is allowed to show what it determines to be the best and most economi to employ disciplines.

c. See H.18.5. Labor

L.5.1.2

It states that Figure L-1 is the governments baseline manpower projection, but when you look at Figure L1 it says it is an “Example of a Management Plan”

a) Are the Position Title’s shown in Figure L-1 intended to be the governments baseline manpower projection?

b) After looking over the solicitation and attachments several times we could not find any prescriptive staffing requirements. We believe it is being left to the contractor to propose what staffing is required to perform the work at the Fort Worth locations? Is this a correct assumption?

c) It also states in Section L.5.1.2, “If the offeror elects to deviate from the government’s manpower projection, the offer must submit a Worksheet Narrative explaining how their proposed manpower approach will meet the requirements of the solicitation.” How can we deviate from something that is not provided? If so, do we still have to provide the Management Plan Worksheet?

Please clarify.

a. No.

b. Reference Section C - Introduction and Section L.5.1.2

c. The offeror may elect to propose any alternative that will fulfill the requirement solicitation. The offeror must submit a Worksheet Narrative explaining how their p manpower approach will meet the requirement of the solicitation.

Past Performance (L.5.3.2)

If CPARs exists for the projects we are submitting for experience, can the contractor provide a copy of the CPARs report within out proposal? This would ensure that the evaluation team had immediate access to the CPAR report.

Reference L.5.3.2 reads If the projects being submitted have been evaluated in C the offeror will complete the CONTRACT IDENTIFICATION section of the questio and submit with their proposal, no further action is required.

Building Statistics Can you please provide building information sheets on all the facilities that are part of this contract? In reviewing FedBizOps, there was no Building Information Sheets

Building Information

Can you please provide historical data/age for all key and critical items (e.g. Chiller #1 is 25 years old, and scheduled for replacement in 2022)? It would be helpful in the bidding process to know the age and condition of key critical equipment.

All chillers have been replaced within the past 5 years, FOB cooling towers are ne 3-4 years, USCH cooling tower has been rebuilt with new components within the l

Figure B-3 Bid Schedule The In-House discipline hourly positions in B-3 (Bid Schedule) does not match the labor categories listed in Schedule A of the CBA. Are we allowed to change the inhouse disciplines to align them with the CBA? Yes.

Building Inventory

We cannot find any emergency generators on the inventories provided. Can you confirm if emergency generators are part of the inventory? If they are, can you please provide the make, model, serial number and KVA of the equipment.

There are no GSA owned generators. N/A. Agency owned equipment. National W Service provides all maintenance, testing, and fuel

Price Proposal (L.4.2.1)

In this section we are required to provide the following within the Price Proposal & Miscellaneous Documents we are to submit.

“List of Offeror Key Personnel and Points of Contact Information”.

Can you be more specific as to what key personnel you are referring too? Are we talking corporate level personnel or is there a particular onsite person we need to identify? It is unclear what if any “Key Personnel” you need identified in submitted proposals. In addition, Section G.4, page 60, it states that Key Personnel POC information will be provided at the time of award. Can you please clarify what information you want included in the Price Proposal & Miscellaneous Documents.

When in doubt, submit Key Personnel to the success of the contract - corporate, P Manager, etc

Section C.8.1 & H.15.2 These sections are not in sync with each other. In Section C.8.1 (Minimum Staffing), information for the Full Time Onsite Project Manger is provided. The Full Time Onsite Supervisor is labeled as “Reserved”.

As per the solicitation in Sectoin C.8.1, it states that there will be a Full Time Onsit Project Manager. The position of the Full time Onsite Supervisor is listed as Rese the solicitation. These are separate positions. An error was discovered in section H under Qualifications of a Full Time Onsite Project Manager. It was marked reserve should not of been marked reserved. This solitation requires one Onsite Full Time Manager and not the Onsite Supervisor. H.15.2.1 Qualifications of Onsite Project Manager The Onsite Project Manager shall possess at a minimum at least 5 years of recen the past 7 years) experience in the management and supervision of building mec maintenance operations for buildings of the approximate size and characteristics o buildings to be covered by this Contract. Both new an replacement project manager’s shall meet these qualification standards. Minimally resume shall contain:

a. The full name of the proposed onsite project manager.

b. A detailed description of the previous 7 years’ employment history of the pr onsite project manager.

c. The names and addresses of the companies for whom the proposed onsite manager worked for the past 7 years, along with the names and telephone numbe the immediate supervisors.

Section H.15.2

(Qualifications of the Onsite Project Manager and Onsite Supervisory Personnel), information for the Qualifications of the Onsite Supervisor is provided, but not the Project Manager. Section H.15.2.1 is labeled as “Reserved”. Is it being left up to the contractor to either provide an Onsite Project Manager or an Onsite Supervisor? Please clarify what is required because there is a significant price difference (and responsibilities) between providing an onsite PM or Supervisor.
