2. The following questions and answers are hereby incorporated into the solicitation.
Question 1. Is there a requirement for the contractor to have a facility clearance?
Answer 1. Please see Section H.5, Security Requirements and Personal Identity Verification Procedures (Non- Classified Contract)
Question 2. Do you have the measurements for Granite floors/SQ ft, Marble floors/SQ ft, Wax floors/SQft, Concrete floors/SQ ft, and Carpet/SQ ft.
Answer 2. The Government does not have flooring type square footage at this time.
Question 3. Will you sign the site visit slip?
Answer 3. If you attended the site visit, and your name is on the GSA 139 you will receive credit for the site visit.
Question 4. Section L.4, Item #4 requests "All of Section K" be submitted with the proposal. Will GSA accept a copy of our SAM data?
Answer 4. No the requirement stands please submit all of Section K.
Question 5. Section M.2, Factor 1 Work Experience, requests two experience references. Are offerors allowed to submit additional references? If so, is there a limit on the number of references submitted?
Answer 5. The Government will only review two experience references. There is no additional consideration provided for providing more than two references.
Question 6. Section M.2 (Factor 3 - Staffing Plan). The requirement to submit resumes for key personnel creates an unfair advantage for the incumbent contractor. The solicitation does not allow the proper time required to recruit a qualified candidate. It also puts undue burden upon an offeror to recruit for a position that it cannot offer until after it receives the award. Please consider changing this requirement to providing the qualifications the offeror would use to hire for this position such as a sample standard skillset that demonstrates both the Governmentâs minimum requirements and any Offeror specific minimum requirements for this position (i.e. requirements used for hiring candidate: job announcement language; required certifications/training; minimum education level; number of yearsâ experience, etc.).
Answer 6. The Government does not intend to change this factor at this time.
Question 7. Section M.2, Factor 1 Work Experience. Can the size requirement be satisfied by an aggregate of several buildings under the same contract?
Answer 7. No, Section M.2, Factor 1 states the work experience must be from a single location. An aggregate of buildings does not meet this factor requirement. The Government does not intend to change this factor at this time.
Question 8. Section L.9 Notice to Joint Ventures. It states "If an Offeror will be submitting a proposal under a joint

venture, the joint venture's legal name shall be registered in the SAM, possess a Data Universal Numbering System (DUNS) number and with the SBA WOSB Program under "certify.sba.gov". Is there a reason for the WOSB considering this solicitation is set aside for Service Disabled Veteran Owned Small Business?
Answer 8. That was a mistake in Section L.9. Please see attachment to Amendment 002. No WOSB registration is required.
Question 9. Section L.9 Notice to Joint Ventures. It states: "In addition, the joint venture's legal name shall be clearly printed in Block 17a of the SF1449 when submitting the proposal package." Are we to assume that is in conjunction with the offeror that is submitting the proposal?
Answer 9. In the event a Joint Venture is proposing for this contract, the Joint Ventureâs legal name must be entered as requested. See sections L.9 and M.2, Factor 1 for submission requirements for joint ventures
Question 10. Is the contractor required to provide all garbage dumpsters and the associated subcontracted waste management services?
Answer 10. Yes, per C.5.1.3 of the solicitation the vendor (offeror) is responsible for providing a sufficient number of waste removal containers to accommodate all trash generated between pick-up dates. The vendor is responsible for the entire solid waste program unless otherwise identified by the contract.
For example, C.5.1.11 of the solicitation states the Government shall provide individual deskside and central collection containers and approved collection containers/bins and other equipment for use throughout the building for the collection of recyclable materials; however, the Contractor is responsible for the removal of recyclables from collection containers and moving them to the holding area.
3. This amendment does not extend the RFP due date.
4. All other Terms, Conditions and requirements of the solicitation remain unchanged
5. A Signed copy of this amendment must be included with your RFP.
