PHASE 1 - Technical Evaluation Factors (30% of overall total score)
A. FACTOR: RELEVANT PAST EXPERIENCE
Weight: 40%
Provide three (3) examples of projects that demonstrate successful experience in delivery of Design and Construction Phase services where at least two (2) have a façade component.
Describe the approach used to accomplish successful completion, and how the Offeror intends to apply it to the delivery of this project. The Offeror should identify any approach that would distinguish them from other Offerors.
Projects’ contract value shall be greater than $20,000,000, that had a façade component and was completed within the past ten (10) years and be similar in size, scope, complexity and/or context to this solicitation.
Provide the following information for each example:
● Project Description and Location
● Square Footage
● Project Schedule
● Safety Record
● Scope of Design and Construction phase services provided
● GMP or budget at award
● GMP at construction start and final contract value after adjustments
● Indicate whether liquidated damages were assessed against the offeror or any claims that were filed
Project Similarity and Complexity: The similarity and complexity of the project considers the degree of regulations and requirements associated with the project and the amount and level of coordination associated with the project. The project complexity is also defined as follows:
Facility that was a high rise building for curtainwall systems which may include court facilities, hospitals, health clinics, laboratories, rehabilitation clinics, corporate institutional or governmental office space where there are many organizational functions represented and are special phasing requirements to keep the facility in continuous operation.
The project shall have a contract price over $20M that has a glazing facade replacement component in an occupied building.
Standard for Evaluation: The standard is met when the offeror provides one (1) page, double-sided for each project, using Form B, Firm Relevant Past Performance, included in The Solicitation or the Offeror develops their own format that is similar to the example, for a total of three (3) projects, two (2) with façade components, and three (3) double-sided pages. If more than three (3) projects are provided, only the first three (3) will be considered for evaluation.
The narrative shall also demonstrate how these projects are similar including the project description and location, square footage, project schedule, safety record, scope of design and construction phase services provided, GMP or budget at award, GMP at construction start and final contract value after adjustments, and indicating whether liquidated damages and/or claims were assessed; the projects have been completed within the past ten (10) years; the projects are within the project cost range of $20M or greater; and include the project similarity and complexity as noted in the above paragraphs.
Evaluation of past performance is not limited to the projects submitted. The Government may also consider the offeror’s performance on contracts not submitted by the offeror that the Government is aware of or becomes aware of during the course of evaluations.
The General Services Administration (GSA), Public Buildings Service (PBS), is using the Contractor Performance Assessment Reporting System (CPARS) modules as the secure, confidential, information management tool to facilitate the performance evaluation process.
CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. If needed the CPARS may be used to evaluate past performance on additional projects that the contractor has completed.
B. FACTOR: MANAGEMENT APPROACH
Weight: 35%
Provide a description of your approach to Design Phase services and Construction Phase work for this project. The description must address the following:
The Offeror’s approach to Design Phase services including, but not limited to: design-assist and constructability services, schedule development, cost-estimating and cost-reconciliation services, address subcontractor participation, move coordination, building occupant communication strategy, and quality of value management services.
The Offeror’s approach to Construction services including, but not limited to, scheduling, phasing and move coordination, building occupant communication strategy, cost control including contingency management and change order management.
Standard for Evaluation: The standard is met when: The Offeror has provided two pages (double sided) narrative that illustrates the offeror’s approach to design phase and construction phase services as listed above.
C. FACTOR: RELEVANT PAST PERFORMANCE
Weight: 25%
For the same three projects submitted for RELEVANT PAST EXPERIENCE, provide an Owner Evaluation Sheet (Appendix A), completed by the Owner’s Representative for the respective project.
Standard for Evaluation – The standard is met when: The Offeror has provided three (3) examples of most recent completed projects with a contract price greater than $20M that demonstrate successful past performance on CMc-type contracts, on contracts that use a GMP, or demonstrates value management through design build or design build-bridging contracts and provide requisite information for each. An Owner Evaluation is provided for each of the three (3) projects included in RELEVANT PAST EXPERIENCE.
