Non-Price Factors, when combined, are significantly more important than Total Evaluated Price.
Definitions:
Deficiency is a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
Weakness is a flaw in the proposal that increases the risk of unsuccessful contract performance. A "significant weakness" in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance.
Strength is any factor that will ensure successful contract performance.
The submittals will be rated on a 1-10 scale, with 10 representing the highest score of dominant performance and 1 representing the lowest score or dominantly poor performance. A “5” score is defined as meeting the standard as forth by GSA, but the selection committee member was not able to identify dominate performance information (verifiable performance measurements or best value practice with measurements) to achieve a higher score.
A. FACTOR: Relevant Past Experience
Weight: 40%
3 Projects, each one (1) page, double-sided, using Form B, Firm Relevant Past Performance or similar form.
The narrative shall also demonstrate how the projects are similar including the project description and location, square footage, project schedule, safety record, scope of design and construction phase services provided, GMP or budget at award, GMP at construction start and final contract value after adjustments, and indicating whether liquidated damages and/or claims were assessed; the projects have been completed within the past ten (10) years; the projects are within the project cost range of $20M or greater; and include the project similarity and complexity - Facility that has five (5) stories or more of curtainwall systems which may include court facilities, hospitals, health clinics, laboratories, rehabilitation clinics, corporate institutional or governmental office space where there are many organizational functions represented and are special phasing requirements to keep the facility in continuous operation..
Evaluation of past performance is not limited to the projects submitted; the Government may also consider the offeror’s performance on contracts the board is award of from past projects or from CPARS.
B. FACTOR: Management Approach
Weight: 35%
The Offeror has provided two (2) pages, double-sided narrative that illustrates the offeror’s approach to design phase and construction phase services:
Design Phase services including, but not limited to: design-assist and constructability services, schedule development, cost-estimating and cost-reconciliation services, address subcontractor participation, move coordination, building occupant communication strategy, and quality of value engineering services.
Construction Phase services including, but not limited to, scheduling, phasing and move coordination, building occupant communication strategy, cost control including contingency management, change order management, and “open book accounting”.
C. FACTOR: Relevant Past Performance
Weight: 25%

An Owner Evaluation is provided for each of the three (3) projects included in RELEVANT PAST EXPERIENCE.
FORM “B” CMc FIRM PROJECT EXPERIENCE AND PAST PERFORMANCE READ CAREFULLY: The purpose of this form is to provide supporting project information for Evaluation Factor 2 CMc Firm Project Experience and Past Performance. It is especially important that the offeror disclose instances in which their past performance may be considered by others to be less than fully satisfactory. The offeror should tell their side of the story and describe remedial corrective action that has been taken or will be taken to correct the deficiency. Failure to do so may result in a determination that an offeror has been less than candid with the government, which could result in an unfavorable assessment of the offeror’s past performance record.
